
Inefficiencies hiking capacity charges highlighted
Shaikh made these observations in his two additional notes; i.e., on the Quarterly Tariff Adjustment (QTA) for the third quarter of FY 2024-25 whereas the second is on FCA adjustment for Discos for the month of March 2025. He also wrote a third additional note on delay in interconnection of the KE's system with NTDC due to which consumers of KE are not getting due relief in tariff.
As part of this adjustment, Nepra approved a reduction of Rs 1.55 per unit, providing a total financial benefit of Rs 52.6 billion to consumers of power Distribution Companies and K-Electric (KE) in their electricity bills for May, June, and July 2025 whereas a negative adjustment of Rs 0.29 per unit was approved for Discos consumers. For KE, a negative adjustment of Rs 3.64 per unit has been approved.
QTA & MTA: Nepra cuts tariffs for Discos and KE
According to Shaikh, the capacity claimed by Distribution Companies (Discos) for the third quarter amounted to Rs 362.395 billion, which is significantly lower than the reference figure of Rs 459.286 billion. During the same period, electricity sales stood at 19,968 GWh—down from the reference figure of 21,846 GWh.
He noted that typically, a decline in electricity sales leads to an increase in capacity charges due to the fixed-cost nature of these payments. However, this quarter witnessed the termination of certain Power Purchase Agreements (PPAs) and other adjustments related to Independent Power Producers (IPPs), which helped lower the overall capacity payments, resulting in a negative adjustment.
Shaikh emphasised that although the quarterly adjustment saw a significant decrease, improved governance and more efficient operations could have further boosted electricity sales and led to an even greater reduction.
To this end, he outlined several areas requiring urgent attention:(i) GENCO-II (Guddu Old), GENCO-III (TPS Muzaffargarh), and GENCO-I (Jamshoro Power Company Limited) collectively claimed Rs 1.237 billion in capacity payments— Rs 469 million, Rs 350 million, and Rs 418 million, respectively— despite generating no electricity during the quarter.
These plants suffer from high generation costs and low operational efficiency, and are unlikely to receive dispatch orders in the future due to the availability of surplus, lower-cost capacity in the system. Continued payments to these non-operational units place an undue burden on the power sector and end consumers. A strategic review is essential to rationalise these expenditures and enhance sectoral efficiency; and (ii) transmission constraints are also severely limiting the utilisation of several efficient and cost-effective power plants in the southern region, including Port Qasim, China Power, and Lucky Electric. These plants reported utilisation factors of just 1%, 10%, and 0%, respectively, yet collectively claimed Rs 69.09 billion in capacity charges— Rs 26.95 billion for Port Qasim, Rs 30.88 billion for China Power, and Rs 11.26 billion for Lucky Electric.
'Such inefficiencies highlight the urgent need to address transmission bottlenecks and reform dispatch practices to ensure optimal use of the country's available low-cost power generation resources,' he added.
Additional Note on FCA: In his additional note on Disco's FCA's determination for the month March 2025, he said serious efforts are being made across various forums to reduce electricity costs, several persistent issues— especially poor governance— continue to drive up electricity prices in Pakistan.
The following key challenges have been outlined to help guide relevant stakeholders toward building a more efficient and sustainable power sector: (i) power generation in March 2025 was 8.5% below the reference level, partly due to AT&C-based load shedding.
This AT&C based load shedding not only worsens public hardship but also results in underutilisation of 'Take or Pay' power plants, driving up costs. In March 2025, 'Take or Pay' thermal power plants, with a total capacity of 20,248-MW, operated at only 34.29% utilisation. Enhancing governance at the Disco level is essential to effectively eliminate aggregate Technical and Commercial losses; (ii) the continued outage of Steam Turbine Unit 16, ongoing since July 2022, at the Guddu 747-MW Power Plant resulted in Rs. 0.68 billion in losses for March 2025, raising total losses for FY 2024-25 (up to March) to Rs. 6.41 billion; (iii) operating the Guddu 747MW power plant in open cycle mode led to reduced output from this cost effective source, requiring the shortfall to be met through more expensive, marginal-cost plants. This shift added Rs 24 billion in extra costs in March 2025 alone, with total additional costs reaching Rs. 110 billion during FY 2024-25 (up to March).
Progress on resolving the damaged steam turbine issue requires accelerated efforts; (iv) Neelum Jhelum 969MW hydropower plant has been out of operation since May 2024. Its non-availability in March 2025 forced reliance on costlier alternatives, resulting in an additional Rs. 4.5 billion in costs compared to March 2024. The total financial impact for FY 2024-25 (up to March) has reached Rs. 28 billion.
Resolving the issue requires more concerted and focused efforts; (v) the HVDC infrastructure operated at only 32% utilisation in March 2025, while consumers continued to bear full capacity charges. Among other factors, a key reason for this underutilisation is the delayed completion of the Lahore North Grid Station. Efforts must be intensified to complete the task without any further delay; (vi) Transmission and grid system constraints led to losses of Rs. 0.62 billion in March 2025, bringing the cumulative impact to Rs. 12.31 billion for FY 2024-25 (up to March). Efforts should be intensified to quickly remove transmission constraints that are harming the sector's financial viability; and (vii) Part Load Adjustment Charges (PLAC) amounted to Rs. 2.6 billion in March 2025, bringing the total to Rs. 29.8 billion for FY 2024-25 (up to March). These charges are expected to rise further, as PLAC schedules for some power plants are still being finalized.
A study should be conducted to reduce PLAC through effective demand-side management.
He further stated that March 2025 FCA includes a negative prior period adjustment of approximately Rs. 3.29 billion. Excluding this, the FCA would have reflected a positive adjustment of Rs. 0.37/kWh. Prior period adjustments, whether positive or negative, are undesirable.
To minimise their occurrence and impact, invoicing, verification, and adjustment processes should be improved, with any such adjustments limited to a maximum period of not more than two months.
KE's FCA for February 2025: Member (Technical) stated that the successful enhancement of the interconnection between K-Electric and the National Transmission and Despatch Company (NTDC) to a safe operating limit of 1,600MW is a commendable step. However, efforts to further increase this capacity to 2,000MW and beyond— originally targeted for completion by June 2024— remained incomplete. In February 2025, the fuel cost in KE's generation mix stood at Rs. 20.01/kWh, significantly higher than NTDC's average of Rs. 8.23/kWh.
'If the interconnection capacity had been upgraded as planned, increased reliance on NTDC's lower-cost surplus power could have further reduced the Fuel Cost Adjustment, easing the financial burden on consumers,' he said adding that in light of the current surplus of economical generation within the NTDC system and the high cost of KE's internal generation, it is imperative that the interconnection upgrade be completed without further delay.

‘Agri development, farmer prosperity are top priorities of CM'
LAHORE: Minister for Agriculture Punjab, Syed Ashiq Hussain Kirmani, has stated that agricultural development and farmer prosperity are among the foremost priorities of the Chief Minister Punjab. The present government is implementing revolutionary programs aimed at uplifting the agriculture sector and ensuring farmer welfare, which have already begun yielding positive outcomes across the province. However, some elements are attempting to distort the facts and spread misconceptions regarding these historic initiatives of the Punjab government. Minister Syed Ashiq Hussain Kirmani highlighted that within just one month of taking office, the Chief Minister Punjab initiated multiple agricultural development programs worth Rs. 400 billion — f or the first time in the history of Province. These programs included interest-free loans worth of billions of rupees through Kisan Card, provision of thousands of tractors on subsidy under the Green Tractors Program, and provision of modern agricultural machinery with up to 60% subsidy and many other initiatives. He added that this is the only Government in Pakistan's history during which no fertilizer shortage has been witnessed. Fertilizer is available in abundance in the market at prices even lower than those fixed by the manufacturers. Artificial shortages, profiteering, and hoarding of fertilizers have been completely eradicated from the province. He clarified that, during the current season, all provincial governments ceased official wheat procurement under the IMF agreement; however, Punjab remains the only province that extended direct financial support of Rs. 14 billion to small wheat farmers. During just a short period of two months, more than Rs. 85 billion in interest-free loans have been disbursed to farmers across Punjab for the purchase of fertilizers, seeds, and pesticides for Kharif crops. Of this amount, farmers have already utilized over Rs. 45 billion for the purchase of fertilizers, pesticides, and diesel. Syed Ashiq Hussain Kirmani further elaborated on the landmark programs launched during the current fiscal year for the welfare of farmers and agricultural advancement. These include Rs. 200 billion in interest-free loans through the Kisan Card, subsidized provision of 20,000 tractors, solarization of over 10,000 agricultural tube wells, establishment of 10 model agriculture malls, recruitment of 2,000 young agriculture graduates to provide technical support in the field, improvement and lining of watercourses, and a Rs. 30 billion program for the distribution of modern agricultural machinery. Working in silos will not do
EDITORIAL: The energy sector's complex web is becoming increasingly difficult to manage as authorities continue to attempt to solve issues in silos, an approach that only complicates the problems. Currently, the Energy Task Force (ETF) and the Power and Petroleum Divisions are developing their own solutions without considering their interconnectivity and interdependence. With the power sector's push, backed by the IMF, captive power plants are being subjected to hefty levies on gas consumption. The objective is to transition industrial consumers to the grid, which is being partially achieved. The logical consequence should have been a higher off-take of RLNG by the power sector, but that is not happening, leaving expensive gas unused, which contributes to the circular debt of gas, excessive pressure on the pipelines, and lower off-take of cheap domestic gas. Reportedly, when the Petroleum Division urged the Power Division to increase its intake of RLNG, the minister replied that it would not commit a grave sin (gunnah-e-kabeera) by violating the economic merit order (EMO). The minister was behaving like a principled man, but such discipline was regrettably found lacking when the levy imposed (at peak rates for the entire day) was even higher than what the IMF had prescribed. The Discos (working under the Power Division) are being blamed for Rs 240 billion of overbilling to poor consumers, who are already paying for the inefficiencies of the government. The minister is silent on this issue that is beginning to become increasingly conspicuous. This selective amnesia does not stop here. The power minister is pushing his petroleum counterpart to review RLNG buying contracts with Qatar, asking to emulate what the Power Division has done with the IPPs. How naïve is it to even suggest this remedy. First, it would be tantamount to openly disregarding the sanctity of sovereign contracts. Second, it tends to advocate and normalise coercive actions that were employed against local IPP owners, a stance that has severely undermined investor confidence. Third, it demands breaking contractual commitments with international investors, despite the Power Division and ETF's own failures — even they could not persuade Chinese IPPs to waive the late payment interest (LPI) on outstanding dues, casting uncertainty over the Rs 1.3 trillion circular debt reduction plan. And the cherry on the top is that EMO that is being termed 'holy' while others are being advised to violate (or revise) sovereign contracts. Not only is buying RLNG from Qatar a necessity, but running RLNG plants to a specific limit is also necessary. It is a problem of double standards and a lack of understanding of the core issues. What the government is required to focus on is why the power demand is falling, as the off-take from the grid is still 11 percent shy of its peak in FY22. The need is to address the issue of solar net metering — where rates should be revised by adjusting solar pricing for new net metering contracts (with no change in existing rates) — has been identified, yet the necessary action has not been taken. The power ministry fears a public backlash over solar net metering, while the public is being cheated by entities under its domain by engaging in overbilling at the same time. Suffice it to say that the direly needed clarity of thought and objectivity in the solutions being proposed are simply missing. Copyright Business Recorder, 2025

PSX ends week on positive note
KARACHI: The Pakistan Stock Exchange (PSX) remained range-bound yet closed the week ended July 25, 2025, on a positive note, as investors weighed macroeconomic signals, anticipated monetary easing, and corporate earnings. The KSE-100 Index added 610 points, or 0.44 percent week-on-week (WoW), to settle at 139,207 points. Despite the gain in index value, market participation was subdued. Average daily traded volume in the ready market dropped 16.7 percent to 635 million shares, while traded value in rupee terms slumped over 20 percent. Analysts attributed the dip in activity to the rollover week and a lack of strong domestic triggers. Analysts noted that a pivotal driver of investor sentiment during the week was the long-awaited sovereign rating upgrade by S&P Global. After a hiatus of three years, Pakistan's credit rating was lifted from CCC+ to B–, prompting a rally in long-dated Eurobonds which hit three-year highs. The improved sovereign risk perception also helped the Pakistani rupee appreciate by 0.5 percent week-on-week to close at 283.45 against the US dollar—the strongest weekly gain in nearly two years. Meanwhile, in the currency and debt markets, yields on treasury bills fell by 10–39 basis points, with the one-month paper declining to 10.85 percent. The SBP raised Rs 424 billion in the latest T-bill auction, more than double its target. This sharp decline in yields has fueled expectations that the central bank could cut the policy rate by 50 basis points in its upcoming Monetary Policy Committee (MPC) meeting scheduled for July 30. According to AKD Securities, the central bank is now expected to resume monetary easing, targeting a policy rate of 10.5 percent, supported by cooling inflation. July's Consumer Price Index (CPI) is projected to come in at 2.5 percent, down from 3.2 percent in June. Real interest rates are estimated at 8.5 percent, offering ample room for easing. In another significant macro move, the government has formed a task force to tackle the Rs 2.8 trillion gas circular debt. JS Global reported that multiple strategies are under consideration, including commercial borrowing and the introduction of a special levy, aiming to resolve the crisis without burdening end consumers. Other macro developments included a revised economic growth forecast from the Asian Development Bank (ADB), which pegged Pakistan's FY25 GDP at 2.7 percent. Meanwhile, foreign direct investment showed tepid movement as repatriation of profits and dividends totalled US $2.2 billion for FY25, unchanged from the previous year. However, JS Global noted that the power sector saw the highest outflow of US $399 million, up 62 percent year-on-year. Sector-wise, market performance was mixed. Food, auto assemblers, and Chemical outperformed with weekly gains of 6.2 percent, 4.2 percent, and 2.8 percent respectively, pharmas and power sector saw notable declines of 1.1 percent, 0.7 percent, and 0.6 percent respectively. Among individual stocks, Unilever Pakistan Foods Limited (UPFL) led the charge with a 39.3 percent WoW gain. It was followed by Habib Growth Fund (HGFA) up 23.1 percent, First Habib Modaraba (FHAM) up 10.4 percent, and Atlas Honda (ATLH) which gained 10.2 percent. On the losing side, Pakistan Services Ltd (PSEL) fell 13.5 percent, Pakgen Power (PKGP) declined 8.8 percent, and Bannu Woollen Mills Limited (BWML) slipped 7.3 percent. Investor flows indicated that foreign investors and other organizations remained net sellers, offloading $7.6 million and $8.5 million worth of equities, respectively. However, mutual funds and individual investors absorbed much of the selling with net purchases of $7.8 million and $5 million. On the corporate front, earnings season has begun to reveal early trends. Honda Atlas Cars (HCAR) reported a strong annual rise in profit after tax to Rs828 million for 1QMY26, primarily driven by higher unit sales and lower input costs. However, AKD noted that gross margins were below expectations, partly due to increased marketing spend on HRV variants. In the oil and gas sector, exploration and production companies are facing downward pressure. AKD expects sector-wide earnings to decline by 17 percent year-on-year due to lower production volumes, depressed oil and gas prices, and royalty payments. Nevertheless, improved cash collections are expected to sustain dividend distributions. The brokerage reiterated its 'Buy' ratings for OGDC, PPL, and POL with strong upside targets. In the power sector, profitability is under stress as well. Earnings for key players like Hub Power and Nishat Power are projected to fall sharply, with some companies eyeing a pivot toward electric vehicles for growth. Nishat Power's board has already approved a Rs2 billion equity investment in NexGen Auto in collaboration with China's Chery Automobile. The market commentators noted that market is treading cautiously upward, fueled by hopes of a monetary pivot and underpinned by improving macro indicators. With monetary policy, inflation, and earnings in focus, the coming weeks will likely determine whether the KSE-100 can break out from its current range and set sights on new highs.
