Sabah PH to introduce structured political appointment system
State PKR chief Datuk Mustapha Sakmud said the framework would cover appointments at all levels, from government-linked companies to community leaders, with the goal of strengthening unity within the coalition.
"We also want to emphasise that the coalition aims to avoid internal dissatisfaction by establishing a clear and transparent framework for political appointments.
"We want to ensure that no party feels sidelined.
"There must be a fair formula for how positions are allocated if we are to govern together effectively," said the deputy higher education minister after handing over offer letters to a student at Kampung Warisan here.
Mustapha said the structured appointment system would form part of the manifesto to be jointly drafted by PKR, DAP, Upko and Amanah within PH.
He added that PH is currently working on a joint manifesto for the upcoming Sabah state election.
He said the manifesto would reflect the coalition's commitment to addressing longstanding issues affecting the people of Sabah.
"Among the key issues will be the 40 per cent net revenue entitlement under the Malaysia Agreement 1963 (MA63)," he said.
Addressing recent reports of dissatisfaction among PKR grassroots members in Peninsular Malaysia, Mustapha downplayed the concerns, describing them as "exaggerated".
"Support for the party president remains strong, especially here in Sabah. Our president is currently touring various states.
"From what we've seen, support for him is still solid. I also believe the Prime Minister's popularity in the state remains high."
Mustapha acknowledged that internal party elections may have caused some discontent, but said most members had moved on.
"There were some who were unhappy during the party polls, but for the most part, members have moved on.

KOTA KINABALU: With the Sabah state election drawing closer, a federal minister from Gabungan Rakyat Sabah (GRS) has made a clear pitch — the state must continue to be led by local parties to ensure that its interests are not diluted in national politics. Speaking in Tenom during the Melalap PGRS' annual conference, Armizan said the successful amendment of the Carbon Capture, Utilisation and Storage (CCUS) Act 2025 — which only applies to Peninsular Malaysia and Labuan for now — is a direct outcome of this local-federal power balance. 'At first, the law was meant for the whole country. But the Cabinet amended it after listening to Sabah and Sarawak — both led by local coalitions. That's the power of inter-governmental negotiation, not intra-party compromise,' he said. Armizan said this outcome was only possible because the current Federal Government, led by Pakatan Harapan, was willing to uphold the constitutional recognition of Sabah and Sarawak's special position under the Federal Constitution and the Malaysia Agreement 1963 (MA63). 'This is why it's important that the core of the Federal Government remains national, while the core of the state government stays local. It creates the right platform for state-level interests to be defended through formal government-to-government engagement,' he said. He contrasted this with the Territorial Sea Act (TSA) 2012, which limits state control of territorial waters to just three nautical miles — legislation passed when both federal and state governments were dominated by the same national party. 'Some of the loudest critics of the TSA today were in government when it was passed. They were ministers, MPs — and they said nothing then,' he said. Armizan noted that almost all Sabah MPs in 2012 belonged to national parties and were bound by centralised coalition decisions, leaving them little room to dissent or represent Sabah's unique position. 'These are historical records — party and leader decisions — that cannot be erased,' he said. While Sabah does not reject national parties — with Pakatan Harapan representatives also serving in the state government — Armizan stressed that local parties must remain the foundation. 'It's about making sure Sabah's priorities stay front and centre, always discussed government to government, not party to party,' he added.

Deputy minister 'drops' 2 bags to ensure student can pack well for further studies
KOTA KINABALU: When Deputy Higher Education Minister Datuk Mustapha Sakmud visited Muhd Iqram Hakimi Mohd's house, a freshman who is about to further his studies at a college in Melaka, he brought along two brand new blue suitcases. "We don't want a repeat of what happened last year, where a university student in Sabah went viral for bringing a gunny sack during enrolment. "That's why we're giving these suitcases to Iqram. I'm proud that he's willing to pursue his studies far from home, taking up geomatics at Merlimau Polytechnic in Melaka," he said, while handing over the offer letter to the 18-year-old at Kampung Warisan near here. In October last year, Rafida Saiddin, a 19-year-old student at Universiti Malaysia Sabah (UMS), drew public attention on registration day when she arrived at the varsity with a gunny sack. Her stunt then caught the attention of Education Minister Fadhlina Sidek and Mustapha. Rafida later explained that using a gunny sack was a practical decision for her — not an indication of financial hardship — as UMS allowed students to bring only two pieces of luggage. Mustapha, who is also the Sepanggar member of parliament, also presented donations for B40 students and a monetary contribution from his parliamentary allocation to support Iqram's journey into tertiary education. "This shows how committed the government is. Students don't need to apply, and in some cases, even the parents may not be aware. "But we identify eligible students based on their household income, and if they qualify, we provide the JPA B40 scholarship in collaboration with the Public Service Department. "I don't want any of our children to miss out on their education just because of poverty. As a ministry, and with the help of our agencies, we are committed to supporting these students, so they are not burdened after receiving their offer letters." Besides Iqram, Mustapha also personally extended assistance to several other students in Sepanggar. A total of 1,102 students from the Sepanggar constituency had received offers to further their studies at public universities, polytechnics and community colleges via the UPU Online system. Iqram said he was informed about the assistance two days ago and felt relieved that he would not have to burden his parents to pursue his dream of becoming a land surveyor. "Without this aid, I would have had to rely entirely on my mother, who works at a local company, and my father, who is a contract labourer," said the eldest of two siblings, adding that both his parents earned minimum wage.

PH Sabah to present joint manifesto ahead of state election

KOTA KINABALU (July 5): Pakatan Harapan (PH) component parties in Sabah will be releasing a joint manifesto ahead of the upcoming state election, said Parti Keadilan Rakyat (PKR) Sabah chief Datuk Ts Mustapha Sakmud. He said PKR is currently drafting its manifesto, which will be unveiled alongside those of the other three Sabah PH components — United Progressive Kinabalu Organisation (Upko), National Trust Party (Amanah) and Democratic Action Party (DAP). 'The manifesto will highlight issues close to the hearts of Sabahans, particularly the state's 40 percent revenue entitlement under the Malaysia Agreement 1963 (MA63),' said Mustapha. He added that PKR will also propose a guideline formula to ensure fair distribution of key positions, such as village heads and appointments in government-linked companies (GLCs), based on each party's strength within the coalition. 'This is to prevent dissatisfaction and to ensure equitable representation,' he told reporters after presenting an institute for higher education offer letter to a student at Kampung Warisan on Saturday. He added that the proposed appointment system would be included in the joint manifesto. On a separate note, Mustapha expressed confidence in the continued strong support for PKR president and Prime Minister Datuk Seri Anwar Ibrahim, especially in Sabah, where Anwar enjoys a high approval rating. Addressing recent internal criticisms, particularly regarding the appointment of Nurul Izzah Anwar as PKR deputy president, Mustapha acknowledged the dissatisfaction voiced by some quarters. 'Some may not be happy with the party elections, but as a leader, I believe our members are beginning to understand that the focus should be on the party's direction and unity— not individuals,' he said.
