Sabah plans youth development enactment for stronger support

By: Cynthia D Baga Text Size: The State Government will formulate the Sabah Youth Development Enactment making it the legal platform to strengthen the management of youth organisations, expand recognition of youth activism and ensure a more structured space for development, said Chief Minister Datuk Seri Hajiji Noor. Hajiji said with this enactment, every youth leader to be given the time, space, and support to lead confidently and continue to contribute to the state without being sidelined due to policy changes.
Advertisement He said the State Ministry of Youth and Sports (KKBS) and the Sabah Youth Council (MBS) have been entrusted to look into this matter including the youth age transition policy issue. 'KKBS and MBS will conduct a comprehensive study on the youth age transition policy as the issue needs to be thoroughly studied, taking into account social structures, organisational maturity, and on-ground realities, particularly in Sabah,' he added. KOTA MARUDU: The State Government remains committed to preserving Sabah's rich ethnic cultural treasures, which encompass unique and valuable artistic heritage and traditional customs. Chief Minister Datuk Seri Hajiji Noor said efforts to preserve the diverse ethnic cultures are important for maintaining the State's identity and ensuring it can be passed down to future generations. Speaking at the official launch of the Sabah Rungus Cultural Festival 2025 at the Sabah Rungus Cultural Centre on Jalan Teringai, Sunday, Hajiji said the State Government will continue supporting ethnic organisations in their efforts to preserve their respective customs, arts and cultures. 'Culture is not just a historical treasure, but also a development asset that must be defended,' he said. He noted that ethnic culture and heritage, such as that of the Rungus community, represents more than traditional values, it serves as an important asset for unity and tourism attraction while instilling a sense of identity and pride among younger generations. Hajiji also said the State Government will consider proposals to upgrade the Matunggong Sub-District to full district status, subject to feasibility studies conducted by relevant authorities. 'The government hears the aspirations of Matunggong residents and will look into infrastructure needs and readiness before any decision is finalised,' he said. He also called on the people to continue providing solid support to the Gabungan Rakyat Sabah (GRS)-led State Government in the upcoming state elections, pointing out numerous efforts undertaken by the GRS government for the welfare of the people and State development. 'We have a clear development plan with the Sabah Maju Jaya direction that focuses on comprehensive development and defending the people's interests,' he said. He said political stability and continued public support are essential to ensure all government policies, programs and initiatives can proceed without disruption for the State's progress and the welfare of all community segments. 'Do not let us move backward. Continue with the GRS government that has proven its commitment and ability to defend the people and develop the State inclusively,' he said. TAWAU: Parti Kesejahteraan Demokratik Masyarakat (KDM) Deputy President II Datuk Wetrom Bahanda said the Federal Government cannot ignore Sabahan perspectives when making decisions involving the State's interests, particularly regarding the Ambalat issue. He believes the State Government's top leadership views must also not be disregarded in such matters. 'Whatever is done, Sabah's top leadership must be given space to share opinions and suggestions to the Federal Government because the State Government represents all the people,' he said on Sunday regarding Malaysia and Indonesia's proposal to jointly develop economic potential in the ND6 and ND7 blocks, or Ambalat, in the Sulawesi Sea. The Kota Marudu Member of Parliament said the State Government needs to represent Sabahans and possibly provide advice to the Prime Minister in discussions between the Malaysian and Indonesian governments. 'But if such matters (decision-making processes) are ignored, this development could become something unfavourable in national and state leadership,' he said. While discussions between Malaysia and Indonesia are reportedly still in early stages, the Bandau Assemblyman believes the actual situation needs transparent clarification. 'Any decision cannot be taken without the views and advice of Sabah leaders or people, including at the State Legislative Assembly and Parliament levels. 'The need to ensure Sabah's voice is heard in the decision-making process is important to safeguard the state's and its people's interests,' he said. He said that to his knowledge, Ambalat's status remains a bilateral issue between the two countries that is unresolved and still requires discussion. He believes discussions on related issues should also be brought to the attention of and decided among the 73 state assemblymen at the State level. Kota Kinabalu: The State Government has yet to consider implementing a rent-to-own scheme for People's Housing Project (PPR) units in Sabah, said challenges due to the overwhelming demand for rental housing. Deputy Chief Minister and Local Government and Housing Minister Datuk Dr Joachim Gunsalam said the current policy remains rental-only, as converting these units to rent-to-own would reduce availability for others still on the waiting list. 'This PPR is a temporary measure. If we start offering rent-to-own, it could worsen the problem as many more people are still waiting to rent these units,' he said during the State Legislative Assembly sitting on Monday. He was responding to a supplementary question by Lamag Assemblyman Datuk Seri Bung Moktar Radin, who had asked if the government would consider new approaches to help low-income residents eventually own homes, especially amid the rising cost of housing in Sabah. Bung Moktar pointed out that many residents remain stuck in long-term rentals due to the high property prices, and suggested the State work with federal agencies to offer a clearer pathway to home ownership. In reply, Joachim said PPR housing in Sabah is provided by the Federal Government specifically for rental purposes, and there is currently no directive to shift towards a rent-to-own model. 'Perhaps the honourable member for Lamag could bring up this matter again in Parliament,' he said. Earlier, Joachim addressed concerns raised by Tanjung Aru Assemblyman Datuk Junz Wong regarding the relocation of residents from the Tanjung Aru Flats, which were deemed unsafe. He said 237 of the 315 tenants had been offered PPR housing under the Low-Cost Housing Allocation Policy, while 58 did not qualify and 20 were found to already own property. Of those offered housing, 113 have accepted and been relocated to various PPR sites including Taman Jaya Diri, Taman Bukit Setia, Taman Puri Warisan, Taman Sri Anak, PPR Kibabaig, PPT Gayang 2, Taman Keramat, and Taman Serigai.
