. Of the 56 repeat offenders identified by excise in the district, 24 individuals were linked to more than five cases each.
Authorities have now decided to target these repeat offenders with a range of stringent measures, including preventive detention, enhanced surveillance and support through de-addiction programmes.
"We collected criminal histories of those involved in drug trafficking to invoke Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act (PITNDPS Act) against them, which would lead to preventive detention. However, the act can be invoked only against those who have at least two medium-quantity cases or more than one commercial-quantity case under NDPS Act. More details of their cases will be collected and a detailed report on all their antecedents will be filed to govt to issue a preventive detention order against the accused," said a senior excise officer.However, there is a catch. To beat the system, repeat offenders in most cases are now increasingly caught with small quantities and hence wouldn't qualify for invoking drastic measures like preventive arrest.Realizing this, excise team decided to put such offenders under continuous surveillance. "Many repeat offenders in the district are in the 20-30 age category and addicts are among them. The quantity seized from many of them is a small quantity under NDPS Act," said the officer.Excise sources said rehabilitation through Vimukthi is also provided to many of them, but majority are facing relapse. "Many repeat offenders are addicts and there are limits to what any agency can do in terms of follow-ups after providing de-addiction counselling. Unless there is a supporting mechanism from either friends or family, there is a high chance of them falling back into the habit," said an excise officer.To further tackle the rising issue of violence fuelled by substance abuse, enforcement authorities are planning to share critical information about individuals with criminal histories with bar and hotel operators. This initiative will allow these establishments to issue timely alerts if any offenders cause disturbances. Police assessments have shown that many violent incidents are closely linked to drug and alcohol abuse at such establishments.A meeting was recently held with bar-hotel managers at district police headquarters, where a discussion took place on preventing clashes under the influence of drugs and alcohol at such establishments. "The department is considering sharing details of those repeatedly involved in criminal cases, including their latest photo, with the management of these establishments," said a senior police officer.

In addition, two more individuals were held under the Arms Act, with the recovery of two .32-bore pistols, 17 live cartridges, one mobile phone, and a car. In one of the cases, Balwinder Singh alias Babbu (30) and Charanjit Kaur alias Channo Bhai (55), residents of Nihale Wala village, were arrested with 1.815 kg of heroin, two mobile phones, and a motorcycle. In another case, 475 grams of heroin and 30 grams of opium were recovered from Kilche Bandh village. However, no suspects were apprehended during this operation, and investigations are ongoing to identify those involved. In the third case, Jashan Preet Singh alias Jashan (20), Dev (19), and Gurpartap Singh alias Gorawere arrested with two pistols (.32 bore) and 17 live cartridges. The suspects were intercepted near Dulchi Ke Bandh in Ferozepur Sadar during a routine checkpoint set up by the CIA team based on a tip-off. The seized weapons are believed to have been intended for use in a criminal act. During the investigation, the name of Harjinder Singh alias Sunny also surfaced. He was previously booked under the NDPS Act at Makhu Police Station in March 2024, following the recovery of 100 grams of heroin.

On the run for 25 years, killer of taxi drivers in police net
NEW DELHI: A 49-year-old man, on the run for the last 25 years, has been arrested in connection with a string of crimes when he hired taxis, killed the drivers, dumped their bodies in remote forested areas of Uttarakhand, looted vehicles and resold them across the Nepal border in Delhi, police said on Sunday. Ajay Lamba alias Bansi was wanted in four brutal robbery-cum-murder cases across Delhi and Uttarakhand and declared a proclaimed offender in a 2001 murder case registered at New Ashok Nagar police station. He was the mastermind behind several heinous crimes, including killing taxi drivers between 1999 and 2001, a senior police officer said. A Delhi-born, he shifted base to UP's Bareilly and teamed up with Dhirendra and Dilip Negi,' DCP (Crime) Aditya Gautam said. Lamba managed to remain undetected for over two decades by frequently changing locations and identities. In 2020, he became involved in narcotics smuggling, primarily operating between Odisha and Delhi. In 2021, he was arrested in a narcotics case under the NDPS Act by Sagarpur police and again in connection with a jewellery shop dacoity in Berhampur, Odisha, in 2024. Lamba was out on bail and was arrested in a coordinated operation in Delhi, DCP said.
