LCCI opposes proposed changes under National Tariff Policy

LAHORE: President of Lahore Chamber of Commerce and Industry Mian Abuzar Shad has strongly opposed the proposed changes under the draft National Tariff Policy 2025–30 presented by the Engineering Development Board.
Terming the measures as 'anti-industry,' the LCCI president warned that the new policy could have serious repercussions for Pakistan's industrial base, trade balance and economic sovereignty.
The LCCI president said that while reforming the tariff regime is important, the current proposal is likely to increase Pakistan's reliance on imports, shifting the country further away from a manufacturing-driven economy. He said that by substantially lowering import duties and eliminating Additional Customs Duty (ACD), Regulatory Duty (RD), the government risks transforming Pakistan into an import-dependent economy.
Mian Abuzar Shad further warned that lower tariffs will lead to a surge in imports, thereby putting immense pressure on the current account and foreign exchange reserves, which are already under stress. 'Pakistan cannot afford such a liberalisation at the cost of macroeconomic stability,' he emphasized.
The LCCI also criticised the proposed tariff spread of 0% to 15% as too narrow to reflect the developmental needs of a diverse industrial landscape.
'Even globally competitive and specialized economies such as China maintain a much wider tariff spread to protect sensitive sectors. This narrow spread will blur the line between manufacturers and importers, discouraging local production,' said the LCCI president.
The LCCI president also warned that these changes will result in revenue losses for the government while exacerbating the public debt burden.
'The expected drop in customs revenue will need to be compensated through indirect taxation or further borrowing, both of which will hurt the economy.'
Pointing to the already high cost of doing business in Pakistan, the LCCI emphasised that this move will further deter industrial growth.
'Our industries are already burdened by high energy tariffs, inefficient labor markets and a complex tax regime. These tariff reductions could lead to shutdowns and job losses,' the president added.
The LCCI urged the government to reconsider this premature rationalisation and engage in meaningful consultation with industry stakeholders to develop a tariff structure that supports both industrialisation and exports.

LAHORE: The Lahore Chamber of Commerce and Industry has called for the immediate resolution of industrial issues in Saggian and its adjoining areas. These views were expressed by LCCI President Mian Abuzar Shad and former president Muhammad Ali Mian while addressing a 25-member delegation of the Saggian Industries Owners Association, led by Shafiq-uz-Zaman, during a meeting held at the Lahore Chamber. The delegation also included former Executive Committee Member Wasim Chawla, Rana Muhammad Nadeem, Ali Shiraz, Mian Usman Advocate, Haji Liaqat, Malik Usman and others. During the meeting, Shafiq-uz-Zaman briefed the LCCI leadership about the challenges being faced by industries in the Saggian region. He emphasized that the business community has no other platform to raise its voice except the LCCI. He demanded either a significant reduction in the DC (Deputy Commissioner) rate or a decrease in the commercial fee from 20% to 5%, as the current rates are unbearable for industrialists. The delegation further said that doing business in the current economic climate is already extremely difficult and RUDA's imposition of additional financial burdens on industrial units located around the Saggian Bridge has placed the future of industrial activity in serious jeopardy. President Mian Abuzar Shad and former president Muhammad Ali Mian noted that there are over 1,000 small and large industrial units operating in and around the Saggian Bridge area, playing a significant role in the national economy. However, in RUDA-administered zones, the DC rates being imposed are nearly ten times higher than standard market rates, making them completely unaffordable for local industries. They made an urgent appeal to the Chief Minister of Punjab, Ms. Maryam Nawaz, to intervene immediately and direct the concerned departments to revise the DC rates in line with ground realities. LAHORE: The Lahore Chamber of Commerce and Industry has warmly welcomed the newly finalized trade agreement between Pakistan and the United States and described it as a game changer for the country's economic future. In a statement, LCCI President Mian Abuzar Shad, Senior Vice President Engineer Khalid Usman and Vice President Shahid Nazir Chaudhry hoped that the agreement would open new avenues for Pakistani exports and significantly strengthen bilateral trade relations. They said that this development is not only timely but also a clear indicator of growing international confidence in Pakistan's economic potential. The LCCI office-bearers said that the United States has historically remained Pakistan's largest export destination and the new trade agreement is expected to provide preferential access to a wide array of Pakistani goods including textiles, leather products, surgical instruments, IT services, sports goods and agricultural commodities. This breakthrough will not only enhance Pakistan's export volume but also improve its trade balance and generate employment. The office-bearers stated that the current trade volume between Pakistan and the United States has already crossed $12 billion in 2024, with Pakistan maintaining a healthy trade surplus. The new agreement is likely to accelerate this trend further by attracting foreign investment and boosting industrial productivity. Additionally, the LCCI appreciated the inclusion of provisions for collaboration in the oil and energy sector, which they believe will be crucial for Pakistan's long-term energy security and economic sustainability.
