Focus on Myanmar, Timor-Leste and community building at Asean talks

KUALA LUMPUR: The Asean Foreign Ministers' Meeting (AMM) today will centre on advancing Asean community-building efforts in the lead-up to the 46th Asean Summit, which is set to commence tomorrow.
Ministers will also discuss the follow-up to the Asean Leaders' review of the Five-Point
Consensus on Myanmar yesterday and hold consultations on Timor-Leste's full membership in Asean.
Foreign Minister Datuk Seri Mohamad Hasan is expected to chair the Asean Foreign Ministers' Meeting, where regional leaders are likely to deliberate on pressing geopolitical developments.
The meeting will focus on advancing Asean Community-building efforts, with a briefing from the Asean Secretariat on developments under the Treaty of Amity and Cooperation in Southeast Asia (TAC).
Later in the evening, the Asean-Gulf Cooperation Council (GCC) Ministerial Meeting will be held, focusing on enhancing economic and security cooperation between Southeast Asian nations and Gulf states.
Other meetings taking place today include:
-The 25th Asean Economic Community Council (AECC) Meeting, where a press conference will be held afterwards with Investment, Trade and Industry Minister Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz.
-The 29th Asean Political-Security Community (APSC) Council Meeting would also be held to address collective security challenges and reaffirm Asean's commitment to a peaceful, rules-based regional order.
This also includes the 36th Asean Coordinating Council (ACC) Meeting.
The meetings serve as a precursor to the main summit, during which Asean leaders are expected to adopt key documents and declarations aimed at reinforcing regional unity, economic resilience and strategic partnerships.
This year's Asean Summit is expected to be particularly significant, featuring the second Asean-GCC Summit and the inaugural Asean-GCC-China Summit which is a reflection of Asean's growing engagement with key international partners.
The GCC comprises six member states, namely Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain, and Oman.
Thousands of people are expected to attend the summit, and strong security measures have been implemented around the KLCC area to ensure a safe environment for delegates and participants.
The event would also feature a special gala dinner hosted by Prime Minister Datuk Seri Anwar Ibrahim, and a royal lunch at Istana Negara.

Speaking at the 4th International Conference on Financing for Development in Seville, Spain, taking place from June 30 to July 3, Deputy Prime Minister Saleumxay Kommasith said Laos is reforming its public finance system and increasing tax collection through digital technology, human resource development, and improved budget management. The government has set an ambitious target to raise tax revenue to 20 percent of gross domestic product by 2030. In the first six months of this year, tax collection rose by 4.3 percent and accounted for 11.7 percent of GDP, according to a report presented at the National Assembly's recent ordinary session. During the conference, Saleumxay addressed a high-level roundtable meeting on domestic resource mobilisation and allocation. He said that for least developed countries such as Laos, building effective tax systems is vital to meeting national development needs and reducing reliance on external loans and grants. He urged development partners and the international community to provide greater financial and technical support, including help to strengthen human resources and international tax cooperation, to enhance domestic financing capacity. The deputy prime minister also spoke during the conference's general debate, delivering remarks on behalf of Asean and Laos. He expressed strong support for the adoption of the Seville Commitment, the final outcome document of the conference, which lays out shared goals to close financing gaps, tackle inequality, and drive progress towards the 2030 Sustainable Development Agenda. Saleumxay reaffirmed Asean's priorities in building future-ready economies through inclusive participation and sustainability, upholding multilateral trade under World Trade Organisation rules, and advancing regional industrial development and energy connectivity. He highlighted Laos' ongoing efforts to graduate from Least Developed Country status and pursue closer integration with the regional and global economy. Laos is aligning its national strategies with international development goals, he said, and called for continued support from global partners to ensure long-term progress. The conference brings together leaders and representatives from 179 countries. Previous meetings took place in Mexico in 2002, Qatar in 2008, and Ethiopia in 2015. The opening ceremony on June 30 was graced by His Majesty King Felipe VI of Spain, who delivered an address. The meeting then continued under the co-chairmanship of Spain's Prime Minister, Pedro Sanchez, and United Nations Secretary-General Antonio Guterres. Reddy stated, 'India is keen to align with the core themes of Malaysia's ASEAN Chairmanship - 'Inclusivity and Sustainability', as well as ASEAN Centrality.' He further stressed India's interest in boosting connectivity with ASEAN via Myanmar, adding, 'We would like to see a prosperous and stable Myanmar, which is where our alignment comes with ASEAN.' The diplomat noted that ASEAN-India relations have progressed to a comprehensive strategic partnership. India's delegation will participate in the upcoming ASEAN Foreign Ministers' Meeting (AMM) in Kuala Lumpur with a constructive approach. Pabitra Margherita, India's Minister of State for External Affairs, is set to attend, outlining India's regional agenda ahead of the ASEAN-India Summit in October. On bilateral relations, Reddy highlighted Malaysia's growing global influence and regional responsibilities. PETALING JAYA: The Invest Asean-Malaysia 2025 Conference expects to attract more than 1,500 delegates, including foreign fixed income, equity and private equity investors with a combined asset under management (AUM) of over US$13.6 trillion or RM57.7 trillion. The event, which will be held in Kuala Lumpur from tomorrow to July 3, will be jointly hosted by Bursa Malaysia in collaboration with Malayan Banking Bhd (Maybank). The conference comprises a plenary and two days of corporate access showcasing 71 corporates from Asean, including 30 from Malaysia, with a total market capitalisation of US$382.6bil or RM1.62 trillion. It is themed 'Driving Asean Integration through Malaysia's Economic Resilience – Capital, Collaboration, Connections', Bursa Malaysia and Maybank stated in a statement. The three-day conference will bring together corporate leaders, policymakers and institutional investors from across the region to chart the next chapter of Asean's economic ascent. 'The country's Asean Chairmanship this year presents a unique opportunity to champion deeper regional integration. 'Through this flagship conference, we reaffirm Malaysia's value proposition and leadership towards this regional ambition. 'As the national exchange, Bursa Malaysia is committed to cultivating a dynamic and competitive capital market – one that not only drives Malaysia's economic growth, but also reinforces Asean's continued progress,' Bursa Malaysia chief executive officer Datuk Fad'l Mohamed said. Delegates will also have the opportunity to join a series of curated thematic site visits, offering them first-hand look at Malaysia's investment ready growth corridors and key industries.
