Vehicle repair shop fined RO1,000 for violating consumer law
Muscat – The Primary Court in the wilayat of Barka has issued a judicial ruling against a vehicle repair establishment for violating the Consumer Protection Law, sentencing two employees to a total fine of RO1,000.
According to the Consumer Protection Authority (CPA), the ruling stems from a complaint filed by a consumer who contracted the establishment to repair his vehicle for RO40, with an agreement that the work would be completed within four days. However, the establishment failed to meet the agreed timeframe and continued to delay the repair, prompting the consumer to escalate the matter to the CPA.
Following standard legal procedures, the authority referred the case to the Public Prosecution, which launched an investigation and subsequently forwarded the case to the court. The court found the two employees guilty and imposed a fine of RO500 on each, in addition to requiring them to cover the costs of the criminal proceedings.
The civil aspect of the complaint has been referred to the competent court for further adjudication.
The CPA reaffirmed its commitment to protecting consumer rights and urged all businesses to comply fully with the provisions of Royal Decree No. 66/2014 and its executive regulations. It warned that legal action will be taken against any party found in breach of consumer protection law.

24 integrated aquaculture farms granted licences in Oman in 2024
Muscat – Ministry of Agriculture, Fisheries and Water Resources (MAFWR) gave licences to 24 integrated aquaculture farms across the sultanate in 2024 with expected total output of 498 tonnes of tilapia at estimated RO746,000 market value. The announcement was made during a regional workshop, titled 'Developing Integrated Freshwater Aquaculture – Best Practices and Modern Technologies', held in Muscat on Wednesday in cooperation with regional and international organisations engaged in the sector. Participants reviewed best practices for setting up and managing integrated aquaculture farms, with a focus on improving fish quality and reducing disease and mortality rates. Technologies such as 'elevator system' and 'biofloc system' were introduced to improve production efficiency and maintain product standards before and after harvest. The workshop also addressed marketing strategies and harvesting techniques, while familiarising farmers with improved farm management practices. Investment opportunities in the aquaculture sector were presented as part of wider efforts to support national food security and sustainable rural development. Dr Issa bin Mohammed al Farsi, Director of Aquaculture Development Department at MAFWR, said the government aims to develop aquaculture as a key pillar of the fisheries sector. He noted that Oman is positioned to attract both local and foreign investment in the industry, while continuing to support small-scale producers. He added that aquaculture is central to the sultanate's food security goals. 'The National Aquaculture Strategy was developed in partnership with Food and Agriculture Organization in 2007, and the sector's development vision was prepared with World Bank in 2015,' Farsi said. He highlighted the role of integrated aquaculture as a sustainable model that combines crop and fish farming, maximising land and water use to improve farmer income and productivity.

Authority for Projects, Tenders and Local Content: New phase in development
MUSCAT: Amending the name of the Secretariat-General of the Tender Board to the Authority for Projects, Tenders and Local Content, in accordance to the Royal Decree No. 57/2025, represents an important step to build on the achievements made and ensuring their sustainability by complementing work to create an integrated system to enhance the efficiency of government spending related to government projects and procurement and promote local content. The Authority's mandate includes proposing policies related to increasing the efficiency of government spending and promoting local content related to government projects and procurement, national policies and strategies related to local content development as well as laying down plans, programmes, and initiatives for promoting local content in the Sultanate of Oman and setting local content targets in all sectors at the national level. Among the Authority's powers is developing frameworks and methodologies to enhance the efficiency of planning and implementing government projects with the aim of ensuring their quality, expediting implementation, reducing change orders and adhering to approved budgets. Engineer Badr bin Salem al Maamari The Authority will monitor and manage the implementation of government projects in coordination with relevant authorities. It will also organise technical processes and procedures related to tender management to achieve transparency, equal opportunities, equity and freedom of competition. It will also provide unified procurement services including strategic analytical studies of government procurement needs based on quantum economics. It will also review local content requirements in contracts, purchases, and tenders subject to the Tenders Law and follow up on these requirements in coordination with relevant authorities. It will also conduct a legal review of draft contracts and change orders before they are signed and implemented by any unit of the state administrative apparatus and other public legal entities. The amendments include the addition of purviews related to proposing policies to increase the efficiency of government spending and enhance local content related to government projects and purchases, national policies and strategies related to local content development, and responsibilities related to the national local content system, which includes managing, organising, and monitoring local content in all sectors at the national level. The name of the Directorate-General of Local Content will be changed to the National Office for Local Content in the organisational structure, and the responsibility for managing the execution of government projects will be added in coordination with relevant authorities. Authority for Projects, Tenders and Local Content: New phase in development Engineer Badr bin Salem al Maamari, Chairman of the Authority for Projects, Tenders and Local Content, said: 'The amendment represents a qualitative shift in the governance of public projects and procurement as well as a strategic shift towards managing this vital system according to an integrated institutional approach with a significant developmental and economic dimension.' Al Maamari pointed out that the change in the name builds on the achievements made and ensures their sustainability through comprehensive governance of projects and procurement, based on the priorities of Oman Vision 2040 and its strategic objectives related to economic diversification, financial sustainability, private sector empowerment and enhancing spending efficiency. The Chairman of the Authority for Projects, Tenders and Local Content explained that the approval of the National Local Content Policy represented a pivotal milestone in the comprehensive development process. The Authority is working to develop clear indicators and measurable methodologies for monitoring and evaluating local content across various sectors, encompassing all units of the state's administrative apparatus, government companies, and the private sector. This will contribute to maximising local value-added from government projects and procurement. The Authority, through this institutional transformation, represents the technical reference body and national centre of excellence for all matters related to project governance, procurement, and tendering, as well as enhancing local content in the Sultanate of Oman. Royal Decree promulgates Income Tax Law
Muscat: His Majesty Sultan Haitham bin Tarik on Sunday issued Royal Decree No (56/2025) promulgating the Personal Income Tax Law, after the same was presented before the Council of Oman. Article (1) states that the 'Personal Income Tax Law', attached to this decree, shall be enforced. Article (2) stipulates that the Chairman of the Tax Authority shall issue the Executive Regulation of the law attached to this decree within one year of the date of publication of the same in the Official Gazette. The Chairman of the Tax Authority shall also issue the decisions necessary for the implementation of the Law's provisions. Article (3) cancels the clause (1) of the article (18-bis) of the Income Tax Law issued by Royal Decree No (28/2009). It also cancels all that contradicts the attached law or contravenes its provisions. Article (4) says that this decree shall be published in the Official Gazette and enforced from January 1, 2028.
