Kerala to submit Outer Ring Road project to Centre for environmental clearance
Official sources told TNIE that the state government will submit the project for environmental clearance from the Union government this week. 'Compensation can only be released once the Centre approves the project. The state will be submitting the proposal for environmental clearance by tomorrow. We hope there will not be any further delay in getting the approval from the project. But we don't know when this will happen,' said an official source.
With no decision or clarity on the disbursal of compensation, the land owners are on a warpath. The representatives of the action council are planning to meet the district collector on Friday.

COIMBATORE: After years of planning and delays, the much-anticipated widening of the Sathyamangalam Road in Coimbatore is finally set to take off in the coming weeks. In the first phase, the National Highways wing of the State Highways Department will widen a four-kilometre stretch from Kappi Kadai bus stop to Kurumbapalayam on Sathy Road at an estimated cost of Rs 40 crore. Speaking to TNIE, a senior highway department official said that the contract for the work has already been awarded, and a work order will be issued to the contractor shortly. "The construction work is expected to commence within a month," he said. The larger plan involves widening the entire 96-km-long Sathy Road, from Kurumbapalayam to Kakanallah on the Tamil Nadu-Karnataka border. Initially spearheaded by the National Highways Authority of India (NHAI), the project was later handed over to the National Highways wing of the State Highways Department's Coimbatore division in 2022. In May 2023, the Union Government sanctionedRs 639.18 cr for acquiring approximately 650 acres necessary for the expansion. However, the land acquisition (LA) process hit a roadblock due to administrative delays, particularly the absence of a special team led by a dedicated District Revenue Officer (DRO) for the project work. The acquisition work picked up momentum with the formation of the team around six months ago. Despite the progress, the project has drawn strong opposition from farmers and industrialists, particularly in the Annur region. The release of the land acquisition notification on February 26, 2025, triggered widespread anxiety among property owners, who fear the loss of fertile agricultural land, residential plots, and commercial establishments. Environmental activists and local stakeholders have called for alternative solutions, including widening the existing NH 948 or constructing bypass roads through less populated areas. They have also demanded greater transparency from NH officials on compensation packages, environmental assessments, and rehabilitation plans. While these concerns remain unresolved, the highway department has chosen to begin work on the Kappi Kadai-Kurumbapalayam stretch, where no land acquisition is required.

Authorities expedite Angamaly-Kundannoor bypass land survey
Kochi: Expediting works of the proposed Angamaly-Kundannoor bypass on NH 544, revenue authorities decided to complete survey process of land acquisition by Aug 15. Authorities informed that, aiming to expedite the process, more officials would be assigned for survey duty. Currently, there are 14 survey officers and there was a demand to increase the number of surveyors as initial land acquisition procedures were delaying indefinitely. It is learned that revenue authorities are planning to increase the number from 14 to 40. Services of additional draftsmen will also be provided for the survey team. A recent review meeting led by district collector NSK Umesh decided to hold a meeting every Monday to evaluate progress of the survey. It was in Aug 2023 that ministry of road transport and highways issued a 3A notification for land acquisition for the bypass project. However, preliminary stage of acquisition is yet to be completed and landowners have launched protests against the delay. The road project was delayed indefinitely due to uncertainty over govt decision on royalty and GST. Central govt, which agreed to bear the entire cost of construction and land acquisition for the bypass project, demanded state govt to waive its share of GST and royalty on construction materials. State govt will have to forego Rs 424 crore due to exemption of GST and royalty. As per estimate submitted by National Highways Authority of India (NHAI), GST share of state is Rs 254.4 crore and royalty on materials is Rs 169.6 crore. A total of 280 hectares from 17 villages in the district would be acquired for the road project. Alignment of the 44.7-km-long greenfield bypass road was approved by NHAI in Jan 2023. The road will begin from Karayamparambu on northern side of Angamaly town and will end at Kundannoor Junction on NH 66, which is going to be developed into a six-lane highway.

HC directs NHAI to submit Katol Road development proposal to Centre by July 31
Nagpur: The Nagpur bench of the Bombay High Court directed the National Highways Authority of India (NHAI) to submit a comprehensive proposal by July 31 to the Union Ministry of Road Transport and Highways (MoRTH) for the long-delayed development of the Nagpur-Katol Road segment that passes through a designated tiger corridor. The order came from a division bench comprising Justices Nitin Sambre and Mahendra Neralikar during the hearing of two public interest litigations — one filed by Dinesh Sheshrao Thakre and Sumit Ajay Babuta over the incomplete highway project, and another by lawyer Arun Patil regarding the poor condition of highways in Vidarbha. Initially, the 48 km Nagpur-Katol Road was planned as a single-package project. But due to technical and administrative challenges, NHAI carved out two key portions — the 11.90 km Katol bypass and the 8.10 km stretch under Tiger Corridor-I — and excluded them from the main contract. These segments are now to be executed through separate tenders, with development works in the tiger corridor alone expected to cost Rs500 crore. "Work on critical portions like Tiger Corridor-I and Katol bypass is now expected only by 2027 and 2028, respectively," NHAI's divisional manager Chandrakant Sinha informed the court in the previous hearing. Construction of the Katol bypass, still requiring 3 km of land acquisition and the construction of a railway overbridge, is scheduled to commence by March 2026 and finish by March 2028. Petitioners' counsel Mahesh Dhatrak urged the court to ensure urgent intervention on the delayed wildlife stretch, calling it "critical to both traffic decongestion and ecological sensitivity". In a related matter, the court also sought a reply from NHAI by the next hearing on the status of encroachments affecting development along the Nagpur-Fetri Road. Despite prior directions for removal, senior advocate Firdos Mirza, representing Patil, submitted that illegal constructions continue to obstruct progress. The court was informed that the detailed project report for the Katol bypass will be sent for approval and land acquisition is expected to conclude by December 2025. The project was restructured due to ecological constraints, Sinha clarified during the hearing of a PIL (No. 22/2019), which highlights the poor condition of several roads in the region, including the Amravati-Akola-Jalgaon and Wardha-Sindkhed Raja roads.
