Economy: SBP governor speaks of policy mix

KARACHI: Governor State Bank of Pakistan (SBP) Jameel Ahmad has said that unlike in the previous episodes of boom-bust cycles, the current policy mix remains conducive to a lasting increase in economic activity rather than a short-sighted, fragile, and populist 'sugar rush'.
He was speaking at the launch ceremony of Women Entrepreneurs Finance Code in Karachi, organised jointly by SBP and the Asian Development Bank (ADB) on Monday. The event featured national and international dignitaries who expressed solidarity on the important cause of women's economic empowerment in Pakistan.
Governor SBP also assured that SBP is fully committed to undertake structural reforms and lay the foundation for sustainable and inclusive economic growth.
Pakistan economy gets macroeconomic stability
Jameel Ahmad in his keynote address said that both SBP and the government remain steadfast in their approach to transitioning from recently hard-earned economic stability to a medium-term economic transformation. This resolve is reflected in our prudent and cautious monetary policy stance, and fundamentals aligned exchange rate, and ongoing fiscal consolidation and improving debt dynamics.
He added that this approach is helping us ensure overall macroeconomic stability, building fiscal and external buffers and supporting sustainable economic growth. Governor SBP said that with the focus now increasingly shifting towards structural reforms, he believes that this time is indeed different for Pakistan's economy due to the several positive developments on economic front.
He mentioned that the average headline inflation has declined to 4.5 percent in FY25- the lowest level in the last nine years and with prudent and coordinated mix of monetary and fiscal policies, inflation will stabilise within its target range of 5-7 percent.
The FX market remains stable driven by external account out performance and a high-quality build-up of FX reserve buffers. SBP's FX reserves are now almost five times higher than the low levels at the start of 2023. The current account balance is projected to remain supportive driven by robust remittances and resilient exports-despite rapid growth in both the value and volume of imports in line with ongoing economic recovery, he added.
In addition, fiscal policy has proactively supported monetary tightening, as reflected in the second consecutive primary surplus in FY25. Both tax and non-tax revenues have shown sizable growth, while overall expenditures have remained relatively contained. GOP is targeting a higher primary surplus for FY26. Economic growth is showing signs of gradual, consistent, and sustainable recovery.

He said that economic growth holds little meaning unless it is both sustainable and inclusive. He also emphasised that women entrepreneurs are a powerful engine for economic growth and social progress.
He said that supporting WMSMEs aligns closely with SBP's vision to foster a stable and inclusive financial ecosystem conducive to broad-based and inclusive growth. He also appreciated ADB's commitment to support women financial inclusion in Pakistan and reflected on ADB's role in supporting SBP in the adoption and implementation of the Code in Pakistan.
In his welcome remarks, the Deputy Governor SBP, Saleemullah shared that SBP has introduced several initiatives to promote women financial inclusion, namely the National Financial Inclusion Strategy (NFIS) and the landmark Banking on Equality Policy (BOE) to embed gender lens in the banks policies, products and roll out strategies.
On this occasion, Christine Engstrom, Senior Director Finance ADB, and Wendy Teleki, Head of WE Finance Initiative at World Bank, expressed pleasure on having SBP join the Code as a global signatory.
The launch event also featured two panel discussions bringing together policymakers, financial sector leaders, entrepreneurs, and civil society representatives to discuss challenges, share success stories, and explore collaborative strategies for advancing women's entrepreneurship in Pakistan.

KARACHI: The federal government has set a borrowing target of Rs 5.575 trillion from the domestic banking sector through the sale of government securities during the first quarter of the current fiscal year (FY26) to finance the fiscal deficit. This target represents a 40 percent increase compared to the first quarter of FY25, when the borrowing goal was set at Rs 3.970 trillion. The State Bank of Pakistan (SBP) on Monday issued calendars for the auction of Pakistan Investment Bonds (PIBs) and Government of Pakistan Market Treasury Bills (MTBs) for July-September period of this fiscal year. Securities' auction procedures: SBP unveils changes The government is intended to meet the major financing requirements through sale of short-term government security papers-MTBs. The federal government has planned to raise some Rs 2.4 trillion through sale of PIBs during the first quarter of this fiscal year. Some Rs 1 trillion will be borrowed through sale of PIB (Fixed Rate), Rs 1.4 trillion through PIB (Floating Rate) Semi-Annual auction. Auctions for PIB (Fixed Rate) will be held on July 16 and August 1, 2025 with a targeted borrowing of Rs 300 billion for each auction, while another Rs 400 billion will be raised in September 2025. In addition, some six auctions of PIB (Floating Rate) will be held during the first quarter of FY26 to achieve the borrowing target of Rs 1.4 trillion. The federal government also intends to raise Rs 3.175 trillion through sale of short-term government security papers during July-Sep of FY26. Overall, some 6 auctions of T-Bills to be conducted to meet the financing target. First auction of MTBs will be held on July 9, 2025 with a tentative target of Rs 1.35 trillion. Economists said the less than revenue collection has compelled the government to borrow more from the domestic resources to finance the fiscal deficit. KARACHI: In a significant economic achievement, the government of Pakistan has demonstrated its firm commitment to fiscal discipline and long-term stability by retiring Rs 1.5 trillion in public debt ahead of schedule in FY25. This substantial early repayment has contributed to a notable improvement in Pakistan's fiscal indicators, bringing the debt-to-GDP ratio down from 75 percent in FY23 to 69 percent in FY25. 'In another bold and unprecedented step toward fiscal responsibility, the Ministry of Finance, Government of Pakistan, has successfully retired Rs 500 billion in debt owed to the State Bank of Pakistan (SBP- a full four years ahead of its scheduled maturity in 2029,' Khurram Schehzad Advisor to Finance Minister revealed on social platform X. Public debt recorded at Rs76,007bn by end-March This early retirement of central bank debt, executed by the Debt Management Office (DMO), marks a major breakthrough in Pakistan's debt management strategy. 'Early debt retirement while converting shorter-tenure with longer-tenure debt, significantly reduces concentration risk, lowers future liabilities, and strengthens the country's macroeconomic foundations by curbing reliance on borrowing,' he added. More importantly, he said that it reflects the government's strong commitment to proactive, disciplined, and forward-looking financial governance. This latest achievement builds on an earlier milestone- the successful buyback of Rs 1 trillion in market debt completed by December 2024- the first such operation in Pakistan's history. Combined, these two strategic actions amount to the early retirement of R 1.5 trillion in public debt in FY25, sending a strong signal of economic confidence and reform. In a historical move, with improved liquidity position the federal government conducted the first buyback auction of government securities during the first half of last fiscal year to reduce the debt burden. The Rs 3 trillion profit of SBP, transferred to the federal government, has eased the financial burden, and make cushion to retired the public debt, he said. He mentioned that with these early retirements of debt, Pakistan's debt-to-GDP ratio declined by 6 percent in the last two years from 75 percent in FY23 to 69 percent in FY25. In addition, it has extended the average time to maturity (ATM) of public debt from 2.70 to around 3.75 years. These early payments have also lowered refinancing risks and freeing up fiscal space for development priorities. Moreover, by capitalising on the sharp decline in interest rates- combined with disciplined borrowing, timely repayments, and strategic refinancing- the government has achieved an extraordinary Rs 830 billion in interest cost savings in FY25, Schehzad informed. 'This is more than just debt reduction; it is decisive, forward-looking economic management, aimed at building a resilient, credible, and fiscally sustainable Pakistan.' ISLAMABAD: Federal Minister for Finance and Revenue Muhammad Aurangzeb has directed that all requisite actions be completed within the next two to three weeks to enable the launch of the Prime Minister's Fan Replacement Programme's first phase, along with the initial batch of participating banks, by the end of the month. Aurangzeb chaired a high-level meeting on Monday to review the progress on the readiness and forthcoming launch of the Prime Minister's Fan Replacement Programme. The meeting was attended by the Minister for Power, Sardar Awais Ahmad Khan Leghari, governor State Bank of Pakistan, chairman Pakistan Banks' Association, and senior officials from the Finance Division, Power Division, and other relevant departments. Repayments via power bills: DC fans to replace AC ones thru govt initiative During the meeting, stakeholders presented detailed updates on the programme's operational readiness and its expected roll-out schedule. The participants reviewed the progress shared by National Energy Efficiency and Conservation Authority (NEECA) on progress regarding completion of key preconditions, including the finalisation of agreements with participating banks, integration of banking systems, and the facilitative role of the Punjab Technology Investment Board and Power Information Technology Company in providing technological solutions for expediting the implementation process. Senator Muhammad Aurangzeb highlighted the prime minister's special emphasis on this initiative, underscoring its significance in promoting energy efficiency, fostering financial inclusion, and contributing to economic stability. He noted that the programme has the potential to influence consumer behaviour positively, reduce energy consumption, and offer broader economic benefits. The minister appreciated the active participation and collaborative efforts of all stakeholders, particularly the banking sector, in advancing this vital national initiative. He directed that all requisite actions be completed within the next two to three weeks to enable the launch of the programme's first phase, along with the initial batch of participating banks, by the end of the month. The meeting concluded with a reaffirmation of commitment from all participants to ensure timely and seamless execution of the programme, in line with the government's broader economic and energy sector reform agenda.
