DA expanding P20 per kilo rice program to cover middle class
The P20 per kilo rice is currently being sold at KADIWA ng Pangulo outlets across the country, but only members of vulnerable sectors—including indigents, senior citizens, persons with disabilities, and solo parents—are eligible to buy the subsidized National Food Authority (NFA) rice.
The rice is sourced from the stocks of the NFA, which are procured directly from local farmers. The government subsidizes the program through the Food Terminal Inc.
'Our plan is… we will sell the P20 [per kilo] rice to 15 million households… or about 60 million Filipinos. These are middle-income families and below,' Agriculture Secretary Francisco Tiu Laurel Jr. said at the Post-State of the Nation Address (SONA) forum in San Juan City.
The DA will set a monthly cap of 10 kilos that middle-class households can purchase.
'This can be increased further as we go along,' Tiu Laurel said.
Vulnerable sectors have a higher limit of 30 kilos a month.
President Ferdinand Marcos Jr., in his fourth SONA, said that the P20 rice program is expanding nationwide, adding that his campaign promise has already been achieved.
The Agriculture chief said the DA is setting aside P18 billion next year for the P20 per kilo rice initiative.
'But in the future, the way to make it sustainable is we plan to buy rice from the farmers with the additional funds,' he said.
He added that the DA is eyeing selling 80% of rice procured from local farmers in the retail market.
The DA chief said the agency is pushing for the amendment of the Rice Tariffication Law to bring back the powers and market intervention functions of the NFA ''so we can buy rice as we sell rice; unlike now, it's just for buffer stocking.' —VBL, GMA Integrated News

Marcos transfers Sulu to Region IX following SC decision on BARMM
President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM. DA: Restored NFA regulatory powers will help sustain P20/kg rice

REUTERS/ Eloisa Lopez The passage of a measure that seeks to restore the regulatory and market intervention functions of the National Food Authority (NFA) will help ensure the sustainability of the Marcos administration's P20 per kilogram of rice program, the Department of Agriculture said Saturday. At a news forum, DA spokesperson Assistant Secretary Arnel de Mesa reported that more than 450,000 metric tons of rice are currently in the NFA's inventory, which is equivalent to 9 million sacks or 16% of the total national inventory. De Mesa said the figure is higher than the usual 5% in previous years. He added that the NFA has released 455,000 sacks of rice to purchase more palay or unmilled rice from local farmers. The Agriculture spokesperson called for the passage of the House Bill 1 or the proposed Rice Industry and Consumer Empowerment (RICE) Act, which grants the NFA regulatory powers aimed at lowering rice prices and protecting farmers. The next day, the Agriculture Department said coverage of the P20 per kilogram rice initiative will include middle-class families by 2026. It is currently available to members of vulnerable sectors. Initially launched in the Visayas last April, at least 162 locations across the country have been offering the cheaper subsidized rice, the DA earlier report. The P20-per-kilo rice initiative operates primarily through KADIWA ng Pangulo outlets. The rice is being sourced from NFA stocks, which are procured directly from local farmers. The Agriculture Department said the subsidized rice program not only ensures affordable food staple for consumers, but also helps decongest NFA warehouses. With more available space at the warehouses, the DA said, more palay can be purchased at prices higher than those offered by private traders. Rice, corn harvest Meanwhile, De Mesa also reported that the first semester of rice and corn harvest in the country is doing well. According to previous data, the largest harvest reached 9.2 million metric tons in 2023. It decreased in 2024 amid the effects of El Niño and La Niña. This year, the harvest is expected to rise with better weather conditions. The government's minimum projection for 2025 is 11 million metric tons, as it targets to harvest 20.4 million metric tons. The DA said the target can be reached based on the current production. Warehouses still full of rice buffer stocks —NFA
The National Food Authority (NFA) on Saturday said that warehouses across the country remain full of rice buffer stocks, despite the series of storms that hit the country last week. "Hindi pa din substantially nabababawasn ang ating stock sa mga bodega," said NFA Administrator Larry Lacson in an interview on Super Radyo dzBB. (Our stock in the warehouses has not been substantially reduced.) "Even dumating ang mga bagyo lahat yan ay pinaghahandaan natin. Meron man na-damage dalawa lang. Sa Alaminos, Pangasinan at isa naman sa La Union," added Lacson. (Even when the typhoons hit, we were prepared for them. There were only two that were damaged: one in Alaminos, Pangasinan, and one in La Union.) Lacson also said that the NFA has enough stocks to last for 12 days. That amounts to 452,000 of palay or around 9 million sacks of rice. "Sa kadahilanan na ang pumpasok na mga palay na binibili natin sa magsasaka ay mas madami kesa dun sa mga lumalabas na bigas natin," said Lacson. (That's because the amount of rice we buy from farmers is more than the amount of rice we export.) Meanwhile, the NFA administrator also bared plans of putting up Kadiwa stores in every NFA warehouse soon. Lacson said that this will also benefit farmers, as they could now go to more places to sell their palay. "Sa mga warehouse mismo ni NFA maglalagay ang DA ng kadiwa ng Panagulo. Umpisa po sa Region 1 and Region 3, they slowly, rollout po sa other regions," explained Lacson. (The DA will place Kadiwa stores in NFA warehouses. It will first open in Region 1 and Reg 3.) A total of 7,685,943 people or 2,121,645 families have been affected by Tropical Cyclones Crising, Dante, Emong, and the Southwest Monsoon or Habagat in all regions except Eastern Visayas. The region with the most number of affected individuals was Central Luzon with 2,820,250. The extent of damage from Tropical Cyclones Crising, Dante, Emong, and the Southwest Monsoon or Habagat was reported at P10,080,789,951 for infrastructure, P1,961,211,507 for agriculture, P281,660,000 for irrigation systems. —VAL, GMA Integrated News
