Residents oppose move to expand SIPCOT complex near Cheyyar

Residents staged a protest outside the SIPCOT complex near Cheyyar here on Thursday against the proposed phase-3 expansion project.
Residents said they had been protesting against the project, considering its potential impact on cultivable lands, for more than three years. In February, they stopped revenue officials from conducting land surveys for enumerating available assets such as tree cover and buildings, as part of the land acquisition process.
'No work related to the project will be permitted at the SIPCOT complex. We will continue to protest against it,' said S. Muthu, a farmer.
As per the plan, 3,174 acres of land will be acquired from nine farming villages — Melma, Narmapallam, Kurumbur, Thethurai, Nedungal, Athi, Vada Alapirandan, Veerapakkam and Lianeerkundram — for the phase-3 project, which began more than a decade ago, in the Anakavoor panchayat union near Cheyyar.
Persistent opposition
Residents of the affected villages had been protesting against the land acquisition since July 2023. Twenty-one persons who took part in protests were arrested in November 2023, and seven of them were detained under the Goondas Act. Later, Chief Minister M.K. Stalin revoked the charges against them in January 2024.
Revenue officials said the government would provide a compensation of ₹18 lakh per acre of land that would be acquired for the project to the beneficiaries. Loss of assets such as trees, farm wells and buildings would also be compensated, they said.

These homes are part of a broader rehabilitation initiative by the Tamil Nadu government, announced under Rule 110 in the state Assembly in August 2021, aimed at upgrading infrastructure and living conditions in Sri Lankan Tamil camps spread across the state. As per the government's long-term plan, over 3,510 houses are to be built at a total estimated cost of Rs 180.34 crore in 35 rehabilitation camps. Of this, 2,781 houses in 32 camps across 18 districts have already been completed and handed over to beneficiaries. The state has also undertaken supplementary infrastructure upgrades in these camps to improve the quality of life. These include new internal roads, upgraded electricity lines, and enhanced drinking water supply facilities. The total cost of these civil works stands at Rs 7.33 crore. According to an official release, the rehabilitation programme is part of the DMK government's commitment to provide a dignified life to Sri Lankan Tamils who have been residing in 67 government-run camps across 26 districts of Tamil Nadu for decades, after fleeing ethnic conflict in their homeland. The Chief Minister, in his remarks during the inauguration, reiterated his government's resolve to continue supporting refugee communities through improved housing, access to basic amenities, and welfare schemes. He also emphasised the importance of integration and inclusion, ensuring that displaced populations can live with dignity and security. The ongoing rehabilitation efforts are seen as a model approach in refugee welfare, combining both humanitarian concerns and infrastructural development, and have received appreciation from human rights observers and community leaders alike.

The Tiruvarur District Police have declared all roads and streets through which the Chief Minister's convoy is expected to pass as 'red zone' areas, effectively restricting movement and activities in those zones for security reasons. In a press release issued on Monday, District Collector V. Mohanachandran said the use of civil remotely piloted aircraft systems (RPAS) and drones has been strictly prohibited during the Chief Minister's visit. The restrictions follow standard VVIP security protocols, given that Stalin's convoy will pass through multiple areas in the district. As per the itinerary, Chief Minister Stalin will arrive in Tiruvarur from Chennai via Tiruchirappalli on the evening of July 9. He will first visit the Kalaignar Memorial at Kattur, located on the outskirts of Tiruvarur town, to pay homage to his late father and former Chief Minister M. Karunanidhi. Following the memorial visit, Stalin will lead a roadshow in Tiruvarur town on the same night. The Chief Minister will stay overnight at his family residence in Tiruvarur. Stalin's convoy is scheduled to pass through during his two-day visit to Tiruvarur have been declared as 'red zone' by the Tiruvarur District Police. Collector V. Mohanachandran in a press release said the Chief Minister would be visiting Tiruvarur district on July 9 and 10. During his visit, the use of civil remotely piloted aircraft system (RPAS)/drones was banned since the VVIP route has been declared as 'red zone', he added. On his arrival from Chennai through Tiruchi, the Chief Minister would hold a roadshow in Tiruvarur on July 9 night after visiting the Kalaignar Memorial at Kattur on the outskirts of the town. After the overnight stay at their family home in Tiruvarur town, he would participate in the function organised by the district administration on July 10 where benefits under various welfare schemes would distributed, sources said.
