Anti-urban Maoism bill opposed by those backing extremism: CM

Nagpur: Urban Maoism is a well-planned "strategic change" to bring anarchy and Maharashtra Special Public Security Bill, recently cleared by the state legislature, would be used to tackle this threat, said CM
Devendra Fadnavis
on Sunday.
"Those who are opposing the bill are the ones who seem to be championing left-wing extremism and its mandate," he said.
Asserting that urban Maoism is "slowly poisoning cities", he also hinted that those opposing the bill are the ones lending support to augment the ideology of left-wing extremism.
In response to a query, the CM said after realising that their forest-based cadres were fast depleting, Maoist guerrillas conceptualised the insidious insurgency in cities.
"The Maoist mandate is to infiltrate the democratic setup, organisations, colleges, universities and other govt bodies to replace the constitutional framework with their planned anarchy," he told reporters at the inauguration of the new administrative building of Regional Forensic Science Laboratory in Nagpur.

Fadnavis said the security setup would track down infiltrators in the urban theatre and act against them. "We have now brought a bill to act against them and there would be strict enforcement of the new law of the land," he said.
Taking a potshot at the opposition, which has claimed that its suggestions as part of a joint select committee of 25 legislators were accepted orally but were missing from the bill, Fadnavis said it was duly passed after debates in both Houses and scrutiny by the committee, adding that its suggestions and 12,000 other inputs were incorporated.
"Anyone who has gone through the bill would seldom oppose it. The bill nowhere deters anyone from voicing opinions, speaking against govt, undertaking any protest or agitation, or even writing against the system," he said.
Fadnavis also said that the bill does not permit direct action against any individual before an organisation is banned. "In other laws, we first arrest and then the individual is brought before the court. According to the bill, the proposal to ban an organisation would first be scrutinised by a judicial system comprising judges and prosecutors. If they approve the ban, only then can members of the organisation can be acted upon," he said, adding that the bill also has a provision for appeal within 30 days before high court.

Kochi: Directorate of Revenue Intelligence (DRI) will seek custody of the two Brazilian nationals for interrogation to uncover the source and destination of the contraband worth crores. The case involves a couple from Brazil, intercepted at Kochi airport by DRI officials on July 11. The DRI admitted them to a private hospital in Angamaly with the court's permission after finding evidence that they swallowed cocaine capsules. The contraband was entirely retrieved by Tuesday through medical procedures at the hospital. A total of 163 capsules containing about 1.6kg of cocaine worth Rs 16 crore were seized from the couple. Lucas da Silva and Bruna Gabrielle were arrested by the DRI. Sources said the woman was found to be pregnant in the scan, and it was an extremely risky operation since if any of the cocaine bags ruptured, it could have led to death of mother and child. However, officials said the contraband was safely retrieved and both of them are healthy. UP govt revises norms to set up, modify engineering colleges for 2025-26 session

Lucknow: The Uttar Pradesh govt has revised regulations for establishing new engineering colleges and modifying existing technical education institutes for the academic session 2025-26. These changes encompass procedures for new course introduction, adjusting admission capacity, and institute closure. To enhance transparency, a scrutiny committee will evaluate all proposals. The committee will forward applications to respective district magistrates through a portal, and each institution will undergo geotagging. Additional chief secretary Narendra Bhooshan communicated these changes to Dr APJ Abdul Kalam Technical University through a letter on Thursday. "Applications for starting new institutes and courses and for extension of affiliation on the AKTU portal will now be scrutinised by a committee. After the applications are scrutinised, the institute will be inspected by the inspection committee constituted by the university," the letter said. Regarding new courses and admission capacity modifications, the varsity's inspection committee will assess all submissions according to AICTE guidelines. "For opening new degree-level engineering institutes (except BArch and BPharma) and starting new courses in old institutes, AKTU will geotag all the institutes using Google API. After examining the need for centralisation of institutes related to a particular subject at one place and completing all the formalities, the case will be presented before the Affiliation Committee as per section 23(2) of the Technical University Act-2000, and a proposal will be made available to the govt from the level of AKTU," the ACS told TOI. He said with this the state govt has simplified the procedure. For the first time, the provision to give a minimum of three years of affiliation (and five years to those who are better on quality parameters) has been provided rather than an annual exercise, which is the main reason for the delay in the academic session. "The system now requires only one enquiry report from the district magistrate instead of two," he said.
