[UPDATED] Timor-Leste's Asean entry gets full support from regional leaders

KUALA LUMPUR: All Asean leaders are in support of Timor-Leste's accession to the regional bloc, says its Prime Minister Kay Rala Xanana Gusmão.
Speaking to the media at the 46th Asean Summit, he expressed confidence that his country would be able to meet all the necessary criteria under the Asean legal framework.
"We will try our best. We've already fulfilled many of the criteria, but there are still one, two, or three remaining. We will complete them before the end of the year," he said.
When asked whether he was confident about meeting the requirements by October, the outgoing leader responded enthusiastically, "Yes!"
"Because everyone supports us — everybody. It's incredible.
"You know why? Because we are a small country, standing alone there," he added.
Yesterday, Foreign Minister Datuk Seri Mohamad Hasan said Timor-Leste must work "doubly hard" to secure full Asean membership, including adopting the necessary guidelines under the Asean Foreign Ministers' (AFM) framework related to Asean's legal instruments.
While the regional bloc is eager to assist Timor-Leste, Mohamad said that the country must also demonstrate its own commitment.
He said that Malaysia, as this year's Asean chair, had proposed that Timor-Leste be admitted as the bloc's newest member despite not having fulfilled all 84 legal instruments required.
Mohamad added that Malaysia viewed Timor-Leste's inclusion as significant and believes the country should be given several years to fully comply with the legal obligations for membership.

ASEAN urged to boost integration amid global uncertainty by Vivian Balakrishnan

KUALA LUMPUR: ASEAN must intensify efforts to strengthen regional integration in response to geopolitical instability and external economic pressures, said Singapore Foreign Minister Dr Vivian Balakrishnan. Speaking on the sidelines of the 58th ASEAN Foreign Ministers' Meeting (AMM), he emphasised the need to eliminate trade barriers and enhance competitiveness. 'Because that is under our control. That is a path of no regret, and I would say the urgency and the salience of doing it now, it is so much more obvious,' Balakrishnan told reporters. The transcript of his remarks was shared by Singapore's Ministry of Foreign Affairs (MFA). He highlighted that the meetings in Kuala Lumpur focused on boosting ASEAN's resilience through deeper internal integration and stronger partnerships. 'In a way, you can think of this as an attempt to increase resilience by increasing the stability of ASEAN's economic ties across the world,' he added. Balakrishnan noted the strong participation of external partners as a testament to ASEAN's influence. He also pointed to the Johor-Singapore Special Economic Zone (JS-SEZ) and Rapid Transit System (RTS) Link as potential blueprints for cross-border collaboration. 'From an ASEAN perspective, this (JS-SEZ) also may have relevant lessons for how to do cross-border collaboration that provides competitive advantage by pooling complementary strengths,' he said. On the Thailand-Cambodia border tensions, Balakrishnan stressed the importance of discreet diplomacy. 'I am not in a position to reveal the sensitive nature of the discussions which went on here, but I would make this point. It calls for quiet, discreet, constructive, effective diplomacy,' he said. The dispute, which led to a fatal exchange of gunfire in May, remains a sensitive issue. Balakrishnan expressed hope for an amicable resolution, acknowledging the tragic loss of life. - Bernama

ASEAN strengthens global partnerships with AOIP and TAC in Kuala Lumpur

KUALA LUMPUR: The ASEAN Foreign Ministers have reaffirmed their commitment to strengthening the bloc's global partnerships by leveraging existing mechanisms such as the ASEAN Outlook on the Indo-Pacific (AOIP) and the Treaty of Amity and Cooperation in Southeast Asia (TAC). The decision was made during the 58th ASEAN Foreign Ministers' Meeting (AMM) held recently, reflecting ASEAN's dedication to maintaining consistency in its external relations amid shifting geopolitical dynamics. The ministers emphasised the need to shift focus from quantity to strategic value in partnerships, ensuring alignment with ASEAN's long-term priorities. 'ASEAN must continue upholding its centrality and role as the primary driving force in managing relations with external partners,' the ministers agreed. This includes reviewing the moratorium on new Dialogue Partnerships, initiated in 2021, to ensure coherence with ASEAN Community Vision 2045. A key outcome of the meeting was the directive for the ASEAN Secretariat to prepare a comprehensive Assessment Paper on ASEAN's Formal Partnerships. This document will serve as a strategic guide for future engagements, ensuring they remain grounded in ASEAN's principles as outlined in the ASEAN Charter and TAC. The review process will adopt an action-oriented approach, covering all three pillars of the ASEAN Community and the ASEAN Connectivity agenda. The findings will be presented at a future AMM for further deliberation. - Bernama
