DU teachers ask UGC to extend deadline for submission of documents for OBC (NCL) applicants

The Hindu5 days ago

A group of Delhi University teachers have written to University Grants Commission (UGC) chairperson Vineet Joshi seeking directions to the university administration to extend the deadline for submission of documents by applicants, particularly for applicants from the Other Backward Classes (Non-Creamy Layer), for undergraduate programmes by 15-20 days.
In their letter on Sunday, the teachers said that many OBC (NCL) applicants had approached them saying they are facing issues in renewing their certificates and are apprehensive about missing the application deadline.
As in the previous years, the DU administration has in its recent admission bulletin directed OBC (NCL) candidates to submit their families' income certificates issued after March 31, before the end of the first phase of admissions, the deadline for which is yet to be declared.
One of the signatories, Anand Prakash, executive member of Delhi University Teachers' Association (DUTA) and former member of the Delhi government's Commission for Other Backward Classes, said, 'Many students have reached out to us saying that they need more time to submit their certificates.'
A university official said that the applicants are given 'ample time' to submit their forms. 'We follow the guidelines laid down by the DoPT (Department of Personnel and Training). The updated certificates are required in order to determine whether the candidates are eligible,' the official said.
The letter, which was submitted by Mr. Prakash, along with Ashok Kumar, former DUTA executive member, Ram Kishore Yadav, member, Academic Council, and Sarvendra Kumar, former member of the Delhi government's OBC Commission, stated: 'As per estimates, nearly 10% of the eligible OBC students miss out on admission opportunities at DU each year due to this procedural bottleneck [the requirement to submit income certificates issued after March 31 before the end of the first phase of admissions].' When reached for comment, the UGC Chairperson did not offer a comment.

NAPM alleges illegal eviction drive in Nabarangpur; collector claims revenue records checked

Bhubaneswar: A team of National Alliance of People's Movements (NAPM), Odisha unit, has alleged the govt carried out illegal eviction from four villages of Nabarangpur district, leaving many tribal, dalit, OBC and other forest-dependent families homeless. The team, led by activist Prafulla Samantara, said on Wednesday that they visited the affected villages on June 19 and documented evidence of widespread demolitions and forced evictions in Hatibadi under Jharigaon tehsil, Mendabeda under Umerkote tehsil, Chacharaghati under Chandahandi tehsil, and Lakhanpur under Raighar tehsil. He said they met governor Hari Babu Kambhampati on Tuesday and urged him to intervene in the matter. "Nabarangpur district is designated as a Fifth Schedule area. Despite clear provisions under the Forest Rights Act (FRA), 2006, the Panchayats (Extension to Scheduled Areas) Act, 1996, and Article 21 of the Constitution, these evictions were conducted without due notice or legal process and without the consent of gram sabhas," he added. Samantara said several villagers filed FRA claims, and these are pending before the govt. "The evictions violated the Supreme Court's stay order in the 'wildlife first' case and disregarded procedural guidelines laid out in the Roy Burman and Nandini Sundar judgments. Targeting of SC/ST communities also raises serious concerns under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989," he added. Sandip Patnaik, a team member, said the forest and revenue departments conducted the eviction drives so they can carry out plantations. "As they are residents, they need land pattas and houses under the rural housing scheme. At least the departments could have rehabilitated them before carrying out demolition. The poor are staying under the open sky during the rainy season," he added. The team demanded an immediate halt to all ongoing evictions in Nabarangpur and other scheduled areas and called for a high-level judicial or independent probe. "Action should be taken against officials involved in the eviction drive," said Manas Patnaik, another member. Nabarangpur collector Subhankar Mohapatra said they cleared illegal encroachments after checking the revenue records. "Whatever FRA claims were submitted by the people, those are under discussion in consultative committees concerned on the Forest Rights Act," he added. He said they will take action if the houses of people who filed FRA claims were demolished. "But we took all necessary steps, including issuing notices to people, before clearing the encroachments," the collector said.

AAP's Gujarat win marred by OBC row: Gopal Italia triumphs, Botad MLA quits party

Makwana was later expelled. Despite national leaders backing Italia's campaign, AAP continues to struggle for cohesion in contrasting developments have exposed the party's internal weaknesses even as it tries to expand in BJP-dominated Gujarat. Party sources admitted that while Italia's win was celebrated, Makwana's exit underlined simmering discontent among OBC cadres. The leadership's focus on centralised decision-making has drawn criticism from state leaders who feel marginalised. With BJP keeping up pressure and Congress gradually recovering ground, AAP's space in Gujarat politics remains fragile and highly contingent on how it resolves its internal churn.

Congress corners BJP over delay in implementation of 27 per cent OBC reservation in Madhya Pradesh

New Delhi [India], June 28 (ANI): Congress on Saturday cornered the Bharatiya Janata Party (BJP) government in Madhya Pradesh for its wilful delay in providing 27 per cent reservation to Other Backward Classes (OBCs) despite the passing of the concerned legislation and clearing of the same by the courts. The party demanded the immediate implementation of 27 per cent reservations for OBCs in Madhya Pradesh, as it has been categorically cleared by the Supreme Court. Addressing a press conference at the AICC headquarters here, senior party leaders, including former Chhattisgarh Chief Minister Bhupesh Baghel, Madhya Pradesh Congress in-charge Harish Chaudhary, MP PCC president Jitu Patwari and AICC OBC Department Chairman Anil JaiHind alleged that the BJP was revealing its anti-reservation and anti-backwards classes mindset by deliberately delaying the reservation benefits to the OBCs. Harish Chaudhary stated that it was the Congress government that originally provided 14 per cent reservation to the OBCs in 1994. Later, in 2003, again, it was the Congress government that raised the quota to 27 per cent. However, after the elections, the BJP government was formed, and it never implemented the decision. He stated that after 16 years, when the Congress government was formed in 2019 under the leadership of Kamal Nath, it introduced an ordinance providing 27 per cent reservation for OBCs. However, the BJP challenged it in court, which then directed that a law be enacted on the matter. 'We subsequently got the bill passed in the Assembly.' He added that as the BJP formed the government again, it did not implement the OBC reservation bill. Chaudhary stated that the High Court dismissed the pleas against the 27 per cent reservations, and the BJP government subsequently approached the Supreme Court. He noted that the Supreme Court also upheld it and issued a notice to the MP government on June 25, inquiring why the 27 per cent reservation benefit for OBCs was not being implemented. Bhupesh Baghel, while accusing the BJP of having an anti-reservation mindset, disclosed that the Congress government in Chhattisgarh had unanimously passed a law in December 2022 to provide 27 per cent reservation to OBCs. However, the bill is yet to get the nod of the Governor. He said this is because the BJP does not want to provide 27 per cent reservations to the OBCs. He seconded Chaudhary's stand that not only will the Congress fight the issue legally, but it will also raise it publicly to build pressure on the BJP government to implement it. Jitu Patwari said that it was strange that Prime Minister Modi claims himself to be an OBC, and yet he was not providing the OBC community its rightful due. He said the OBC Chief Ministers of MP belonging to the BJP, like Uma Bharti, Shivraj Singh Chouhan and Mohan Yadav, have all betrayed their community. Anil JaiHind maintained that the BJP and the RSS have always been against the reservation. Citing an example, he said the law on reservation for Dalits, OBCs and Adivasis in private educational institutions has been deliberately delayed by the BJP government since 2014. (ANI)
