Net zero less likely to bring down energy bills, warns auditor
KPMG said it will become 'harder to argue' that the switch to renewables can lower bills in the near-term if such trends continue.
Annual household energy bills will fall by 7pc on average from July 1 after Ofgem committed to lowering its price cap to £1,720, largely as a result of the seasonal reduction in the demand for gas, which sent prices lower.
It means that the cost of subsidies offered to renewable generators – which are funded by taxes on bills – are becoming an increasing proportion of the cost of household energy.
Such levies now account for up to 25pc of energy bills, according to Dieter Helm, professor of energy economics at Oxford University.
Simon Virley, the head of energy at KPMG UK, said:'Today's decrease in the energy price cap is the result of falling gas prices and will bring costs back to where they were at the end of last year. This is good news for households still struggling with the cost of living.
'But with upward pressures on the cost of renewables, due to supply chain and other constraints, and if gas prices continue to fall, it will be harder to argue that switching from gas to renewables will help bring energy bills down in the near-term.'
Mr Virley's comments reflect the recent turmoil in the renewables industry caused by Danish developer Orsted, which decided to abandon its massive Hornsea 4 wind farm project off the coast of Yorkshire due to rising costs.
Orsted won the contract for Hornsea 4 only last year with a guaranteed minimum price of £85 per megawatt hour, which was higher than any other recent award.
The renewables sector has been hit hard by inflation, including rising costs for steel and for the ships, cables and other equipment needed to build offshore wind farms.
Mr Virley said that in the longer term the shift to renewables still made sense 'to remove our dependence on volatile global fossil fuel markets'.
Other analysts say the shift to renewables, and the levies that support them, is costing consumers too much.
A separate report, issued last week by Watt-Logic energy consultancy, found that green levies added £18bn to bills last year, a sum that will reach £20bn by 2030.
Analyst Kathryn Porter said: 'My analysis indicates that had Britain continued with its legacy gas-based power system in the period since 2006, consumers would have been almost £220bn better off, even taking into account the impact of the gas crisis.'
At the centre of such debates is the ever-changing price of natural gas. Its price is set partly by trading at the so-called TTF Hub in the Netherlands – a virtual point in the pipeline network where gas is bought and sold.
In 2021, TTF prices – the benchmark for Europe – were hovering around €20 (£17). They soared to €340 at the peak of the energy crisis caused by the Ukraine invasion and have since fallen back sharply.
Memories of this huge but short-lived rise – and the huge costs it imposed on personal and public finances – have fuelled the continuing political pressure for an accelerated shift to renewables.
Over the last year gas prices have hovered between €31 and €58 – much lower than 2022 but not back to 2021 levels. This remains important for power bills because about a third of UK electricity is generated by gas-fired power stations.
However power bills contain several other components besides gas costs. Other factors include network costs – covering transmission infrastructure – and green levies.
As the amount of renewables on the network has grown so the size of those green levies has increased – both in cost and as a proportion of bills.
This trend is set to continue, directly linked to the growing number of wind and solar farms added to the system.
Ed Miliband, the Energy Secretary, repeated his calls to replace gas with renewables.
He said: 'The fall in energy bills is welcome news for families across the country and will mean that working people keep more of their money in the coming months.
'But the only way we get long-term energy security is through our mission for cheap, clean home-grown power.

Trump, EU's von der Leyen to meet on Sunday to try to clinch a trade deal
European Commission President Ursula von der Leyen is set to meet U.S. President Donald Trump on Sunday to clinch a trade deal for Europe that would likely see a 15% baseline tariff on most EU goods, but end months of uncertainty for EU companies. U.S. and EU negotiators huddled in final talks on tariffs facing crucial sectors like cars, steel, aluminium and pharmaceuticals before the meeting, which is expected at 1530 GMT on Trump's golf course in Turnberry, western Scotland. U.S. Trade Representative Jamieson Greer and Commerce Secretary Howard Lutnick flew to Scotland on Saturday and EU Trade Commissioner Maros Sefcovic arrived on Sunday morning. Lutnick told "Fox News Sunday" that the EU needed to open its markets for more U.S. exports to convince Trump to reduce a threatened 30% tariff rate that is due to kick in on Aug. 1. "The question is, do they offer President Trump a good enough deal that is worth it for him to step off of the 30% tariffs that he set," Lutnick said, adding that the EU clearly wanted — and needed — to reach an agreement. A separate U.S. administration official was upbeat that a deal was possible. "We're cautiously optimistic that there will be a deal reached," the official said, speaking on condition of anonymity. "But it's not over till it's over." The EU deal would be a huge prize, given that the U.S. and EU are each other's largest trading partners by far and account for a third of global trade. Ambassadors of EU governments, on a weekend trip to Greenland organized by the Danish presidency of the EU, held a teleconference with EU Commission officials on Sunday to agree on the amount of leeway von der Leyen would have. In case there is no deal and the U.S. imposes 30% tariffs on Aug. 1, the EU has prepared counter-tariffs on 93 billion euros ($109 billion) of U.S. goods. EU diplomats have said a deal would likely include a broad 15% tariff on EU goods imported into the U.S., mirroring the U.S.-Japan trade deal, along with a 50% tariff on European steel and aluminium for which there could be export quotas. EU officials are hopeful that a 15% baseline tariff would also apply to cars, replacing the current 27.5% auto tariff. Some expect the 27-nation bloc may be able to secure exemptions from the 15% baseline tariff for its aerospace industry and for spirits, though probably not for wine. The EU could also pledge to buy more liquefied natural gas from the U.S., a long-standing offer, and boost investment in the United States. Trump told reporters there was "not a lot" of wiggle room on the 50% tariffs that the U.S. has on steel and aluminium imports, adding, "because if I do it for one, I have to do it for all." The U.S. president, in Scotland for a few days of golfing and bilateral meetings, told reporters upon his arrival on Friday evening that von der Leyen was a highly respected leader and he was looking forward to meeting with her. He said there was a 50-50 chance that the two sides could reach a framework trade pact, adding that Brussels wanted to "make a deal very badly." The EU now faces U.S. tariffs on more than 70% of its exports, with 50% on steel and aluminium, an extra 25% on cars and car parts on top of the existing 2.5% and a 10% levy on most other EU goods. EU officials have said a "no-deal" tariff rate of 30% would wipe out whole chunks of transatlantic commerce. A 15% tariff on most EU goods would remove uncertainty but would be seen by many in Europe as a poor outcome compared to the initial European ambition of a zero-for-zero tariff deal on all industrial goods. Seeking to learn from Japan, which secured a 15% baseline tariff with the U.S. in a deal earlier this week, EU negotiators spoke to their Japanese counterparts in preparation for Sunday's meeting. For Trump, aiming to reorder the global economy and reduce decades-old U.S. trade deficits, a deal with the EU would be the biggest trade agreement, surpassing the $550 billion deal with Japan. I sat in on an AI training session at KPMG. It was almost like being back at journalism school.
I joined an AI training session for KPMG interns at the firm's training center in Florida. The Big Four firm recommended their interns try out five prompting techniques. The session showed me that learning to use AI is more about using language well than tech skills. On a sweaty Monday morning in June, I joined 90 KPMG tax interns in an air-conditioned classroom in Florida. We were there for one reason: to learn how to use AI. We gathered at Lakehouse, KPMG's gleaming training facility in Lake Nona, Florida. I had been invited to spend two days at the facility as part of my ongoing reporting about AI and the consulting industry, and as the class had already started, I slipped in quietly and took a seat. Given that KPMG helps some of the world's biggest companies figure out how to use AI, I was curious to see how the consulting giant was teaching its own employees to use the technology. My biggest takeaway? Upskilling for the AI era can be surprisingly basic. The five ways of asking AI a question Four large screens — two on each wall— hung down from the ceiling in the classroom, and the 90 interns sat around circular tables in groups of six. Sherry Magee, a senior director at KPMG, told me during a tour of the property that the space was designed so there was no "front row of the classroom," which she said encourages participation. The training session was run by two KPMG employees. They opened with a question about the interns' use of AI:"Who just generally goes straight to it and just starts typing?" Pretty much everyone in the room raised a hand. One of the instructors explained that instead of chatting with AI, there were five prompting techniques they could use to adjust the model's response to get the "best, most relevant, and accurate output." The techniques are: They work best for different tasks, the instructors explained. For example, a "chain of thought" prompt can be useful to get AI to show its work. This "thinking aloud" approach is more transparent and can be useful for tax professionals who need to check the results for inaccuracies. "Flipped interaction" prompts could be used in a tax setting to prepare a client profile or to tailor advice. The instructor told the interns that asking AI to prompt them with questions can be helpful for "making you think of things you don't often think of yourself." Echoes from my journalism degree The two-hour training session covered the foundations of KPMG's AI tool for tax, the Digital Gateway. It also explained the concept of AI personas, introduced techniques to reduce hallucinations, and taught the interns KPMG's key ethical principles to apply when using AI. The interns were also taught how to provide AI tools with the right detail and tone for their target audience. I'm no tax expert, but I am a journalist — and what struck me during the session is how much these teachings echoed the ones I was taught in journalism school. The success of an interview hinges on the quality of the questions I ask the other person. As KPMG stressed in its training sessions, by thinking about how you communicate information to an AI, you can also get the most helpful outcome from said AI. "The more detail you give it, the more likely it is to predict the next thing correctly," explained the instructor. The intern training focused on admin-related examples of using AI, like drafting emails or creating slide decks. It wasn't the most complicated or advanced stuff, but the session I attended was for summer interns in the tax division, so I wasn't seeing how the firm's leading technicians tackle AI. More senior employees are using AI for industry research and preliminary audit memos, Becky Sproul, a KPMG audit partner, told me during an interview later that day. They're presenting AI with client documentation, auditing, and accounting standards, and asking it to write "a memo going through all the various attributes of the accounting standard," she said. That preliminary work can help get tax professionals "80% of the way there," Sproul said. The firm is also building AI agents where the "agent almost becomes like a team member," and is using engagement metrics to encourage employees to use AI, she said. The other Big Four firms — Deloitte, EY, and PwC — have also deployed agentic AI platforms this year, which they all present as being transformative for the workforce and productivity. Teaching methods The simple teaching methods used in the session were another reminder that while AI is complicated, learning how to use it doesn't have to be. The interns were learning about technology that is transforming workplaces, but they were still using large cardboard flipboards to share their ideas. The session had one extra reminder for workers in the AI age: Take a break from your screen. At one point, an employee from the Lakehouse's "stretch" team, its on-site gym, ran into the center of the room and announced he was there to lead them through a "wellness break," which entailed five minutes of stretching and breathwork accompanied by relaxing music. The interns stood up with bemused expressions, but soon the whole class was loosening up, which the instructor told them would help them stay focused. "This is what we signed up for, right?" I heard one intern joke as he lunged forward. Choosing to prioritize my reporting over a relaxing stretch, I didn't join in.

Scotland grants offshore consent for 100MW Salamander wind farm
The Scottish government has awarded Section 36 consent and associated marine licences to the 100MW Salamander wind farm in a significant step forward in its commitment to the floating offshore wind industry. The project is being jointly developed by Ørsted, the Simply Blue Group and Subsea7. The consent gives developers the go-ahead to construct and operate the floating array. Positioned 35km offshore Peterhead in northeast Scotland, the Salamander offshore wind farm will harness floating offshore wind technologies to generate zero-carbon electricity. The project, with an accompanying 100MW onshore battery system, will contribute to the Scottish government's target of 11GW of installed offshore wind as well as the UK government's target of 5GW of operational floating offshore wind by 2030. The endorsement from Marine Directorate Licensing and Operations (MD-LOT), along with contributions from stakeholders such as NatureScot, now sanctioned by Scottish ministers, strengthens local supply chains. Following the onshore planning permission in principle award for on-site works in March 2025, the latest consent assures that project timelines are maintained towards deployment before year-end 2030. The team will now focus on securing an option agreement with Crown Estate Scotland and subsequently aim to obtain a contract for difference (CfD) agreement. Project director Hugh Yendole stated: 'Coming hot on the heels of the onshore consent, this is yet another major achievement by the project team. While we worked proactively with MD-LOT to achieve offshore consent – including compensation plans - within the 12-month target window, the award within 15 months reflects our team's expertise, passion, commitment and seamless teamwork.' Salamander signed an exclusivity agreement in May 2023 as part of Crown Estate Scotland's innovation and targeted oil and gas (INTOG) leasing round. With a focus on floating supply chain development, the Salamander wind farm will enable the local supply chain to prepare for commercial-scale opportunities in Scotland. The project will de-risk floating wind technologies and integration with battery storage systems to address challenges such as grid balancing and co-located generation for future commercial projects in Scotland and beyond.
