Bettendorf Public Works earns accreditation
This accreditation formally verifies and recognizes that the City's Public Works Department is in full compliance with the recommended best management practices set forth in APWA's Public Works Management Practices Manual.
Open to all governmental agencies with responsibilities for public works functions, initial accreditation from APWA is for a four-year period, during which time semi-annual updates will be required to demonstrate continuing compliance. After that time, there is a re-accreditation process, which builds on the original accreditation, encouraging continuous improvement and compliance with newly identified practices.
The purpose of accreditation is to promote excellence in the operation and management of a public works agency, its programs, and employees. Accreditation is designed to assist the agency in continuous improvement of operations and management, and in providing a valid and objective evaluation of agency programs as a service to the public and the profession.
'Our Public Works Department has dedicated itself to continuous improvement and excellence, and the heroes of this accomplishment are the staff whose mission is to provide services and programs that contribute to making Bettendorf a great place to live and work,' said Brian Schmidt, public works director.
Formally awarded the prestigious accreditation by APWA's Accreditation Council for the 6th time, the Bettendorf Public Works Department was awarded APWA Accreditation back in 2005, becoming the first agency in the State of Iowa. In addition to Bettendorf, the accredited agencies in Iowa include the cities of Cedar Rapids, Davenport, and Des Moines.

Norridge Public Works awarded ‘gold' standard for water education efforts
The Norridge Village board took a moment at the June 25 meeting to publicly thank Public Works Department staff after the department picked up a 'gold' award from a clean water advocacy organization. The Illinois Section American Water Works Association recognized the village of Norridge with gold status as part of the Naperville-based nonprofit organization's Water Ambassador Program. It was the fourth year in a row Norridge got the honor, and it was awarded at the WaterCon Convention in April. The Norridge Public Works Department excelled in promoting 'where water comes from, the importance of the repairs and the infrastructure to ensure that (community) water is safe,' said ISAWWA Executive Director Annie Storey, who attended the Village Board meeting. 'The award is all about communicating to your consumers, to your community members.' While Public Works Department Director Syed Mansoor – who stepped into the role in February – officially accepted the award at the convention, Storey made another presentation of it during the board meeting. The village was given a street sign designating Norridge a 'Water Ambassador Community' and a certificate. 'Being a small community, (the Public Works Department) runs everything from water to street to resident complaints for garbage cans — anything that kind of falls in between,' Mansoor told Pioneer Press after the board meeting. They are 'the backbone of the whole village.' According to the organization's website, the ISAWWA Water Ambassador Program was established in 2021 and helps educate communities on water and wastewater use. The program was created to 'elevate public perception, knowledge, and consumer education of the water industry.' It operates on four standards 'based on the frequency and method of communication,' including its elected official education, consumer education and conservation efforts. Mansoor explained that Norridge has two pump houses responsible for carrying the water the village buys from the city of Chicago to the village's customers – residents, businesses and more. After completing upgrades to one pump house last year, he said the village is now looking to work on the other one, which is estimated to cost about $4 million. Renovating the village's storm water lift is also being planned.

Laguna Beach City Council adopts $162-million budget for new fiscal year
The Laguna Beach City Council this week adopted the city's budget for the upcoming fiscal year, with city officials presenting a balanced budget for the year ahead. The general fund, the city's primary operating budget, has $98.2 million in planned expenditures, while the estimated revenue and associated transfers combine to amount to $96.8 million. A balance sheet provided in the staff report also shows the city will have a carry-over balance of approximately $1.4 million in the general fund on July 1. It's the bulk of a $162-million budget for operating costs and capital improvement funds. City staffers have appropriated $63.9 million for all other funds, including nearly $25 million for wastewater projects, $9.7 million to the parking fund and $8.7 million for transit matters. There is also a general fund reserve of 20%, or $17.3 million, city staff said. The city has set aside $3.9 million for wildfire mitigation and fire safety. While the future use of those funds is yet to be determined, a portion of it is expected to be put toward fuel modification efforts in Bluebird Canyon. Public Works Department priorities include the waste master plan, preparation for Fire Station No. 4 in South Laguna and improvements to Promenade on Forest. Mayor Pro Tem Mark Orgill and Councilman Bob Whalen have also been serving on a revenue enhancement ad hoc committee. 'It's really to identify revenue enhancement strategies, including a potential ballot measure for November of 2026 to support general city services and programs,' Assistant City Manager Gavin Curran said. Beneficiaries of those efforts, Curran added, could include the community and environmental stewardship program, wildfire mitigation and fire safety, projects in the facilities masters plan, and the continued undergrounding of utility lines. Curran named some revenue enhancements the council has implemented that have not required voter approval, including the formation of the tourism marketing district, parking and traffic enforcement measures and an increase in community development fees. Raising parking rates and putting in additional metered parking spots around town is being explored, although exercising either option would require Coastal Commission approval. 'The ad hoc [committee] looks at all of those strategies but also is looking at a potential voter-approved revenue measure that could include a sales tax measure, a transient occupancy tax measure, a business license tax measure, so those things are also being looked at,' Curran added. City staff also plan to survey the community in September to gauge residents' priorities and willingness to entertain new taxes. A 15-month agreement with the Municipal Employees' Assn. also received approval, providing miscellaneous staff with a 3.5% salary increase that goes into effect next month and a 1.5% salary increase in July 2026. The negotiations also included three days of holiday closure between Christmas and New Year's Day. Salary schedules were also updated. The city manager received a 3.3% salary adjustment, while police captains and lieutenants saw a 5% adjustment in their salary range. The council also gave the city manager the authority to purchase vehicles within the budget that have been competitively bid without returning to the panel for approval.

The contract involves the construction of a flyover connecting Heeradas Chouraha to Kumher Gate Chouraha in Bharatpur city. Awarded on an Engineering, Procurement, and Construction (EPC) basis, the project is valued at ₹239.94 crore and is expected to be completed within 24 months.
