
State-sponsored Islamophobia in France encourages violence
Unfortunately, virulent Islamophobia in France has not stopped at vandalism.
On May 31, Hichem Miraoui, a Tunisian national, was shot dead by his French neighbour in a village near the French Riviera; another Muslim man was also shot but survived. A month earlier, Aboubakar Cisse, a Malian national, was stabbed to death in a mosque in the town of La Grand-Combeby by a French citizen.
There has been a significant spike in Islamophobic acts in France – something the French authorities remain reluctant to publicly comment on. One report showed a 72 percent increase in such incidents between January and March 2025 compared with the same period in 2024.
There are various factors that have contributed to this, but central among them is the French state's own Islamophobic rhetoric and anti-Muslim policies.
The most recent iteration of this was the release of a report titled 'The Muslim Brotherhood and Political Islamism in France' by the French government. The document claims that the Muslim Brotherhood and 'political Islamism' are infiltrating French institutions and threatening social cohesion and names organisations and mosques as having links to the group.
The report came out just days before Miraoui was shot dead and two weeks after the French authorities raided the homes of several founding members of the Brussels-based Collective Against Islamophobia in Europe (CCIE) living in France.
State-promoted Islamophobia
With the rise of anti-Muslim attacks and discrimination in France, it is increasingly hard to believe that the obsession of the French state and government with what they call 'Islamist separatism' is not, in fact, inciting violence against the French Muslim population.
The idea that French Muslims are somehow threatening the French state through their identity expression has been championed by the French far right for decades. But it was in the late 2010s that it entered the mainstream by being embraced by centrist politicians and the media.
In 2018, French President Emmanuel Macron, who also embraced the term 'separatism', called for the creation of a 'French Islam', a euphemism for domesticating and controlling Muslim institutions to serve the interest of the French state. At the heart of this project stood the idea of preserving 'social cohesion', which effectively meant suppressing dissent.
In the following years, the French state started acting on its obsession with controlling Muslims with more and tougher policies. Between 2018 and 2020, it shut down 672 Muslim-run entities, including schools and mosques.
In November 2020, the French authorities forced the Collective Against Islamophobia in France (CCIF), a nonprofit organisation documenting Islamophobia, to dissolve; the organisation then reconstituted in Brussels. In December of that year, they targeted 76 mosques, accusing them of 'Islamist separatism' and threatening them with closure.
In 2021, the French Parliament passed the so-called anti-separatism law, which included a variety of measures to supposedly combat 'Islamist separatism'. Among them was an extension of the ban on religious symbols in the public sector, restrictions on home schooling and sports associations, new rules for organisations receiving state subsidies, more policing of places of worship, etc.
By January 2022, the French government reported that it had inspected more than 24,000 Muslim organisations and businesses, shut down more than 700 and seized 46 million euros ($54m) in assets.
The Muslim Brotherhood boogeyman
The report released in May, like many official statements and initiatives, was not aimed to clarify policy or ensure legal precision. It was supposed to politicise Muslim identity, delegitimise political dissent and facilitate a new wave of state attacks on the Muslim civil society.
The report names various Muslim organisations, accusing them of having links to the Muslim Brotherhood. It also argues that campaigning against Islamophobia is a tool of the organisation. According to the report, the Muslim Brotherhood uses anti-Islamophobia activism to discredit secular policies and portray the state as racist.
This framing is aimed to invalidate legitimate critiques of discriminatory laws and practices, and frames any public recognition of anti-Muslim racism as a covert Islamist agenda. The implication is clear: Muslim visibility and dissent are not just suspect — they are dangerous.
The report also dives into the Islamo-gauchisme or Islamo-leftism conspiracy theories – the idea that 'Islamists' and leftists have a strategic alliance. It claims that decolonial movement is challenneling Islamism and references the March Against Islamophobia of November 10, 2019, a mass mobilisation that drew participants from across the political spectrum, including the left.
The report that was commissioned under the hardline former Interior Minister and now Justice Minister Gerald Darmanin, who back in 2021 accused far-right leader Marine Le Pen of being 'too soft' on Islam.
All of this – the report, the legislation, the police raids and rhetorical attacks against the French Muslim community – follows the long French colonial tradition of seeking to rule over and control Muslim populations. The French political centre has had to embrace Islamophobia to contain its falling popularity. It may help with narrow electoral victories over the rising far right, but those will be short-lived. The more lasting impact will be a sigmatised, alienated Muslim community which will increasingly face state-incited violence and hatred.

UK, France and 23 other nations demand Israel's war on Gaza ‘must end now'
More than two dozen countries have called for an immediate end to the war on Gaza, saying that suffering there had 'reached new depths' in the latest sign of allies' sharpening language as Israel's international isolation deepens. The statement on Monday came after more than 21 months of fighting that have triggered catastrophic humanitarian conditions for Gaza's more than two million residents. Israeli allies the United Kingdom, France, Australia, Canada and 21 other countries, plus the European Union, said in a joint statement that the war 'must end now'. 'The suffering of civilians in Gaza has reached new depths,' the signatories added, urging a negotiated ceasefire, the release of captives held by Palestinian fighters and the free flow of much-needed aid. They condemned 'the drip feeding of aid and the inhumane killing of civilians, including children, seeking to meet their most basic needs of water and food'. The UN and the Gaza Health Ministry have recorded 875 people killed in Gaza while trying to get food since late May, when Israel began easing a more than two-month total blockade. 'The Israeli government's aid delivery model is dangerous, fuels instability and deprives Gazans of human dignity,' the countries said. 'The Israeli government's denial of essential humanitarian assistance to the civilian population is unacceptable. Israel must comply with its obligations under international humanitarian law.' Al Jazeera's Sonia Gallego, reporting from London, said that the statement was a significant escalation from Israel's allies over its war on Gaza. 'This also reflects a broader consensus beyond Europe,' she said. 'European nations have condemned the situation in Gaza, and now you have foreign ministries – such as Australia, New Zealand, Canada and Japan – that put their names in this statement,' our correspondent said. Call for immediate ceasefire The new joint statement called for an immediate ceasefire, saying countries are prepared to take action to support a political pathway to peace in the region. Israel and Hamas have been engaged in ceasefire talks, but there appears to be no breakthrough, and it is not clear whether any truce would bring the war to a lasting halt. Netanyahu has repeatedly asserted that expanding Israel's military operations in Gaza will pressure Hamas in negotiations. Speaking to Parliament, British Foreign Secretary David Lammy thanked the United States, Qatar and Egypt for their diplomatic efforts to try to end the war. 'There is no military solution,' Lammy said. 'The next ceasefire must be the last ceasefire.' Israel launched the war on Gaza after Hamas led an attack on southern Israel on October 7, 2023, killing at least 1,129 people and taking 251 others captive. Fifty captives remain in Gaza, but fewer than half are thought to be alive. Israel's military offensive has killed more than 59,000 Palestinians, according to Gaza's Health Ministry, mostly women and children.

Iran to hold nuclear talks with 3 European powers on Friday
Iran, France, Germany and the United Kingdom will hold nuclear talks in Istanbul following warnings by the three European countries that failure to resume negotiations would lead to international sanctions being reimposed on Tehran. The talks scheduled for Friday come after foreign ministers of the E3 nations, as those European countries are known, as well as the European Union's foreign policy chief, held their first call on Thursday with Iranian Minister of Foreign Affairs Abbas Araghchi since Israel and the United States attacked Iranian nuclear facilities a month ago. The three European countries, along with China and Russia, are the remaining parties to a 2015 nuclear deal reached with Iran, from which the US withdrew in 2018, that had lifted sanctions on the Middle Eastern country in return for restrictions on its nuclear programme. 'The meeting between Iran, Britain, France and Germany will take place at the deputy foreign minister level,' Iran's Ministry of Foreign Affairs spokesman, Esmaeil Baghaei, was quoted by Iranian state media as saying. The E3 have said they would restore United Nations sanctions on Tehran by the end of August if nuclear talks that were ongoing between Iran and the US, before Israel launched a surprise attack, do not resume or fail to produce concrete results. Iran has accused the US of complicity in the Israeli attack, which killed top Iranian military officials, nuclear scientists and hundreds of civilians. The US also launched strikes on three major Iranian nuclear sites, claiming to have 'obliterated' them. A ceasefire took effect on June 24. 'If EU/E3 want to have a role, they should act responsibly, and put aside the worn-out policies of threat and pressure, including the 'snap-back' for which they lack absolutely moral and legal ground,' Araghchi said last week. Before the Israel-Iran war, Tehran and Washington held five rounds of nuclear talks mediated by Oman but faced major stumbling blocks such as uranium enrichment in Iran, which Western powers want to bring down to zero to minimise any risk of weaponisation. Tehran maintains that its nuclear programme is solely meant for civilian purposes. Middle East assessments Also on Sunday, Russian President Vladimir Putin held a surprise meeting in the Kremlin with Ali Larijani, the top adviser to Iran's supreme leader on nuclear issues. Larijani 'conveyed assessments of the escalating situation in the Middle East and around the Iranian nuclear programme', Kremlin spokesman Dmitry Peskov said of the unannounced meeting. Putin expressed Russia's 'well-known positions on how to stabilise the situation in the region and on the political settlement of the Iranian nuclear programme', he added. Moscow has a cordial relationship with Iran's clerical leadership and provides crucial backing for Tehran, but it did not swing forcefully behind its partner even after the US joined Israel's bombing campaign.

Is the international community finally speaking up about Israel?
International public opinion continues to turn against Israel for its war on Gaza, with more governments slowly beginning to reflect those voices and increase their own condemnation of the country. In the last few weeks, Israeli government ministers have been sanctioned by several Western countries, with the United Kingdom, France and Canada issuing a joint statement condemning the 'intolerable' level of 'human suffering' in Gaza. Earlier this week, a number of countries from the Global South, 'The Hague Group', collectively agreed on a number of measures that they say will 'restrain Israel's assault on the Occupied Palestinian Territories'. Across the world, and in increasing numbers, the public, politicians and, following an Israeli strike on a Catholic church in Gaza, religious leaders are speaking out against Israel's killings in Gaza. So, are world powers getting any closer to putting enough pressure on Israel for it to stop? Here's what we know. According to its website, the Hague Group is a global bloc of states committed to 'coordinated legal and diplomatic measures' in defence of international law and solidarity with the people of Palestine. Made up of eight nations; South Africa, Bolivia, Colombia, Cuba, Honduras, Malaysia, Namibia and Senegal, the group has set itself the mission of upholding international law, and safeguarding the principles set out in the Charter of the United Nations, principally 'the responsibility of all nations to uphold the inalienable rights, including the right to self-determination, that it enshrines for all peoples'. Earlier this week, the Hague Group hosted a meeting of some 30 nations, including China, Spain and Qatar, in the Colombian capital of Bogota. Also attending the meeting was UN Special Rapporteur Francesca Albanese, who characterised the meeting as 'the most significant political development in the past 20 months'. Albanese was recently sanctioned by the United States for her criticism of its ally, Israel. At the end of the two-day meeting, 12 of the countries in attendance agreed to six measures to limit Israel's actions in Gaza. Included in those measures were blocks on supplying arms to Israel, a ban on ships transporting weapons and a review of public contracts for any possible links to companies benefiting from Israel's occupation of Palestine. More and more. On Wednesday, Slovenia barred far-right National Security Minister Itamar Ben-Gvir and ultranationalist Finance Minister Bezalel Smotrich from entering its territory after the wider European Union failed to agree on measures to address charges of widespread human rights abuses against Israel. Slovenia's ban on the two government ministers builds upon earlier sanctions imposed upon Smotrich and Ben-Gvir in June by Australia, Canada, New Zealand, UK and Norway over their 'incitement to violence'. The two men have been among the most vocal Israeli ministers in rejecting any compromise in negotiations with Palestinians, and pushing for the Jewish settlement of Gaza, as well as the increased building of illegal settlements in the occupied West Bank. In May, the UK, France, and Canada issued a joint statement describing Israel's escalation of its campaign against Gaza as 'wholly disproportionate' and promising 'concrete actions' against Israel if it did not halt its offensive. Later that month, the UK followed through on its warning, announcing sanctions on a handful of settler organisations and announcing a 'pause' in free trade negotiations with Israel. Also in May, Turkiye announced that it would block all trade with Israel until the humanitarian situation in Gaza was resolved. South Africa first launched a case for genocide against Israel at the International Court of Justice in late December 2023, and has since been supported by other countries, including Colombia, Chile, Spain, Ireland, and Turkiye. In January of 2024, the ICJ issued its provisional ruling, finding what it termed a 'plausible' case for genocide and instructing Israel to undertake emergency measures, including the provision of the aid that its government has effectively blocked since March of this year. Israel's bombing on Thursday of the Holy Family Church in Gaza City, killing three people, drew a rare rebuke from Israel's most stalwart ally, the United States. Following what was reported to be an 'angry' phone call from US President Trump after the bombing, Israeli Prime Minister Benjamin Netanyahu's office issued a statement expressing its 'deep regret' over the attack. To date, Israel has killed more than 58,000 people in Gaza, the majority women and children. Mass public protests against Israel's war on Gaza have continued around the world throughout its duration. And there are clear signs of growing anger over the brutality of the war and the toll it is taking on Palestinians in Gaza. In Western Europe, a survey carried out by the polling company YouGov in June found that net favourability towards Israel had reached its lowest ebb since tracking began. A similar poll produced by CNN this week found similar results among the American public, with only 23 percent of respondents agreeing Israel's actions in Gaza were fully justified, down from 50 percent in October 2023. Public anger has also found voice at high-profile public events, including music festivals such as Germany's Fusion Festival, Poland's Open'er Festival and the UK's Glastonbury festival, where both artists and their supporters used their platforms to denounce the war on Gaza. Protests against the war remain small but are growing, with organisations, such as Standing Together, bringing together Israeli and Palestinian activists to protest the war. There has also been a growing number of reservists refusing to show up for duty. In April, the Israeli magazine +972 reported that more than 100,000 reservists had refused to show up for duty, with open letters from within the military protesting the war growing in number since. Netanyahu's hard-right coalition has been pursuing its war on Gaza despite its domestic and international unpopularity for some time. The government's most recent proposal, that all of Gaza's population be confined into what it calls a 'humanitarian city', but has been likened to a concentration camp and has been taken by many of its critics as evidence that it no longer cares about either international law or global opinion. Internationally, despite its recent criticism of Israel for its bombing of Gaza's one Catholic church, US support for Israel remains resolute. For many in Israel, the continued support of the US, and President Donald Trump in particular, remains the one diplomatic absolute they can rely upon to weather whatever diplomatic storms their actions in Gaza may provoke. In addition to that support, which includes diplomatic guarantees through the use of the US veto in the United Nations Security Council and military support via its extensive arsenal, is the US use of sanctions against Israel's critics, such as the International Criminal Court, whose members were sanctioned in June after it issued an arrest warrant for Netanyahu and former Defence Minister Yoav Gallant on war crimes charges. That means, in the short term, Israel ultimately feels protected as long as it has US support. But as it becomes more of an international pariah, economic and diplomatic isolation may become more difficult to handle.
