Draft policy proposes major changes to transport systems of specially abled
The Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment has invited comments and suggestions from the stakeholders and general public on the draft accessibility standards for the transport and mobility sector.
The draft 'Transport Accessibility Framework' has been prepared by the Strategic Accessibility Cell Rights of Riders (SAC-RR). It lays out detailed, enforceable standards across the transport chain from booking and boarding to infrastructure, vehicles and emergency response.
Most measures are marked non-negotiable, meaning they would be binding once the guidelines take effect.
The department said these draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016, and relevant rules.
According to the draft, all new buses procured under Central schemes must include low-floor entry, ramps, safety belts, and designated wheelchair areas.
Existing services such as PM eBus Sewa and Type III intercity buses would also be retrofitted with tested lifts or bridge ramps. At least four priority seats with seatbelts are required in each bus for people with limited mobility.
Metro and rail platforms must deploy rubber gap fillers and boarding ramps, while coach doors and aisles must be widened to accommodate wheelchairs.
Long-distance trains must include at least one accessible coach with wheelchair anchorage and a Type A toilet with grab bars, the draft noted.
At airports, the draft calls for step-free access from parking to check-in, aerobridges with rollout ramps, designated wheelchair-friendly seating in aircraft, and availability of aisle chairs.
Air carriers will have to provide storage space for assistive devices, and entertainment systems must include audio description and captions.
The guidelines extend to taxi aggregators and e-rickshaws, which must include a share of wheelchair-accessible vehicles and train the drivers in disability assistance.
Ropeways and ferries have also been brought under the framework, with specific norms on rescue equipment, platform gaps, and universal toilet access.
In addition, transport hubs would need to build quiet or sensory rooms for neurodivergent passengers, install tactile guiding strips, and provide clear signage using both text and QR codes.
Apps and online platforms must be made accessible, and complaint data related to disability access should be published on the data.gov.in portal.
The framework also includes time-bound budgeting and procurement provisions and urges immediate updates to national policies such as the Motor Vehicles Act, urban bus specifications, and building codes.
Stakeholder consultations on the guidelines are presently underway, with the final version expected to come out after deliberations, a senior official said.

CM resolves 10k grievances in 11 sessions
Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi has resolved more than 10,000 public grievances during 11 rounds of hearings since assuming office, the CMO said on Monday. According to a statement from the Chief Minister's Office (CMO), 10,132 out of 10,894 grievances received so far have been addressed — a resolution rate of 93 per cent. The remaining cases are currently under process, it added. Accompanied by a team of seven ministers and senior officers, Majhi on Monday held the 12th session of the Chief Minister's Public Grievance Hearing since assuming office in June last year. The Chief Minister and his team heard grievances of around 1,000 people during the day, the statement said. 'The Chief Minister directed department secretaries present at the hearing to take immediate steps to resolve the issues raised,' the CMO stated. A single-window mechanism has been established to ensure immediate disbursement of medical assistance to patients suffering from critical and life-threatening diseases, under the Chief Minister's Relief Fund (CMRF). Majhi approved Rs 9.50 lakh in assistance for 10 persons requiring urgent medical care. So far this year, Rs 53.50 lakh has been provided to 48 beneficiaries through this streamlined process. Ministers Suresh Pujari, Mukesh Mahaling, Bibhuti Bhusan Jena, Nityananda Gond, Krushna Chandra Patra, Pradeep Bal Samanta and Ganesh Ram Singkhuntia accompanied Majhi during the session. In May, the Chief Minister had stated in a post on X that, 'In a people's government, the highest priority is given to resolving people's problems. The complaints of common people were heard at the new grievance centre at Unit-2 in Bhubaneswar. Officials have been directed to take immediate steps to resolve their problems for the benefit of the complainants.'

36.47% of 7.90 cr electors submit forms by July 7; 1.18 cr in last 24 hrs: EC on Bihar SIR
New Delhi [India], July 7 (ANI): The Special Intensive Revision (SIR) in Bihar is being implemented by the Election Commission of India's order dated June 24, 2025. As per instructions, the draft electoral rolls that will be issued on August 1, 2025, will contain the names of persons whose enumeration forms have been received. The exercise is progressing smoothly with the active cooperation of the electors. As of Monday, at 6.00 PM, 2,87,98,460 Enumeration Forms, i.e. 36.47 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar who are enrolled as on June 24, 2025, have been received. In the last 24 hours, i.e. from 6.00 PM yesterday, 1,18,49,252 Enumeration Forms have been collected. There are still 18 days to go until the last date for submitting forms. The uploading of forms has also started in full swing, with 7.25 per cent of the forms already uploaded so far. Meanwhile, on the revision of the electoral roll in Bihar, BJP MP Manan Kumar Mishra said, 'This is a special drive, a special intensive revision by the Election Commission. The last revision of the voter list in Bihar was carried out in 2003. This is a healthy tradition and should be carried out regularly; otherwise, we cannot hope for a fair and transparent election.
