FBR may allow import of 5-year-old used vehicles

ISLAMABAD: The Federal Board of Revenue (FBR) is considering a proposal to allow import of up to five years old and used vehicles in the coming budget (2025-26) to promote competition in auto industry.
Sources told Business Recorder that the proposal is to extend the current age limit on imported used vehicles from three years to five years across the board.
Presently, the government allows the import of used cars up to 3 years old and SUVs up to 5 years under special schemes. The new policy may standardize the age limit to five years for all vehicle categories.
Gwadar Port, GFZA: FBR allows duty, tax-free import of vehicles
In the last budget for 2024-25, a 15% RD was imposed on imported used cars exceeding 1,300cc.
The government is also examining the proposal to gradually phase out regulatory duties and slash tariffs on Completely Built-Up (CBU) vehicles to below 10 percent, with a broader goal of bringing auto-sector tariffs down to single digits within five years.
According to a tax expert, the FBR has already taken appropriate checks to control misuse of the import of old and used vehicles. The personnel baggage scheme, transfer of residence and gift scheme were reportedly misused on the import of old and used vehicles.
Under the law, the overseas Pakistanis are entitled to import vehicles under personnel baggage scheme, transfer of residence and gift scheme who have not imported, gifted or received a vehicle during the last two years under Import Policy Order (IPO), 2022.
The Board had clarified that customs department will not charge 18 percent sales tax on auction of serviceable old and used vehicles in case sales tax has been paid at the time of local or import stage. However, sales tax would be charged on auction of unserviceable/ condemned old and used vehicles from the bidders, irrespective of the fact that sales tax has already been paid on such imported or locally purchased vehicles, FBR added.

FY25: gold shines with robust 45% return in Pakistan

Gold, considered a hedge during times of uncertainty, gave 45% return to investors in Pakistan in the fiscal year 2024-25, when compared to its per tola rate on the last day of the FY2023-24. According to the All Pakistan Gems and Jewellers Sarafa Association (APGJSA), gold price per tola on June 30, 2025 stood at Rs350,200 in Pakistan, against Rs241,700 on June 29, 2024. 'The increase in gold prices in Pakistan was mainly in line with rise in international rates,' local trader Abdullah Abdul Razzak Chand told Business Recorder. As per data shared by the APGJSA, international rate of gold increased by $956 to reach $3,282 per ounce in FY25, against $2,326 per ounce it had stood at on the last day of FY24. Chand mentioned that geopolitical tensions largely contributed to the increase in international rate of gold. 'Investors moved to safe haven assets amid Russia-Ukraine war, Gaza crisis, Pakistan-India tensions, and Iran-Israel war in FY25,' he said. 'Rupee-dollar parity did not have a significant impact on gold prices in Pakistan.' Pakistan rupee ended the fiscal year 2024-25 at 283.76 level against the US dollar, down by 1.95% or Rs5.42 against 278.34 it had closed at on the last session of FY2023-24. However, with rising import demand in the country, analysts are seeing the rupee at 292-294 level against the dollar. 'If the rupee depreciates, gold prices will increase further along with other imports in Pakistan,' Chand envisaged. Meanwhile, the recent US-China trade deal on how to expedite rare earth shipments to the US has brought hopes of a slowdown in geopolitics in the fiscal year 2025-26. Citibank, US banking subsidiary of Citigroup that is a financial services multinational corporation, expects the price of gold to consolidate around $3,100 to $3,500 per ounce in the third quarter. 'We expect continued price consolidation … and highlight our view that we may have already seen the highs at $3,500/oz in late April as the gold market deficit is peaking soon if not already,' Citi said in the note.

Mari Energies completes tax compliance on 800% bonus shares

Mari Energies Limited, one of Pakistan's largest E&Ps, has completed the tax compliance process related to its 800% bonus share issuance, in line with directives from the Islamabad High Court. The listed company disclosed the development in its notice to the Pakistan Stock Exchange (PSX) on Tuesday. 'Pursuant to the Honourable Islamabad High Court order, Mari Energies Limited has successfully concluded the necessary measures for recovery and deposit of tax relating to the issuance of 800% bonus shares as required under the Income Tax Ordinance, 2001,' the company informed its stakeholders. The company implemented a mechanism to recover and deposit the applicable tax with the Federal Board of Revenue (FBR) by withholding and disposing of a portion of bonus shares from both filer and non-filer shareholders. As part of the tax recovery mechanism, Mari Energies initially retained 10% of the bonus shares for shareholders classified as filers, and 20% for non-filers, it said. 'Their retained shares were disposed of, and the proceeds were deposited with FBR and adjusted against the tax obligations of the relevant shareholders,' read the notice. Meanwhile, in instances where the retained shares were insufficient to satisfy the pertinent tax obligations, the company was authorised by the Court to retain additional shares under lien (10% for filers and 20% for non-filers) and recently authorised to dispose of the shares under lien to the extent of the tax liability. 'Accordingly, lien-marked bonus shares belonging to shareholders who did not fulfil their tax payment obligations have been proportionately disposed of to satisfy their individual tax liabilities,' MARI said. The company informed that a uniform weighted average sale price was applied across all such transactions. It added that these supplementary disposals amounted to approximately 0.38% of the total bonus issue for filers and about 0.76% for non-filers. 'The proceeds from these transactions, representing the recovered tax, are being deposited with the FBR.' Meanwhile, the remaining bonus shares have been credited to the respective shareholders' accounts with the Central Depository Company (CDC), it said. Mari Energies is the country's second-largest producer of natural gas. It is an integrated oil and gas E&P company with an exploration success rate of around 70%, which is significantly higher than the industry averages of approximately 30% nationally and 14% internationally. The company operates Pakistan's largest gas reservoir at Mari Gas Field, Daharki, Sindh.
