EDC supports Canada's critical minerals sector with $110 million financing for Torngat Metals Français
OTTAWA, ON, June 17, 2025 /CNW/ - Today, Export Development Canada (EDC) is announcing a $110 million bridge financing to Torngat Metals to support the next phase of its Strange Lake rare earth project.
Anticipated to be one of the largest heavy rare earth deposits outside of China, the Strange Lake Project could play an important role in strengthening Canada's mining supply chain, while also creating jobs and enhancing Canada's global competitiveness. Once in operation, the project will employ approximately 450 workers, with a focus on Indigenous recruitment from Quebec and Labrador, fostering economic reconciliation and community-driven development. As part of the project, Torngat Metals aims to develop an open-pit mine site and concentration plant in Nunavik, along with a single-lane access road linking the site to Labrador and a separation plant.
EDC's financing will support pre-construction activities, including engineering and environmental studies. This marks the first time EDC has extended financing to an early-stage mining project, reflecting its commitment to support the responsible development of the critical minerals sector in Canada and to contribute to the Government of Canada's Critical Minerals Strategy.
The Canada Infrastructure Bank (CIB) is committed to provide a $55 million enabling infrastructure loan which will help upsize EDC's bridge loan facility to further advance the next stage of the project. With complementary financing capabilities, CIB and EDC are well-equipped to attract private sector investment and drive the growth of Canada's critical minerals infrastructure.

The system will reduce energy use by up to 30 percent and provide real-time data to improve public safety. The project will create skilled jobs, support international growth, and position the company as a leader in smart city technology. Oberland Agriscience Inc., is receiving $250,000 (repayable) to install AI-driven software and equipment that will boost production, improve efficiency, and reduce waste. The technology will enhance product quality, support new product development, and optimize formulations -reducing environmental impact and easing pressure on supply chains. Kindred AI Inc. is receiving $206,250 (repayable) and $50,000 (non-repayable) to advance its real-time emotional intelligence software. The funding will support product development, engineering, and commercialization, creating high-quality jobs. The company's tools help users track and grow emotional intelligence and can be embedded into other products. Kindred will expand key features, target new markets-including education and healthcare-and launch a marketing strategy to reach more clients and industries. Quick Facts As part of Budget 2021, the government is investing $319 million over seven years into research, development and demonstrations (RD&D) to advance the commercial viability of carbon capture, utilization and storage (CCUS) technologies. Natural Resources Canada is delivering on this commitment through the Energy Innovation Program (EIP). Projects announced today were funded under the EIP's Carbon Capture, Utilization and Storage RD&D call for proposals. The call supports the research, development and demonstration of next-generation carbon capture and storage technologies that have the potential to significantly reduce the costs of capturing and storing carbon through three streams: Capture: To drive down the cost and enhance performance of capture technologies for different emission sources. Storage and Transportation: to characterize and develop safe, permanent subsurface CO 2 storage and technologies that support safe and efficient transportation of CO 2 and storage opportunities across Canada. Utilization: RD&D of CO 2 utilization technologies that reduce costs, energy use and carbon intensity while enabling large-scale, long-term CO 2 sequestration. As referenced in Budget 2024, the federal government delivered, on a priority basis, a suite of major economic investment tax credits, representing $93 billion in incentives by 2034–35, to create jobs and keep Canada on track to reduce pollution and reach net zero by 2050. This includes a Carbon Capture, Utilization and Storage Investment Tax Credit.
