Penang to table raw water management bill this month, says Chow
He said the bill will form the foundation for a new water management enactment aimed at strengthening governance and regulatory control over raw water resources in the state.
He said under the enactment, a board will be established and granted full authority, including enforcement powers, issuing licences and permits, and approving applications related to water abstraction activities according to set conditions.
"Currently, the Penang Water Regulatory Division (BKSA) only performs limited functions related to raw water management and does not have enforcement or prosecutorial powers.
"Therefore, we believe it is time for Penang to have a dedicated enactment for raw water management. The board will take over BKSA's responsibilities and be granted legal authority to act against any violations under the proposed enactment," he told reporters after officiating at the World Water Day celebration at the Air Itam Dam here Saturday (May 3).
Chow said the establishment of the board is expected to ensure a more sustainable, efficient and legally grounded raw water management system for the future of Penang.
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari had earlier announced that the Penang state executive council had, in principle, approved the proposal to upgrade BKSA to the Penang Water Resources Board on Sept 25, 2024.
On a related matter, Chow said the state government is still awaiting a letter from the Perak government to initiate negotiations on the Perak-Penang Water Project.
He said the state also noted that a joint venture company between the Perak State Development Corporation and Gamuda has been formed to implement the project on the Perak side.
"We are now just waiting to begin negotiations (with Perak) on the tariff, volume of water to be channelled to Penang, terms, duration of the concession, and so on. That (letter) is what we are waiting for to enable both states to begin discussions,' he said.
On March 14, Prime Minister Datuk Seri Anwar Ibrahim said planning for the project to channel raw water from Sungai Perak to the Bukit Merah Dam - partly to support the Kerian Integrated Green Industrial Park and supply treated water to Penang - is now in its final stages. - Bernama

"The Penang government hopes that this will be completed on schedule to strengthen regional connectivity and stimulate planned growth in the surrounding areas of the state," he added. Furthermore, Chow said, Penang welcomed the announcement of the long-awaited upgrade of the Klinik Desa Padang Menora in Seberang Prai Utara, which is eagerly anticipated by the local community. He said this upgrade would improve healthcare services in the area. Meanwhile, Chow said the implementation of a five-season paddy planting programme over the next two years in integrated agricultural development areas would provide an advantage for the state to maintain its position as the highest average rice producer in the country, thereby ensuring continued food security. "Overall, the Penang government hopes that this announcement will be followed by further details, including directions and strategies that need to be reviewed. "Follow-up actions will be presented to the relevant ministries to ensure that the commitments announced are realised in accordance with the people's mandate in the state and the country," he said. 2 more Bersatu members arrested after anti-Anwar rally
The Perikatan Nasional rally on Saturday saw protesters, estimated at 18,000 by police, calling for the resignation of Prime Minister Anwar Ibrahim. PETALING JAYA : Two more Bersatu members have been arrested by police, believed to be in connection with the Turun Anwar rally held on Saturday. According to Bersatu Youth information chief Harris Idaham Rashid, the duo – Furqan Hakimi, who serves as the executive secretary of the wing's Perak chapter, and Syafiq Aziz – were picked up today. 'They are believed to have been arrested over the July 26 rally. Both will be taken to the Dang Wangi police headquarters. An application to extend their remand is expected to be made tomorrow morning,' he said. In the same statement, Harris said the magistrate had earlier today rejected an application by police to extend the remand order of two others. 'As a result, Badrul Hisham Shaharin and (Sijangkang PAS Youth chief) Ikhwan Syaffiq were released at 5pm today,' he said. Badrul, better known as Chegubard, was arrested by police at his home yesterday evening. Badrul earlier said in a Facebook post that police had informed him he was being probed under Section 4(1) of the Sedition Act 1948 for doing or attempting to do any act with a seditious tendency, Section 233 of the Communications and Multimedia Act 1998 for improper use of network facilities, and Section 504 of the Penal Code for intentional insult with intent to provoke a breach of the peace. Samaiden bags three bioenergy projects via Seda 2025 e-bidding
KUALA LUMPUR: Samaiden Group Bhd has secured three bioenergy project awards under the Sustainable Energy Development Authority (Seda) Malaysia's 2025 e-bidding mechanism. These projects, located in Johor, Terengganu, and Kelantan, will add over 18 megawatts of biomass and biogas capacity to Samaiden's portfolio, further strengthening its position in Malaysia's renewable energy (RE) sector. The approved projects include two biomass power plants located in Tangkak, Johor and Kemaman, Terengganu respectively, and a biogas power plant in Bachok, Kelantan. Each project was awarded a 21-year Feed-in Tariff (FiT) approval and are expected to begin commissioning from second half of 2028. Samaiden group managing director Datuk Ir Chow Pui Hee said these awards mark a significant step forward in expanding the group's RE portfolio beyond solar into biomass and biogas. "The diversification strengthens our long-term earnings visibility, supports Malaysia's decarbonisation agenda, and positions Samaiden as a comprehensive clean energy solutions provider," she said in a statement today. Chow said the group is proud that its bids were successful in three different states, showcasing the depth of our technical capabilities and execution track record." The biomass and biogas projects will expand Samaiden's involvement in Malaysia's RE sector, supporting the government's target of 70 per cent RE generation capacity by 2050.
