[Wang Son-taek] Making the liberal international order 2.0

The World Congress of the International Political Science Association in Seoul, often dubbed the 'Olympics of Politics,' could not have been more timely. With over 3,500 scholars from around 80 countries in attendance, the congress revolved around the theme 'Resisting Autocratization in Polarized Societies.'
This theme captured the world's most pressing concern: the global erosion of democracy. South Korea — regarded as a democratic success story — experienced a severe political crisis from late last year as the former president led an insurrection. Yet the country managed to restore democratic order in a peaceful and sophisticated manner, thanks to a resilient democratic system and a politically conscious civil society. Seoul is one of the best places to discuss the future of democracy and liberal values.
The core problem addressed at the conference — political polarization and autocratization — has evolved into a structural threat, manifesting across democracies at unprecedented levels. The challenges we face now stem from deeper, systemic malfunctions. To properly understand and address these, we must reassess the global system itself: the liberal international order established at the end of the Cold War.
Following the collapse of the Soviet Union in 1991, a new world order emerged under US leadership. The Cold War system, defined by the bipolar confrontation between the American-led capitalist bloc and the Soviet-led socialist bloc, gave way to US-led unipolar leadership under the liberal international order.
This new framework promoted free trade, liberal democracy and multilateral institutions. For a time, it seemed to be working. Russia joined the G7 to create the G8; China entered the World Trade Organization and embraced market reforms. Many assumed that this convergence marked the inevitable triumph of liberalism.
But history proved more complicated.
The US invasion of Iraq in 2003, following the trauma of 9/11, exposed the limits of American leadership. Then came the 2008 global financial crisis, which further undermined the legitimacy of neoliberal globalization. By the time the US-China strategic competition erupted in 2018, the liberal order revealed that the US leadership was visibly shaken.
The economic dimension was the first to crack.
The neoliberal model that underpinned globalization prioritized deregulation, privatization and the free movement of capital, goods and labor. This model largely ignored the unique histories, cultures and geopolitical contexts of individual states. For global capitalists — particularly those in the US — this was a golden era of expansion. For ordinary citizens in both developed and developing nations, it meant widening inequality, precarious labor and the erosion of local industries. While gross domestic product grew, so did the gap between the rich and the poor.
In countries like the United States and China — two engines of global economic growth over the past 35 years — the spoils of globalization were concentrated in the hands of a few. Tech giants in Silicon Valley and financial elites on Wall Street reaped immense gains, while working-class families faced stagnation.
The backlash was inevitable. Feeling betrayed and excluded, people turned to populist leaders who promised to 'take back control.'
This economic dislocation bled into politics. Globalization diminished the salience of national borders and weakened the traditional state-centered model of governance, as the importance of transnational institutions and corporations rapidly increased.
Political parties, instead of serving the national interest, retreated into factional bases. This gave rise to what can be called 'political tribalism' — a form of identity-based partisanship with narrow group loyalties. Donald Trump's 2016 election victory exemplified this trend. His success rested on dividing the electorate into opposing camps and mobilizing resentment, rather than offering a unifying vision of national progress.
At the social level, the liberal order's weakening consensus eroded the idea of society as a cooperative space. Instead of solidarity and shared purpose, people were recast as competitors — rivals in a zero-sum struggle for resources, recognition and power. In this climate, norms of political correctness and protections for minority groups were inevitably weakened. The social contract frayed. The 2024 reelection of Trump despite his overtly racist and divisive rhetoric underscored the depth of the rupture.
Altogether, these developments suggest that the chaos of our time is not coincidental. It is the product of structural contradictions within the liberal international order. The question now is not whether the liberal order is in trouble — it clearly is — but whether it can be saved and reformed.
Rather than abolishing the liberal order, it would be better for us to revise it.
Unlike artificial, imposed systems, the liberal order developed organically from the moral and institutional aspirations of modern humanity: freedom, rule of law, market economy, capitalism and international cooperation. Its foundational values remain sound, if not instinctive. What needs correction are the mechanisms and assumptions that allowed inequality, tribalism and institutional decay to fester.
Economically, a renewed liberal order must recognize that unregulated free trade can exacerbate national vulnerabilities.
Trade must be fair as well as free. This may require reintroducing safeguards for domestic industries, enforcing global standards on labor and taxation and curbing the monopolistic power of transnational tech giants.
Politically, the state must be reempowered to restore accountability, protect citizens and manage globalization more equitably. National institutions, far from being relics, are crucial to sustaining democracy. Moreover, political correctness and minority protections should not be framed as elitist impositions, but as democratic imperatives. Diversity is not only a moral principle — it is a source of creativity, innovation and long-term national strength.
Reforms should be approached through collective, multilateral action.
Global problems — from climate change to digital governance — cannot be solved by unilateralism or nationalism. We need a coordinated and integrated project to revise the liberal order. Scholars, policymakers and civil society leaders around the world must collaborate on shared reform agendas, institutional redesign and the provision of global public goods.
Let the Seoul congress be remembered not only as a venue for diagnosing the world's democratic ailments, but also as the birthplace of "Liberal International Order 2.0" — a reformed, resilient and morally grounded framework for the 21st century.

US Navy Secretary John Phelan and White House Budget Director Russell Vought visited Hanwha Group's Philly Shipyard in Philadelphia on Wednesday, just hours before South Korea and the US finalized their new tariff agreement, Hanwha said Friday. The visit is seen as a contributing factor in the deal, with a shipbuilding partnership between the two countries reportedly playing a key role. According to Hanwha, Phelan and Vought toured major production facilities at the Philadelphia site, guided by Hanwha Group Vice Chair Kim Dong-kwan, alongside other senior US government officials. The US delegation also visited Hanwha's welding training center and inspected equipment relocated from the company's Hanwha Ocean shipyard in Geoje, South Gyeongsang Province. Hanwha said the American officials' visit focused on reviewing the company's investments to bolster local shipbuilding capacity. Phelan emphasized that establishing a robust marine industry foundation was a top priority for both the Trump administration and the US Navy. Kim reiterated Hanwha's commitment to supporting the revitalization of US shipbuilding by establishing new shipyards and developing related industrial networks. On the day of the visit, Korea and the US agreed to reduce the planned reciprocal tariffs on imports to the US from 25 percent to 15 percent, including on automobiles and auto parts. Hanwha cited a US government source as saying that feedback from the delegation was delivered to US President Donald Trump and influenced the final outcome of the deal. During negotiations, Korea proposed the "Make American Shipbuilding Great Again," or MASGA, an initiative aimed at revitalizing the US shipbuilding industry. Of the $350 billion Korea pledged to invest in the US as part of the agreement, $150 billion will be allocated to enhancing the shipbuilding partnership. Kim also traveled to the US to support the negotiations. Hanwha's Philadelphia Shipyard, acquired for $100 million in 2024, has been positioned as a symbol of Korean support for the US shipbuilding industry. Trade Minister Yeo Han-koo, a member of Korea's tariff negotiation team, said business leaders, including Kim, worked closely with the government by sharing strategic information and leveraging their networks. South Korea's presidential office on Thursday sought to downplay remarks by US Secretary of Commerce Howard Lutnick that '90 percent of the profits' from Korea's investment into the US will go to the American people, saying it understood the figure as part of a 'reinvestment concept.' Earlier, US President Donald Trump announced that the US and Korea have established a 'full and complete' trade deal, saying that Korea pledges to invest $350 billion into sectors 'owned and controlled by the United States' and selected by Trump. Regarding this trade deal, the Korean government stated that $150 billion has been assigned for shipbuilding cooperation, while investments in chips, batteries, biotechnology and nuclear energy cooperation accounted for the remaining $200 billion. Adding on to Trump's announcement, US Commerce Secretary Howard Lutnick wrote on X that "90 percent of the profits" will be 'going to the American people.' He claimed that the recent trade deals 'reflect the clear understanding that President Trump's tariff and trade agenda has the power to reshape global commerce.' When asked about Lutnick's comments, presidential chief of staff for policy Kim Yong-beom told reporters that it is "difficult to discuss further details.' 'We have documented the matter slightly differently in a memorandum, but we are unable to disclose everything,' said Kim, adding that the US side is fully aware of the understanding and expectations of the Korean side. Kim added that the split between the 90 percent and the 10 percent appeared to mirror phrasing previously used during trade negotiations between the US and Japan back on July 23. 'We don't have any intentions to argue over expressions, but the deal is not being negotiated that way,' Kim added. During the presidential office's press briefing, Kim pointed out that the official text issued by the US reads 'retain 90 percent of the profits from this investment,' which, according to Kim, makes it difficult to interpret exactly what Washington intends. 'Since it's not yet clear who will invest how much and where, it's difficult to infer precisely what the US is thinking,' said Kim. 'Our interpretation here is that it essentially refers to reinvestment — that instead of profits immediately leaving as dividend outflows, they will remain in the US.' The presidential chief of staff added that Korea was open to the arrangement if it ensured long-term benefits. 'If the US recommends truly good business opportunities, provides purchase guarantees and ensures our firms remain firmly involved, that would be fine,' Kim said. Mentioning that further discussions regarding investments are still rolling, Kim added that Korea expects to have opportunities to voice its opinion, 'to ensure that the fund operates in a way that doesn't harm (Korea's) interests.' Comparing Korea's trade deal with Japan's earlier agreement with Washington, Kim noted that Korea's $350 billion fund is significantly smaller than Japan's $550 billion pledge, despite both countries recording similar trade surpluses with the US in 2024 — $66 billion for Korea and $68.5 billion for Japan. 'Excluding the $150 billion shipbuilding fund led by Korea, (Korea's) investment fund amounts to just 35 percent of Japan's,' Kim said, emphasizing that 'more safeguards were built into (Korea's negotiations).'

Experts say the impact of potential tariffs may be limited as Korean chips, especially advanced memory and foundry products, are difficult to replace and critical to US tech firms' ambitions in artificial intelligence and high-performance computing. 'Korea has secured a commitment to receive treatment no worse than any other country on future tariffs on semiconductors (and) pharmaceuticals, effectively ensuring most-favored-nation status,' Deputy Prime Minister and Finance Minister Koo Yun-cheol said in a briefing after the deal was reached. Following a marathon round of negotiations, the two countries struck a breakthrough agreement just ahead of the Aug. 1 deadline, lowering proposed US reciprocal tariffs on Korean imports from 25 percent to 15 percent. In return, Korea committed to launching a $350 billion investment fund to support US industries, including shipbuilding. Although the US has yet to announce a specific figure for tariff rates on semiconductors, Samsung Electronics, a leading memory and contract chip supplier, said the recent agreement has "helped reduce uncertainty." 'We are closely monitoring follow-up discussions between the two governments on the details of the announced agreement and plan to develop response strategies accordingly,' Samsung Electronics Chief Financial Officer Park Soon-cheol said during the company's earnings call for the second quarter held Thursday. Attention now turns to the US Commerce Department's upcoming decision on a national security probe into chip imports, expected in two weeks, according to US Commerce Department Secretary Howard Lutnick on Sunday. The Donald Trump administration launched the investigation in April under Section 232 of the Trade Expansion Act of 1962 to assess whether US reliance on foreign-made semiconductors and related products, including smartphones and PCs, poses a threat to national security. The probe is widely expected to form the basis for potential new tariffs on chip imports. Industry experts believe the impact of potential US tariffs on chips may be limited, given the relatively low strategic benefit for Washington compared to other industries, such as automobiles and steel, which have faced tariffs of up to 15 percent and 50 percent, respectively. "Imposing tariffs on semiconductors may offer little benefit to the US, as American chipmakers like Micron Technology conduct much of their manufacturing in countries such as Singapore, Japan and Taiwan," said an industry official who requested anonymity. Kim Yang-paeng, a senior researcher at the Korea Institute for Industrial Economics and Trade, echoed these sentiments: "For automobiles and steel, for which the US has a large domestic industry, higher tariffs help American companies. But that is not the case for semiconductors, and the US would not want to challenge its tech giants when their own chipmakers are not strong enough to replace Korea's Samsung Electronics, SK hynix or Taiwan's TSMC." 'Semiconductors are not a sector where the US has many negotiating counterparts. And the more tariffs are raised, the more the US could lose its edge," Kim added. It is also notable that Korea's direct semiconductor exports to the US were $10.6 billion last year, accounting for 7.5 percent of its overall chip shipments, according to the Korea International Trade Association. The figure is significantly lower compared to exports to China with 32.8 percent, Hong Kong (18.4 percent) and Taiwan (15.2 percent). Choi Seok-young, a senior adviser at Lee & Ko and former career diplomat involved in trade negotiations, said Korea "held the line" given its strength in its semiconductors. "Korea avoided a worse outcome. With much uncertainty ahead, it is something we will need to keep watching," Choi said. Samsung Electronics and SK hynix are the world's leading providers of advanced memory chips, together accounting for more than half of the global market share. Amid the AI boom, the two Korean chipmakers are strengthening their presence as key providers of high bandwidth memory chips — a crucial component supporting AI accelerators such as graphic processing units. Their major customers include American GPU giant Nvidia, among others.
