NASCAR updates rule book to protect 23XI and FRM entries
23XI and Front Row Motorsports lost their charters after their suit against the NASCAR charter system earlier this year. A US district judge denied them a restraining order last week, leaving the teams reliant on qualifying for each individual race.
However, the judge left the door open, saying if either team were in danger of missing a race due to field size, they could reapply for a temporary restraining order (TRO) as that could fit the definition of "irreparable harm" needed for a TRO, which would give the teams their charters back.
"NASCAR, at its sole discretion, may elect to limit the number of entries for a race to 40. In such instances, open teams will be determined based on team owner points standings," the rule reads.
Another update to the rule book states: "Up to six open teams will be eligible for starting grid positions based on the highest ranked team owner points standings."
The two teams competed as open entries in the Cup Series last weekend at Dover Motor Speedway, with 23XI co-owner Denny Hamlin winning the AutoTrader EchoPark Automotive 400.
Hamlin announced to reporters at Dover that "all will be exposed" when the parties' trial is scheduled to begin on December 1.
"All I can tell you, and this will be my blanket answer for all questions about this, is that if you want answers and you want to understand why this is all happening, come December 1, you'll get the answer you're looking for," Hamlin said.
"All will be exposed."

Nascar to hold street race at San Diego naval base
Nascar announced on Wednesday it will hold events at Naval Base Coronado in San Diego next year, marking its first-ever racing events at an active military base. The street races will be held from June 19-21 2026, culminating with the Cup Series race. The races coincide with the 250th anniversary of the US Navy. 'It'll be a blend of traditional street racing in a way where we'll be winding our ways through some of the streets on the base,' said Nascar executive vice-president Ben Kennedy. 'They'll be going past [aircraft] carriers. They'll eventually go out onto the tarmac, probably by some military aircraft, maybe a couple of F-18s out there, and then back towards the entrance to the base.' The races will mark Nascar's return to Southern California for the first time since February 2024. The series ran the Clash at the Coliseum from 2022-24 in Los Angeles. Nascar held events at California Speedway in Fontana from 1997 until 2023.

Denny Hamlin picks up Cup Series-high fourth win of year at Dover
Dover Motor Speedway used to be Denny Hamlin's worst track, but that's not the case any more. Hamlin waited out a one-hour red-flag delay, won three restarts on older tyres inside of 10 laps to go, and took the overtime checkers in Sunday's rain-interrupted AutoTrader EchoPark Automotive 400 in Dover, Delaware. In the second overtime, Hamlin lined up beside Joe Gibbs Racing teammate Chase Briscoe, who was on much fresher tyres. The Toyotas made contact coming to the white, allowing Hamlin's No 11 to nose ahead and beat the No 19 by 0.310 seconds for his series-leading fourth victory. Hamlin, who led 67 of the 407 laps, also fended off teammate Christopher Bell and Kyle Larson in late restarts — in regulation with eight laps left and the first overtime, respectively — to help him repeat at Dover and give Toyota its third straight win there. 'Winning here in Dover is super special to me,' said Hamlin, who last pitted for tyres on lap 326. 'This is a place I've not been very good at in the first half of my career. To have back-to-back [wins] over the last few years is amazing. 'I just studied some of the greats here. I was very fortunate to have Martin Truex [Jr.] as a teammate ... [and] watch Jimmie Johnson. You learn from the greats.' It was Hamlin's third career win at the Delaware track and his 58th overall victory in the Cup Series. 'We've still got a lot left,' he said. Briscoe wanted to make sure a JGR car won but said he did everything he could running below Hamlin.
