India to develop Deepwater Exploration and Production (E&P) ecosystem with Norway

NEW DELHI: Petroleum Minister Hardeep Singh Puri on Monday announced that India plans to develop a comprehensive ecosystem for deepwater Exploration and Production (E&P) technologies as it prepares to explore over 2.5 lakh sq km under the Open Acreage Licensing Policy (OALP) Round 10. The tenth round of OALP is set to be one of the largest offshore exploration bidding rounds globally.
The announcement came following the Minister's visit to the Northern Lights CO₂ Terminal in Bergen, Norway. The facility, funded by the Norwegian government and operated in partnership with Equinor, Shell, and TotalEnergies, is the largest carbon storage project of its kind.
Deepwater Exploration and Production (E&P) technologies is the advanced methods, tools, and systems used to locate, drill, extract, and process oil and natural gas from reservoirs located deep beneath the ocean floor—typically at depths greater than 500 meters (1,640 feet).
The Northern Lights project can store up to 100 million tonnes of carbon dioxide. It features a flexible infrastructure that enables the transport of CO₂ from capture sites by ship to a terminal in western Norway, where it is temporarily stored before being piped 110 km offshore and injected 2,600 metres below the seabed for safe and permanent storage.

New Delhi: While active government intervention has contained spillover to domestic oil prices, policymakers need to be vigilant and cautious of the direct and indirect impact of the evolving global crude price dynamics through continuous assessment, given India's increasing dependence on crude oil imports, the Reserve Bank of India (RBI) has stressed. In this regard, government policies would play a pivotal role in containing the impact, said the RBI in a paper titled 'Revisiting the Oil Price and Inflation Nexus in India' in its latest Bulletin. 'Specifically, reducing crude oil dependence by promoting alternate non-fossil energy usage and regional free trade agreements and bilateral treaties with major oil exporters could be explored for oil imports at favourable prices,' the paper emphasised. In recent years, India's net import demand for crude oil has remained strong, fuelled by consumption growth and robust economic activity. Oil prices and their inflationary impact is a key metric that sensitise monetary policy formulation in economies vulnerable to oil price shocks, particularly net oil importers, where rising oil prices can significantly dampen economic growth and stoke inflation pressures. 'The direct impact of international crude oil price changes to domestic petrol and diesel inflation, and indirectly through transportation and input costs, is evident in the post-deregulation period albeit at a subdued level as government intervention by taxes, cess and regulation of oil marketing companies has often muted the impact,' the RBI paper noted. The results of the empirical analysis suggest that a 10 per cent increase in international crude oil prices could raise India's headline inflation by around 20 basis points on a contemporaneous basis. 'Although the pass-through to retail prices has remained contained with active government intervention, increasing dependence on crude oil imports may have inflationary consequences in the long run, warranting constant vigilance and careful monitoring of its potential impact,' said the RBI paper. Meanwhile, India is taking steady, confident steps towards oil self-sufficiency and under Prime Minister Narendra Modi's leadership, the country is securing its energy future, step by step, Petroleum Minister Hardeep Singh Puri said recently. While 1 million square km offshore area is now open for oilfield exploration, 99 per cent of 'No-Go' areas have been cleared. The oil and gas blocks being offered under the Open Acreage Licensing Programme (OALP) have already garnered attention from global and domestic energy players, and Round X is expected to set new benchmarks for participation and investment.

New Delhi: An explorer will be entitled to compensation if the government takes away its assets or contractual rights under an oilfield agreement, according to a draft contract proposed by the oil ministry. The move aims to address international energy companies' long standing demand for protection against expropriation. "If any measure or series of measures taken by the government or the state government substantially or permanently deprives the contractor of the ownership of any assets being utilised for mineral oil operations, or of its rights under the lease or this contract, the contractor shall be entitled to compensation," the draft contract states. The compensation will be equivalent to "all costs and expenditures incurred in respect of mineral oil operations, up to that point relating to such asset or rights deprived," per the draft. However, compensation will not be paid if the company hasn't submitted a field development plan for the specific field, or if the government action was prompted by the need to protect its own rights or legitimate public interests. Energy giant ExxonMobil has for years demanded that exploration contracts provide a legal shield against government moves to expropriate assets. Without using the term 'expropriation', the draft contract attempts to address concerns like those raised by Exxon by including a provision for compensation, an official said. An Exxon India executive previously told ET that its demand for protection against expropriation was "rooted in experience," citing how it faced expropriation after a change in government in Venezuela in the past. The government is reworking the Model Revenue Sharing Contract (MSRC) to attract large foreign oil companies , which have largely stayed away from India's exploration licensing rounds under the Open Acreage Licensing Policy introduced eight years ago. Scarce exploration success and maturing fields have led to falling output and rising dependence on oil and gas imports. Globally, capital allocation for exploration has been shrinking and is being increasingly directed toward regions offering the best returns and stronger investment protection. Lower oil prices are also making it harder for multinationals to commit capital to countries like India, which are not known for abundant petroleum resources.
