Ludhiana Improvement Trust seeks land for new schemes

LUDHIANA
: The transfer of colonies from
Ludhiana Improvement Trust
(LIT) to the MC was supposed to ease its burden. However, the LIT now struggles to remain relevant. With the trust handing over its remaining residential areas to the municipal corporation, and the MC starting the process of adopting these colonies, the trust faces a struggle for existence.
As of now, except for the
Atal Apartment
project, the LIT has nothing major in terms of development of any area or scheme, in its itinerary. To rectify this, the trust plans to launch a new residential/commercial development scheme, for which its officials have started looking for land.
The LIT administration has initiated efforts to arrange land through land pooling to develop a new commercial/residential scheme. The trust administration has issued a public notice inviting interested holders to give land for such a scheme on the condition that it should either be within MC limits or adjacent to it.
Under the land pooling scheme, a commercial/residential scheme will be developed after taking possession of land. For every acre of land, a plot of about 1,100 sq yards will be allotted to the landholder.
During the tenure of former LIT chairman Raman Balasubramanium, the proposal for a new residential scheme was sent to the government. At the time, the proposal for a new scheme in areas around Hambran Road was discussed but after change of power, the scheme came to a halt.
After taking charge, LIT chairman Tarsem Bhinder has again started looking for land in areas around Sidhwan Canal, Lohara. Now, the trust administration has invited landholders, saying that if they want to cooperate in the development of a new commercial/residential scheme in the city, they should submit their application in a sealed envelope to the LIT chairman's office within 21 days. The process will be taken forward after checking the documents.
LIT chairman Tarsem Bhinder said, "Property holders have been invited to pool land for development of a new scheme. The procedure will be completed after verification of documents and the proposal will be sent to the government. After getting government approval, a new scheme will be launched." He added that they wanted to develop a scheme for residents because no such scheme had been launched by the trust for a long time.

This initiative aims to maintain constant surveillance in these markets. Several illegal vendors operate in these three markets due to their commercial value and high footfall. The authority has identified locations for the cameras and prepared a financial estimate of around Rs 1.23 crore. The MC's enforcement wing has issued over 15,000 challans and recovered Rs 1.61 crore in fines within just six months, from Jan to June this year. The number of challans and the recovery of fines is significant this time, as last year, from Jan 1 to Dec 31, the MC issued a total of 19,473 challans and collected a little over Rs 2 crore in fines. Regular anti-encroachment drives are being held almost every day, with special drives also being carried out in Sector 22, Sector 15, and Sector 19 against illegal vendors and encroachments. The regulation of street vending in the city is governed by a structured policy framework, which includes the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, followed by the Union Territory of Chandigarh Street Vendors Rules, 2015, along with subsequent amendments and notifications. These regulations also cover the functioning of the Town Vending Committee (TVC), which plays a key role in overseeing the implementation of street vending norms and ensuring compliance with the legal framework.

In a major step towards sustainable urban transport , the Ludhiana Municipal Corporation (MC) plans to establish 100 electric vehicle (EV) charging stations across the city. With over 60,000 EVs already on the roads, the move aims at addressing the growing demand for accessible charging infrastructure. Under the project, which is to be executed under a Public-Private Partnership (PPP) model, a private firm will be hired to install and operate the charging stations, while the MC will provide land for the installations. In return, the firm will share a fixed portion of its revenue with the civic body. Before installation begins, the selected company will conduct a survey of major roads to identify suitable locations for the stations. A detailed list will be compiled to determine whether the land falls under the jurisdiction of the MC or whether it belongs to other departments. For locations outside city limits, land under Greater Ludhiana Area Development Authority (Glada) will be considered. MC Commissioner Aaditya Dachalwal confirmed the development, stating, "We will soon float the Request for Proposal (RFP) to initiate the project. Having more EVs on the road will reduce pollution, making this a timely and necessary move." The initiative comes at a time when rising fuel prices are pushing residents toward electric mobility . The popularity of electric two-wheelers and e-rickshaws is surging, and the city is also set to receive electric buses under the central government's PM E-Bus Sewa scheme . Centre approves participating interest transfer among existing oil, gas contractors through management committee nod

New Delhi: The government has approved a key recommendation allowing participating interest (PI) transfer among existing parties in oil and gas contracts through the Management Committee (MC) instead of the current requirement of prior government approval, subject to no change in operatorship. The move applies to Production Sharing Contracts (PSC), Revenue Sharing Contracts (RSC), Discovered Small Fields (DSF), and Coal Bed Methane (CBM) regimes, and is aimed at reducing project delays and easing operations for existing contractors. "Participating Interest (PI) means, in respect of each party constituting the contractor, the undivided share expressed as a percentage of such party's participation in the rights and obligations under the contract." A letter dated July 10 to the Directorate General of Hydrocarbons stated that the recommendation made by the joint working group in June has been 'approved.' The group had proposed that the Management Committee may be empowered to approve PI transfer cases 'where contractor intends to transfer the PI within the existing parties of the contract, subject to no change in operatorship.' The recommendation noted that under current provisions, PI transfer within the existing parties required prior government consent, involving comprehensive technical, financial, and legal due diligence for each case. It stated that since the PI holders have already undergone verification at the contract award stage, such evaluation may be foregone. 'Further, in many cases it has been observed that internal transfer approval can take up to six months of time-period, leading to significant project delays,' the working group on ease of doing business in the Indian upstream sector said. The government has maintained that PI holders will still need to comply with all existing conditions of the contract. The measure comes as part of broader reforms aimed at increasing investor interest and reducing import dependency, with India targeting exploration of 2.5 lakh square kilometres under the 10th round of the Open Acreage Licensing Policy (OALP). As part of its upstream reforms, the Ministry of Petroleum and Natural Gas has also released the Draft Petroleum & Natural Gas Rules, 2025, for public consultation. The draft proposes a stabilisation clause to protect lessees from adverse fiscal or legal changes by allowing compensation or deductions. Stakeholder feedback is invited by July 17. The draft rules also propose mandatory declaration of underutilised pipeline and facility capacity to facilitate third-party access under government oversight. In March 2025, amendments to the Oilfields (Regulation and Development) Act, 1948 were notified to further streamline operations and attract investment in exploration and production. During his visit to Vienna for the 9th OPEC International Seminar earlier this week, Union Minister Hardeep Singh Puri met Shell CEO Wael Sawan, bp CEO Murray Auchincloss, and Vitol Group CEO Russel Hardy, where he highlighted India's push to increase domestic oil and gas production. In another development, the ministry approved open sharing of National Data Repository (NDR) data at zero charge for micro, small and medium enterprises (MSMEs), startups and academic institutions. The joint working group also recommended integrating NDR data with those of ONGC, OIL, Ministry of Mines, Ministry of Coal, Ministry of Earth Sciences, and Central Ground Water Board. The measure is aimed at promoting knowledge sharing and technological development through access to comprehensive datasets, including seismic, well and other geological data.
