ERBIL, Kurdistan Region - Sabah Barzanji, a former lawmaker from the Kurdistan Justice Group (Komal) and a prominent religious figure, was released on Sunday after being arrested the night before in Sulaimani.
'Dr. Sabah Barzanji was released at noon today,' a source from Sulaimani security forces told Rudaw on condition of anonymity.
Abdulsattar Majid, a Kurdistan parliament lawmaker and member of Komal's Supreme Council, also confirmed the release, saying, 'It is true, and we have also been informed of Dr. Sabah's release.'
Shwan Raber, another senior figure from Komal, had told Rudaw earlier in the day, 'We were told he would be released today.'
Barzanji served in the Kurdistan parliament's third term and is currently a university professor and senior Komal member.
No official reason has been announced for the arrest. Majid said, 'No official explanation has been given to us.' Two other senior officials from the group similarly said, 'So far, the reason has not been clarified for us.'
Sulaimani police spokesperson Sarkawt Ahmed said earlier Sunday that authorities were not aware of the arrest and that 'he was not arrested by us.'
In early July, the Erbil Investigative Court issued an arrest warrant for Ahmed Haji Rashid, another former Komal lawmaker. The warrant was sent to a Sulaimani court for implementation, but the reason was not made public. Rashid, however, has been charged under Article 226 of the Iraqi Penal Code, which criminalizes insulting government institutions. He has been openly critical of the Kurdistan Regional Government (KRG).
In late June, ahead of planned protests over unpaid public salaries, security forces in Sulaimani arrested a number of opposition lawmakers and journalists. At the time, Sulaimani's Asayish said the arrests were meant to thwart 'a plan by some troublemakers who intended to exploit the demonstrations… to disrupt peace and stability.'
The Asayish added that while some of those detained were unaware of the plan, the arrests were carried out 'to protect their lives, as well as those of other protestors and dissatisfied citizens,' and issued an apology.

'This step is contrary to Article 140 of the constitution,' lawmaker Karwan Yarwais from the Patriotic Union of Kurdistan (PUK) told Rudaw. 'The administrative boundaries of disputed areas should not be altered while the phases of normalization and referendum for their reunification remain pending.' Yarwais described the move as unconstitutional in a memo sent to Rashid, calling on him to reverse the Diyala governor's July 16 order to upgrade Qaratapa. The decision would also administratively attach Jabara, Koks, and Kulajo to the new district. The Iraqi planning ministry announced in early July that Minister Mohammed Ali Tamim had approved the elevation following a vote by the Diyala Provincial Council. The change prompted strong backlash from Kurds, who see the move as an attempt to alter the demographics of the disputed province and wrest control from Kurds. However, Diyala's Provincial Council on Tuesday formally requested the planning ministry to suspend the elevation process, council member Aws al-Mahdawi, the only PUK representative, told Rudaw. He cited Qaratapa's population being below the required threshold and emphasized the area's disputed status under Article 140. Additionally, Koks subdistrict is under the control of the Kurdistan Regional Government (KRG) and not Diyala province, which is under federal control. As such, Mahdawi stressed that its inclusion in the plan is 'illegal.' Yarwais warned that the governor's decision lacks a constitutional basis and violates Article 110, which he says reserves the power to alter administrative boundaries of high-level units to the federal government. 'The governor's decision was not based on any federal constitutional approval or law issued by parliament,' his memo to President Rashid stated. 'Therefore, we request Your Excellency to immediately intervene and issue the necessary guidance to reverse this decision.' Following the fall of Saddam Hussein's regime, Iraq adopted Article 140 of the constitution to reverse the Baath-era policy of Arabization in disputed Kurdish-populated areas like Qaratapa. Kurdish officials say the article's incomplete implementation has left these regions vulnerable to renewed attempts at demographic change. The article calls for normalization steps in the disputed areas, including the return of lands and properties to their original owners.

The project team told Rudaw English on Monday that they plan to expand this number to one million in the coming months. "The KRG is pleased to announce that more than 800,000 public sector beneficiaries have now registered for MyAccount. This marks a major step toward the KRG's target of banking over one million people through licensed and regulated banks," said the KRG in a statement sent to Rudaw English. The MyAccount project, announced in 2023 by Prime Minister Masrour Barzani, is part of a government initiative to digitize salaries and improve the salary disbursement process. It also enables public employees to receive payments directly through the banking system. The lion's share of public sector employees registered with the initiative are in Erbil province, with nearly 400,000, followed by Sulaimani and Duhok, respectively. The KRG stressed that the program is 'being implemented in full coordination with the Central Bank of Iraq, with several partner banks now onboard.' In Sulaimani, many have preferred Tawtin over MyAccount, citing skepticism about the KRG's ability to transfer federal funds received from Baghdad. 'This month, more than 400,000 beneficiaries will receive their salaries electronically through a growing network of over 400 ATMs across the Kurdistan Region, including thousands of pensioners in a pilot phase,' the KRG stated. As part of the latest deal between Baghdad and Erbil over financial disputes earlier this month, the salary domiciliation process in the Kurdistan Region must be completed 'within three months.'
