The scheme 'Support and Assistance for Healing Acid Survivors' has been prepared and sent for the approval of competent authority.
It is under this scheme that monthly pension will be provided, she told the HC, adding that notification in this regard would be issued shortly. It was further submitted that this pension will be over and above the other financial assistance provided to such victims.
The information was given during a hearing of a contempt petition filed by advocate HC Arora against the UT administration earlier this year.
Arora had alleged that in a PIL filed by him, UT administration had undertaken to pay monthly financial assistance to acid attack victims at the rate it is paid by Punjab and Haryana, but it did not keep its promise while Punjab was paying monthly a pension of ₹10,000 since 2016.

SRINAGAR: A quiet revolution is taking place in mental health care in Jammu & Kashmir. For many battling depression and dark thoughts, a single phone call is making all the difference. The UT has emerged as India's leading performer in responding to mental health distress calls. Driving this transformation is Tele MANAS, a Centre-backed digital mental health support initiative. This was revealed during the national launch of video consultations under Tele MANAS and Hindi version of the Tele MANAS App 1.0 early this month. The central govt announced the launch of National Tele Mental Health Programme in October 2022 to provide free, round-the-clock mental health counselling through digital platforms, aiming to make mental health care accessible nationwide. A year later, Tele MANAS centres were established across various states, with the one in J&K emerging as among the first to become fully operational. Of the 1,03,504 calls received by the centre so far, 87,450 were user-initiated while 15,731 were follow-up or outreach calls made by Tele MANAS. Topping the country list in terms of population-to-call ratio, the J&K Tele MANAS centre is also among the busiest, handling nearly 150 calls a day. The centre, based on the premises of Institute of Mental Health and Neurosciences (IMHANS), Kashmir, has 19 counsellors, seven psychiatrists, and a backup from a team of clinical psychologists from IMHANS, Kashmir. When video consultations under the programme began in October 2023, J&K was among three states/UTs chosen. Since then, over 400 video consultations have been held and J&K is leading in both volume and adoption, Dr Naveen Kumar C, principal investigator at the national coordinating centre, said. He said video consultations were a significant shift from audio-only interactions as it allowed far more effective clinical engagement. Prof Arshid Hussain, Tele MANAS in-charge at IMHANS, Kashmir, attributed the service's success to a combination of J&K's digitally connected population and awareness about the programme among them. He said the centre was getting calls from all over J&K, including areas like Gurez and Karnah along the LoC in the valley, and border areas of Rajouri, Poonch, Doda, Kishtwar, Kathua and Reasi in Jammu. The most common issue reported through Tele MANAS has been persistent low mood-related depressive symptoms, accounting for 38.5% of all cases. This is followed by anxiety-related issues, including generalized anxiety, panic attacks and phobias, making up nearly 20% of calls. Around 9.27% users sought help for stress linked to exams, workplace pressure, or relationship difficulties. Nearly 4% showed symptoms of losing touch with reality like hallucinations or delusional thinking while disturbing, suicidal thoughts or past attempts were recorded in 3.4% of consultations.

Amarnath Yatra: 36 hurt in convoy pile-up involving five buses
At least 36 Amarnath pilgrims were injured after five buses of the Pahalgam-bound convoy collided with each other at Chanderkote in Ramban district on Saturday morning, officials said. The accident occurred after the driver of the last bus of the convoy rammed his bus from the rear, said Ramban SSP Kulbir Singh. After the last bus hit the stationary convoy, it triggered a chain reaction and in the process four buses were hit. Prima facie, it appeared to be a case of brake failure,' the SSP said. He informed that the injured also included women and children. 'Majority of them suffered minor injuries and they were being treated at the district hospital. They want to resume their pilgrimage and buses are being arranged for them. Three to four pilgrims may not be able to continue their pilgrimage,' he said. The SSP informed that the last bus that trailed the convoy and hit stationary buses was a private vehicle (MP10ZF7999) from Madhya Pradesh. The convoy of over 110 vehicles had left Jammu this morning for the cave shrine. Ramban deputy commissioner Ilyas Khan visited the hospital and enquired about the condition of the injured pilgrims. Further investigation into the incident is underway. Commandant of the CRPF's 84 battalion, N Ranbir Singh, said the accident occurred at 7.25 am. 'The injured are from Madhya Pradesh, Gujarat, Delhi, Uttar Pradesh and Rajasthan. Along with the district administration, the mobile medical team of the battalion, under the command of SMO Dr Anu Gorke, rushed to the spot to provide immediate medical attention, he said. 'Most of the injured pilgrims are stable and out of danger. Some pilgrims, with minor injuries, proceeded towards Pahalgam in the spare buses immediately arranged by the district administration,' he said. Union minister Jitendra Singh said he spoke to the Ramban deputy commissioner after learning about the road accident. Ramban medical superintendent Sudarshan Singh Katoch said 10 of the injured pilgrims were discharged after being administered first aid and the rest after the conduct of necessary tests. The convoy left for its destination early in the morning after the damaged buses were replaced, the officials said. Earlier in the day, the fourth batch of 6,979 pilgrims — 5,196 men, 1,427 women, 24 children, 331 sadhus and sadhvis, and one transgender — left the Bhagwati Nagar base camp in two separate convoys between 3:30 am and 4:05 am. While 4,226 pilgrims left in 161 vehicles for the Nunwan base camp for the 48-kilometre traditional Pahalgam route, 2,753 pilgrims were headed for the shorter but steeper 14-kilometre Baltal route in 151 vehicles. Lieutenant governor (LG) Manoj Sinha said the priority was safety of all pilgrims. 'I have directed the officials concerned to implement comprehensive safety measures for vehicles of pilgrims undertaking Shri Amarnath Ji Yatra and ensure safety checks at all key locations and uninterrupted availability of food and medicines at Yatra route,' he said. Earlier, the LG spoke to Jammu divisional commissioner Ramesh Kumar and the DC to provide all necessary assistance to injured pilgrims.
