Although many government employees are awaiting 8th Pay commission formation, there is an update on 7th Pay commission DA hike. According to media reports, the final hike in Dearness Allowance (DA) and Dearness Relief (DR) for July 2025 is expected to be announced soon. This revision will be effective from July and is likely to be credited into bank accounts by October just ahead of the festive season. 7th Pay Commission Salary Hike
Around 1 crore beneficiaries including 33 lakh employees and 66 lakh pensioners are eagerly awaiting this final revision under the 7th Central Pay Commission (CPC). The 7th CPC was implemented in January 2016 and is set to conclude in December 2025. In March this year, the government had raised DA by 2%, taking it from 53% to 55% of basic salary, effective January 2025. The primary purpose of these adjustments is to offset the impact of inflation, making DA a critical component of government employees' salaries.
After this final DA hike, focus will shift to the 8th Pay Commission, which is expected to come into force from January 2026. Typically, when a new pay commission is implemented, the DA is reset to zero because the inflation index baseline changes. For example, before the implementation of the 7th CPC in 2016, DA had reached 125% of basic pay.
According to Ambit Capital, if the DA reaches 60% before the 7th CPC ends, the new pay structure can give a salary increase of around 14%. However, this would be the slowest growth compared to the last four pay commissions. What Can Employees Expect?
DA hikes are calculated based on the Consumer Price Index for Industrial Workers (CPI-IW), which tracks monthly retail price changes in a fixed basket of goods and services.
The formula used under the 7th Pay Commission is:
DA (%) = [{12-month average of AICPI-IW (base year 2001) – 261.42} / 261.42] x 100
In March 2025, the government raised DA by 2%, bringing it to 55%, effective from January 2025. These revisions are designed to ease the inflationary burden on employees, making DA a vital part of their compensation.

According to media reports, citing sources, the Narendra Modi government is likely to announce the DA hike by August 15, but the benefits will be retrospectively implemented from the month of July. Over 5o lakh central government employees and 62 lakh pensioners are eagerly awaiting the implementation of the 8th Pay Commission as well as Dearness Allowance (DA) hike under the current 7th Pay Commission, which will cease to be in force on December 31, 2025. How much DA hike can employees expect? The DA hike will depend on the All India Consumer Price Index (AICPI-IW), which increased by by 0.5 points to 144 in May 2025. The index has increased for three consecutive months, from 143 in March, 143.5 in April and 144 in May. Considering this trend, its likely that dearness allowance could increase from 3-4 percent from July. The final DA hike will be determined by June 2025 AICPI-IW data, which will be released in August. In case of a 3 percent increase, the DA will be hiked to 58%, from the current 55%, while a 4 percent hike would mean a 59% DA for central government employees. DA is reviewed twice a year, and adjusted according to inflation based on the Consumer Price Index (CPI). When will 8th Pay Commission be implemented? Going by the implementation of previous pay commissions, it usually takes about 18 to 24 months for the government to implement the recommendations. Thus, its unlikely that 8th Pay Commission would be implemented before mid-2027. Currently, 7th Pay Commission recommendations are in force, and will remain so till December 2025. A new pay commission is constituted every 10 years which tenders suggestions for revision of salary and pension of central government employees and pensioners in wake of the prevailing economic scenario in the country. The 8th Pay Commission was announced by the Union government in January this year.

Level-6 (Grade Pay-4200) employees currently have a basic salary of Rs 35,400, here's how much increment they can expect after factoring in the fitment factor, allowances and deductions. How much salary will Level-6 employees get after 8th CPC? Akin to previous pay commission, the key to finding out your future salary is the fitment factor, which was 2.57 in the 7th Pay Commission, and based on estimates, will 1.92 for the 8th Pay Commission. Based on the fitment factor, the new basic pay for Level 6 central employees will be Rs 67,968, (current basic pay Rs 35,400 x 1.92 = Rs 67,968). So the basic pay of Level 6 employees will increase to nearly Rs 68,000, and various allowances will be added which will us the net monthly salary for this pay scale. Dearness Allowance (DA) will be reset to zero after the 8th Pay Commission is implemented as old inflation is adjusted in the basic pay itself, while House Rent Allowance (HRA) will be given to employees based on the cities, towns they reside in. For X-category cities like Delhi and Mumbai, employees can expect up to 30% HRA of the new basic pay, while Travel Allowance (TA) for major cities will be Rs 3,600, based on the current calculations. What will be the net salary? Based on the above calculations and basic pay of Rs 67,968, the monthly gross salary of Level-6 employees will be Rs 91,958, after adding Rs 20,390 HRA and Rs 3,600 TA. However, the in-hand salary of net monthly salary will not be same and can only be calculated after factoring in the deductions. NPS deduction equals 10% of your basic pay + DA, which translated to Rs 6,797 for Level 6 employees, while the estimated CGHS Deduction will be Rs 450, so your estimated net salary will be Rs 84,711 per month (Rs 91,958 – Rs 7,247). When will 8th Pay Commission be implemented? If we go by the implementation of previous pay commissions, it usually takes about 18 to 24 months for the government to implement the recommendations.
