Siemens and SAP call for EU to revise its AI regulations

ZURICH, July 13 (Reuters) - Siemens (SIEGn.DE), opens new tab and SAP (SAPG.DE), opens new tab CEOs have urged the European Union to revise its artificial intelligence legislation, saying the current rules stifle innovation.
SAP CEO Christian Klein and Siemens CEO Roland Busch told the Frankfurter Allgemeine Zeitung that a new regulatory framework is needed to support rather than hinder technological advancement.
The EU's AI Act, which became law last year, governs the development and use of AI systems to ensure they are safe, transparent and respect fundamental rights.
The law classifies AI applications into risk categories, according to which providers must meet certain security and transparency requirements.
But Siemens' Busch said the Act was a key reason Europe is lagging, adding overlapping and sometimes contradictory regulations are hampering progress.
He said the EU's Data Act, another law which sets out obligations on how companies use consumer and corporate data, was "toxic" for developing digital business models.
While several companies including Google owner Alphabet (GOOGL.O), opens new tab and Facebook owner Meta (META.O), opens new tabrecently, opens new tab wrote to Brussels asking for the rules to be postponed, Busch declined to sign their letter, saying the proposal did not go far enough.
SAP's Klein warned against simply copying the U.S. and only investing heavily in infrastructure and data centres, emphasizing that infrastructure shortages are not the main barrier in Europe.
Instead, both CEOs called for reforming data rules before investing in data centres.
"We are sitting on a treasure trove of data in Europe, but we are not yet able to tap into it," Busch told the newspaper. "It's not access to computing capacity that we're currently lacking, but the release of resources."

The new £118m subsidy package was being made available, the Department for Business and Trade said, to fund the transformation plan and further investment. "This funding will protect key services, including access to cash deposits and withdrawals as well as key government services, such as passport applications and the DVLA, alongside helping the Post Office deliver cost-saving measures in its Transformation Plan, part of the New Deal for Postmasters", the statement said. Post Office minister Gareth Thomas added: "Post Offices continue to be a central part of our high streets and communities across the country. "However, after 15 years without a proper review, and in the aftermath of the Horizon scandal, it's clear we need a fresh vision for its future. "This Green Paper marks the start of an honest conversation about what people want and need from their Post Office in the years ahead." 2:55 But the general secretary of the Communication Workers Union, Dave Ward, accused the department of lacking sincerity. He responded: "Successive governments have failed the Post Office, its workers and customers - and choosing to use government subsidies for planned redundancies, closures and so-called transformation plans that are nothing more than managed decline. "This Labour Government are unashamedly doing exactly the same as the Tories did - managing the politics of the Post Office, prioritising further cost-cutting and offering no vision for its future." The update was provided as sub-postmasters await further conclusions from the Horizon IT inquiry. The first volume, published last week, highlighted the impact of false theft and false accounting accusations made against at least 1,000 postmasters. It concluded that 13 people may have taken their own lives after being falsely accused of wrongdoing, based on evidence from the IT system that the Post Office and developers Fujitsu knew could be faulty. At the same time, inquiry chair Sir Wyn Williams recommended further action to improve compensation outcomes amid years of frustration over delays and wrangling over the sums due.

Broadcom scraps microchip plant investment in Spain, report says

MADRID, July 14 (Reuters) - U.S. chipmaker Broadcom (AVGO.O), opens new tab has pulled out of plans to invest in a microchip plant in Spain as talks with the government have broken down, news agency Europa Press reported on Sunday citing unidentified sources. Spain's Digital Transformation Ministry and Broadcom did not immediately respond to requests for comment. The Europa Press report did not say why the talks had broken down. The decision will be a blow for Spain's ambition to become a relevant player in the microchip industry in Europe. The government has previously said it would allocate some 12 billion euros ($14 billion) for the semiconductor and microchip industry, using some of the European Union's pandemic relief funds. Broadcom announced the investment two years ago but did not say how much it would invest. The government said at the time the project could be worth $1 billion and include the construction of "large-scale back-end semiconductors facilities unique in Europe". ($1 = 0.8559 euros)
