Kerala University V-C suspends Registrar, sparks political row and legal showdown

The Hindua day ago
In a move that has intensified the ongoing tensions within the top echelons of Kerala University, Vice-Chancellor in-charge Mohanan Kunnummal on Wednesday suspended Registrar K.S. Anil Kumar in connection with a recent fracas during a programme attended by Governor Rajendra Vishwanath Arlekar.
The suspension, which has triggered both political backlash and the prospect of legal confrontation, relates to the event at here Senate Hall where a function was 'disrupted' over the display of the controversial Bharat Mata portrait.
The Vice-Chancellor invoked special powers under Section 10(13) of the Kerala University Act, 1974, citing 'urgency,' and suspended Dr. Kumar with immediate effect for 'wilful disobedience, insubordination and dereliction of duty.'
Dr. Kumar has announced his intention to legally challenge the disciplinary action, setting the stage for a prolonged dispute and potential administrative gridlock. In the interim, Joint Registrar (Administration) P. Harikumar has been appointed to officiate as Registrar.
In a curious turn of events, Raj Bhavan later issued an order appointing Digital University Kerala Vice-Chancellor in-charge Ciza Thomas to officiate as Vice-Chancellor of Kerala University until July 8. This was necessitated by Prof. Kunnummal's travel to Russia, sources said.
Dr. Kumar's suspension comes just days after the Vice-Chancellor recommended an inquiry to Raj Bhavan, accusing Dr. Kumar of misconduct for allegedly issuing an order to cancel the event while the Governor was on stage and the National Anthem was being played.
Dr. Kumar, however, refuted the charge, asserting that the cancellation order was issued before the Governor arrived on the campus.
Sources indicated that the Vice-Chancellor had advised Dr. Kumar not to interfere with the programme, describing it as a 'private event.'
The Registrar was also accused of addressing the media from a stage 'sanitised for anti-terror activities.'
The Vice-Chancellor's report claimed that Dr. Kumar's actions were prejudicial to the university's interests and warranted disciplinary action.
The suspension has drawn a sharp rebuke from the State government. Higher Education Minister R. Bindu condemned the move as a blatant violation of rules and an overreach of authority.
'There is no provision in the university Act, statutes or regulations that allows the Vice-Chancellor to unilaterally suspend the Registrar. The authority to take disciplinary action against the Registrar lies solely with the Syndicate, which is the appointing authority. At best, the Vice-Chancellor can refer the matter to the Syndicate,' she said.
Dr. Bindu also alleged that the Vice-Chancellor's action appeared ideologically motivated rather than administrative. 'He has shown open affiliations with Rashtriya Swayamsevak Sangh-backed efforts,' she added.
Left-backed Syndicate members also accused the Vice-Chancellor of bypassing established procedures by misusing his authority. They also warned that any disciplinary action not ratified by the Syndicate could be overturned.

Modi govt's record on environment protection not reliable: Jairam Ramesh

In a post on X, Ramesh said that 150 civil society groups and activists have made five major points, starting with Minister of Environment, Forests, and Climate Change Bhupender Yadav's statement, allegedly holding the implementation of the Forest Rights Act, 2006 'responsible for degradation and loss of prime forest areas'. Ramesh, a former environment minister, said that several activists and societies working for environment protection have written to the prime minister seeking redressal of their issues. New Delhi, Jul 3 (PTI) Congress general secretary (communications) Jairam Ramesh on Thursday alleged that the track record of the Modi government on concerns related to environment protection does not inspire confidence that they will be discussed and resolved. He also said that they raised continued submission of legally untenable data on encroachment of forest areas to Parliamentary forums as well to the National Green Tribunal. They also raised the issue of orders issued by the National Tiger Conservation Authority in June 2024 for the eviction of almost 65,000 families from tiger reserves across the country. The Congress leader claimed that activists and societies have raised 'mis-attribution' by the Forest Survey of India for the loss of forest cover over the last decade to the implementation of the Forest Rights Act, 2006. Ramesh said they also raised the '2023 amendments to the Forest (Conservation) Act, 1980 that were bulldozed through Parliament and the subsequent Van Sanrakshan Evam Samvardhan Rules, 2023 that adversely impact both the quantity and quality of forests.' 'The issues that have been raised are of profound significance especially to tribal and other communities residing and earning their livelihoods in forest areas. They are also of fundamental importance to ecological security. 'The track record of the Modi Government does not inspire the confidence that these issues will even get discussed and debated with those who have been compelled to bring the PM's attention to them,' the senior Congress leader said. The Waqf (Amendment) Act, 2025, should be viewed as a legal aspect and not from a religious point of view, say experts

The UMEED Act, or the Waqf (Amendment) Act, 2025, should be viewed legally and not with the angle of religion, said Divya Prasad, a senior advocate practicising at the Andhra Pradesh High Court. Speaking at a seminar on the subject recently, she agreed that there are many pitfalls and challenges in the Act and these provisions need to be reworked. Ms. Divya pointed out that main bone of contention of 'Waqf by user' and the 'Registration of the land' was already mentioned in the Mussalman Waqf Validating Act of 1913 and later in the 1954 Waqf Act and also in the later amendments. So the new amendment having these aspects is not new. 'Moreover, the Act encapsulates what the Sachar Committee had intended to do,' she said. The UMEED Act touches on some important aspects such as identifying which is Waqf land and which is not and brings a judicial angle to the tribunal, the senior advocate explained. Further, under the new Act the decision of tribunal can be taken in appeal to the High Court. 'Land is a revenue subject and not a religious subject. Earlier, only the Board had the records, now even the Revenue department will have proper records. And it also clears the doubt that who would be the surveyor, as the Act empowers the District Collector as the competent authority,' she explained. However, senior advocate I.M. Ahmed says the government should consider the fact that 'Once a waqf - always a waqf', as the lands have been given centuries ago and many lands do not have even proper documents, he said. 'It is true that the Waqf land has not been properly utilised and that is why it would be appreciable if the government enables a proper utilisation of the land so that the community develops and also resume the Waqf lands which have been encroached,' he said. The government needs to address the pitfalls and give more transparency in the area of concerns such as inclusion of non-Muslim members on Waqf boards, on the argument of increased State control over Waqf properties, concern over overreach and interference in religious matters, among others, he added.

Police foil Sri Ram Sene's ‘Ingali Chalo' rally; Muthalik detained

Sri Ram Sene activists took out a 'Ingali Chalo' rally on Thursday in protest against the alleged assault on their activists in Ingali village in Belagavi district. The activists formed a human chain at Rani Channamma circle. They took out a rally to the Deputy Commissioner's office raising slogans against the State government and the police. They demanded that the accused who had assaulted five of their activists be brought to book. SRS founder Pramod Mutalik addressed the protestors. Later, the activists submitted a memorandum to Deputy Commissioner Mohammad Roshan. Police took Mr. Mutalik and other activists into custody after they insisted on walking to Ingali village, despite denial of permission by the police. 'Five of our youth were tied to a coconut tree and beaten up mercilessly by the residents in Ingali. I want to ask the government if this is Karnataka or Pakistan or Afghanistan? Is there is no protection to young people involved in the task of protecting cows? The Belagavi police are saying that it is not the job of SRS to protect and that those who find suspicious cattle transport should complain to the police. This is not acceptable. How many cows have the police saved till now? We are only doing what the police is failing to do. There is an anti-cow slaughter Act in Karnataka, but still illegal cattle transport and slaughter continue'', he said. He demanded that the State government provide protection to 'cow protectors'. Instead, it was protecting those who assaulted cow protectors. If the government does not protect us, we will launch a Statewide agitation,' he said. Mr. Muthalik alleged that the police were opening rowdy sheets on SRS activists on the directions of the government. Even senior activists like Kalladka Prabhakar Bhat and Chakravarti Sulibele were facing cases, he said. Meanwhile, Imambi Multani, one of the villagers facing investigation in the assault, alleged that the SRS activists had demanded money from cattle traders in the village and when they refused, they allegedly tried to outrage the modesty of a woman. 'This angered the residents, who tied them up and beat them. Hindus and Muslims were part of the mob that beat them up,'' she told reporters in Ingali on Wednesday.
