
Telangana HC issues notices to 76 respondents, including IPS, IAS officers, in Bhoodan land transactions plea
After hearing contentions of petitioner Birla Mallesh's counsel L. Ravichander, the judge observed that prima facie the lands under survey numbers 181, 182, 194, and 195 of Nagaram village appear to be vested with the Bhoodan Board as per Section 14 of Bhoodan Act. In the backdrop of serious allegations made against the persons in high positions, the judge directed the Ranga Reddy district collector and sub-registrars of Maheshwaram and L.B. Nagar to forthwith include the said lands in the list of prohibited properties.
'The respondents are further directed not to change, alter, or alienate the said lands in any manner until further orders,' the judge ordered. Justice Bhaskar Reddy also said that the petitioner should not be permitted to withdraw the writ petition in view of the 'serious allegations made against the senior public officials and as public interest is involved'.
Top officials who were among the respondents to receive notices in the case are Navin Mittal IAS, D. Amoy Kumar IAS, S. Harish IAS, Ravi Gupta IPS, Mahesh Muralidhar Bhagwat IPS, T. Srinivas Rao IPS, Sowmya Mishra IPS, Swati Lakra IPS and Tarun Joshi IPS. Names of spouses of some top officials also figured in the list of respondents.
The judge observed that as per Bhoodan Act, the Bhoodan Board may allot such lands to landless persons willing and able to cultivate the land. The same can be allowed to the government or local bodies for community purposes or housing for poor and weaker sections. Those who get the land allotted can acquire rights that are prescribed under rule 9 of Bhoodan Rules. These land allotments are heritable but cannot be alienated, the judge said in the interim direction.
The petitioner alleged that the respondents, by abusing their official positions and in collusion with Revenue officials, have managed to get their names mutated in the revenue records and have obtained pattadar passbooks. The petitioner sought protection under the Whistle Blowers Protection Act-2014. The matter was posted to June 12 for next hearing.

According to the party, the number of liquor outlets was reduced from 4,380 to 2,934, while 43,000 illegal belt shops and 4,380 permit rooms were shut down. Reforms such as mandatory electronic payments and tax streamlining were introduced to curb cash-based corruption. No new distilleries were licensed during the period, the party said, and state revenues reportedly increased from Rs 16,912 crore in 2018–19 to Rs 24,760 crore in 2023–24. A retired police officer was said to have been detained illegally, and Head Constable N Madan Reddy was allegedly physically assaulted to extract a confession. The High Court has now ordered court-supervised investigations. 'The SIT has become a political weapon. This isn't justice, it's persecution,' said Subba Reddy. Notices to officials over wage board appointments A bench of the Telangana High Court on Wednesday issued notices to top officials, including the chief secretary, principal secretary (Labour & Employment), Commissioner of Labour and two members of the Telangana State Wage Advisory Board, seeking their response within four weeks to alleged irregular appointments to the Board. The bench, comprising Chief Justice Aparesh Kumar Singh and Justice P Sam Koshy, issued the notices during the scrutiny stage of a PIL filed by trade union activist Ganji Srinivas, who also serves as the general secretary of a labour union, seeking suspension of two GO — one issued on March 15, 2024 appointing B Janak Prasad as the Board chairman and another on December 12, 2024, appointing S Narasimha Reddy as a member. Interim relief to Discoms in power supply shortfall case A bench of Telangana High Court on Thursday granted interim relief to the TSSPDCL and TSNPDCL in a case related to payment of compensation for shortfall in power supply. The bench, comprising Chief Justice Aparesh Kumar Singh and Justice P Sam Koshy, stayed the orders issued by the CERC, which had directed the two Discoms to pay Rs 179 crore for additional electricity supplied to the grid to compensate for power shortfalls. The court will hear further arguments after three weeks. Challenging the CERC directive, the Discoms filed a petition, arguing that the regulatory body has no authority to levy such charges. They contended that CERC's order to recover Rs 179 crore for compensating grid imbalances is outside its jurisdiction.
