VP Sara: PH not ready for war as Marcos admin lacks plan, direction
The Philippines is ill-equipped for war or any "global shock" due to the Marcos administration's lack of plan and direction, Vice President Sara Duterte said Sunday.
Duterte made the statements in a speech to supporters during a 'Free Duterte Now' rally in Melbourne, Australia.
'We are not prepared for drawing change, we are not prepared for war, we are not prepared for global shock because there is no plan at all, there is no vision at all,' said Duterte who is in the country on a personal visit.
'I've been a member of the cabinet, and there was no direction at all, so we need to come together and push for the administration to give what is rightfully for the country,' she added.
Duterte also expressed her disapproval of the United States deployment of the Typhon missile system in the Philippines.
Instead, she maintained the Philippines should not take sides and should balance its foreign relations with different countries.
'Iyong problema natin sa West Philippine Sea, does not make up our entire relations with China. And so, therefore, there is no reason for you to lean towards the US. You have to always stay in the middle because you are not a part of the bigger conflict,' Duterte said.
Aside from being elected Vice President, Duterte was also the secretary of the Department of Education (DepEd) until she quit in June 2024.
Among the criticism she also leveled at the government, the Vice President also decried what she claims is the country's inefficiency in climate resilience and the lack of a long-term plan to make the country self-sufficient in food.
'We don't take care of our farmers. We don't have a food security plan, and it is already the midterm of this administration, with no plans of doing plans, of creating plans. Nothing,' Duterte said.
She noted that the administration should focus on the country's healthcare system, infrastructure development, food security, and education.

Better legacy
The Vice President explained that she teamed up with Marcos during the 2022 national elections since she thought he wanted a 'better' legacy compared to his father, former president Ferdinand Marcos Sr.
'Ang buong akala ko dahil syempre diba (the whole time, I thought because) we had that dark past in our country and the principal figure of that was Marcos Sr, so I was thinking that he would want a legacy that is better than what we had before,' Duterte said, referring to the Martial Law during the elder Marcos' regime from 1972 to 1986.
'Unfortunately, I did not bet properly with my running mate, but you know I'm sure you have doubts with the Marcoses already,' she added.
However, Duterte defended the President's sister, Senator Imee Marcos, whom she said had been her friend since 2012.
'Senator Imee Marcos is a different individual altogether, and she has been my friend since 2012. I met BBM in 2020 when they visited Davao City,' Duterte said.
Just two years after the Uniteam's successful campaign in the 2022 national elections, Duterte, who originally wanted to assume the post of defense secretary, stepped down from her post in DepEd.
She also resigned from Lakas-CMD as its chairperson and a member, saying that she won't be able to serve the country amid "political toxicity' or undermined by "execrable political powerplay."
The Vice President is now facing an impeachment complaint, which includes issues surrounding the use of confidential funds, unexplained wealth, and alleged involvement in extrajudicial killings in Davao City.
The complaint also includes her 'assassination' remarks against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and Speaker Martin Romualdez. —RF, GMA Integrated News

Marcos says PH has had no agricultural policy for a long time
President Ferdinand ''Bongbong'' Marcos Jr. said Monday that the Philippines lacks an agricultural policy as the sector has not been aided for quite some time. Marcos said this during his engagement with the national grand winners of the 50th Gawad Saka: Parangal sa mga Natatanging Magsasaka at Mangingisda in a forum at the Science City of Muñoz in Nueva Ecija. President Bongbong Marcos and Agriculture Secretary Francisco Tiu Laurel Jr. at the presentation of the 50th Gawad Saka National Awardees and Ugnayan with Farmers, June 30, 2025 at the Science City of Muñoz in Nueva Ecija. Screenshot from RTVM livestream He said this was the reason why the youth was not engaged in farming activities, adding that they do not see a good career path in the agricultural sector. ''Medyo hindi natulungan ang agrikultura nang matagal eh. Wala tayong agricultural policy, masyado nang napakatagal. Kaya't sasabihin ng mga bata, 'Ba't tayo papasok diyan, walang pupuntahan 'yan, hanggang diyan na lang 'yan.' Kaya't ngayon, babaguhin natin lahat 'yan,'' Marcos said. (It seems that no help was extend in our agricultural sector. We haven't had an agricultural policy for a long time. So, the youth will ask, 'Why will we go into agriculture, there's no future there.' So we will change that.) Marcos cited the need for modern technology to improve the agricultural sector, particularly the country's yields. This will also attract the youth to engage in farming, he said. ''Kailangan natin pumasok sa mga bagong teknolohiya dahil 'yun kailangan talaga natin para 'yung bawat ektarya natin, mas malaki ang yield. Mas malaki ang ani,'' Marcos said. (We need to use modern technology because we really need that to improve our yield from every hectare. The harvest will be greater.) Marcos said the youth would be the ones who will teach the other farmers in utilizing technology. ''Sila ang magtuturo sa atin ng mga bagong teknolohiya at 'yan palagay ko ay magiging interesting na 'yan para sa ating mga kabataan. Makikita nila na may magandang hanapbuhay naman ang magsasaka,'' he said. (They will teach us the modern technology and I think this will be interesting for the youth. They will see that there are job opportunities for farmers.) —KG, GMA Integrated News

Marcos says he wants soil laboratories in every region
President Bongbong Marcos at presentation of the 50th Gawad Saka National Awardees and Ugnayan with Farmers, June 30, 2025 at the Science City of Muñoz in Nueva Ecija. RTVM screenshot President Ferdinand ''Bongbong'' Marcos Jr. on Monday said his administration is targeting to establish soil laboratories in every region across the country. Marcos made the remark as he engaged with the national grand winners of the 50th Gawad Saka: Parangal sa mga Natatanging Magsasaka at Mangingisda in a forum at the Science City of Muñoz in Nueva Ecija. The President said he is optimistic that there will come a time where the Philippines will no longer depend on rice importation. ''Mayron at mayroon na tayong nasimulan. Gusto naming maglagay ng permanent na soil laboratories sa bawat regions. Ito'y unang... Phase I pa lang ika nga, Phase I pa lang ito kaya't pagpatuloy lang ang aming... pagpatuloy lang ang aming ginagawa para lahat ng tulong na maibigay natin sa ating mga mangingisda at farmer, gagawin natin,'' Marcos said. (We have already started. We want to place permanent soil laboratories in every region. This is just the Phase I so we will continue to provide help to our fisherfolk and farmers.) ''Dadaring din tayo sa araw na hindi na tayo masyadong umaasa sa importation kaya't yun ang ating habol, 'yun ang magiging sign of success natin kapag talagang nabawasan na ng husto ang ating pagbili ng imported rice,'' Marcos added. (There will come a time that we will no longer depend on importation. That's our goal, that will be the sign of our success if our dependence on importing rice will decrease.) In December of last year, Marcos launched the country's first mobile soil laboratory (MSL) in Malacañang. The MSL is a customized 10-wheeler truck possessing state of the art equipment, facility, resources, and safety features, with the capacity to conduct 44 soil chemical, physical, and microbiological parameters. This will increase the accessibility of soil laboratory services for agricultural stakeholders to guarantee the sustainable use and management of soil resources and strengthen crop productivity. The project is under the National Soil Health Program of the Bureau of Soils and Water Management (BSWM). Meanwhile, Gawad Saka is the highest and most prestigious annual recognition of the Department of Agriculture in partnership with local government units. The award honors the exemplary performance, outstanding contributions and innovative ways of Filipino farmers, fisherfolk, institutions, scientists and researchers in coping with the evolving agricultural sector towards attaining food security, sufficiency and sustainability. — RSJ, GMA Integrated News

Diokno, Lacson: Impeachment court cannot junk VP Sara's case by majority vote
The senator-judges cannot junk the impeachment complaint against Vice President Sara Duterte by simple majority vote based on the Constitution nor should the motion come from them, incoming lawmakers of the 20th Congress Chel Diokno and Panfilo Lacson said Sunday. ''Yun ay wala rin sa Konstitusyon. Wala sa Constitution yung simple majority vote to dismiss impeachment (the simple majority vote to dismiss the impeachment complaint is not indicated in the constitution),' Diokno told Super Radyo dzBB. 'Bawal 'yung moves to convict. Ang oath ng mga senator-judge bilang senator-judge ay dinggin lang ang ebidensya at gawin lang ang paghuhusga kapag nadinig na ang ebidensya (Moves to convict are not allowed. The senator-judges took an oath to look at the evidence and judge when all of the pieces of evidence have been presented),' he added. Diokno made the statement after Senate President Francis Escudero said the Senate impeachment court may vote on the motion to dismiss Duterte's case. Earlier this week, Escudero said the Senate is a collegial body, and as an impeachment court, a decision can be placed through a simple majority vote. Escudero was referring to the constitutional requirement that two-thirds of the members of the Senate impeachment court is needed to convict the impeachable official under trial. 'Katawa-tawa' Meanwhile, incoming senator of the 20th congress Panfilo Lacson shared Diokno's opinion, noting that a motion to dismiss Duterte's case should come from the defense team and not from a senator sitting as a judge presiding over the impeachment proceedings. 'Sa akin, ang senator-judge hindi naman puwedeng mag-move to dismiss kasi judge eh. Saan ka naman nakakita ng huwes siya pa mismo magmo-move to dismiss eh kami rin 'yung made-decide? So, 'yung motion to dismiss mangagaling dapat 'yun sa defense,' Lacson said in a separate Super radyo dzBB interview. (For me, a senator-judge cannot move to dismiss since he is a judge. Where have you seen a judge who moves to dismiss when we're the ones who are supposed to hand down a decision? The motion to dismiss should come from the defense.) 'Ako maliwanag ako dun, hindi pwede mag move o mag submit ng motion to dismiss ang isang senator-judge kasi huwes kami. Hindi lang sa mali kung hindi improper, inappropriate, at katawa-tawa,' he added. (I'm clear that a senator-judge cannot move or submit a motion to dismiss since we're judges. It's not only wrong but also improper, inappropriate and ridiculous.) Duterte's impeachment complaint includes issues surrounding the use of confidential funds, unexplained wealth, and alleged involvement in extrajudicial killings in Davao City. The complaint also includes her 'assassination' remarks against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and House Speaker Martin Romualdez. On June 10, the Senate sitting as an impeachment court voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them. This came after senator-judge Ronald 'Bato' Dela Rosa, an ally of the Duterte family, even before the impeachment court convened, moved for the dismissal of the impeachment complaint against the Vice President. —RF, GMA Integrated News
