Amid OBC uncertainty, Bengal education department keeps UG admission options open; merit list on hold till court decision
The state higher education department has issued a notification that leaves both options open as of now to skirt the legal logjam over the OBC issue. The SC is now hearing a petition on OBC categorisation in Bengal. The centralised admission portal closes on Tuesday night but officials have already extended the deadline once and have the option of extending it again to wait for a clearer signal after the SC's next hearing.

The pre-2010 formula had 7% reservation for OBCs categorised under 66 sub-groups. The post-2010 list had 113 sub-groups - 77 from the Muslim community and 36 from Hindu - that was scrapped by the Calcutta High Court in 2024. The state has challenged this in the apex court.
In the interim, it has also brought out a fresh OBC list comprising 140 sub-groups (77 Muslim, 63 Hindu sub-groups) but has increased the reservation to 17%.

The HC on June 18 stayed this fresh list as well. "Everything depends on the court order. But a final decision is likely to be taken on Tuesday," a senior higher education department official said. Admissions to most of the state's varsities, like Calcutta University, Rabindra Bharati University, Burdwan University, Vidyasagar University and North Bengal University, will be impacted by this.
Admissions to depend on state's decision
Admissions conducted by the West Bengal Joint Entrance Board - the West Bengal Joint Entrance Examination and the entrance test for admission to Presidency University - will also depend on the state's decision though they are not part of the centralised admission portal.
Jadavpur University is following the pre-2010 7% reservation formula for the OBC category.
The online admission portal started accepting applications for undergraduate berths across 460 colleges in Bengal from June 18. Around 20 lakh applications have been submitted but the merit list cannot be prepared till a final decision is taken.

UP govt revises norms to set up, modify engineering colleges for 2025-26 session
Lucknow: The Uttar Pradesh govt has revised regulations for establishing new engineering colleges and modifying existing technical education institutes for the academic session 2025-26. These changes encompass procedures for new course introduction, adjusting admission capacity, and institute closure. To enhance transparency, a scrutiny committee will evaluate all proposals. The committee will forward applications to respective district magistrates through a portal, and each institution will undergo geotagging. Additional chief secretary Narendra Bhooshan communicated these changes to Dr APJ Abdul Kalam Technical University through a letter on Thursday. "Applications for starting new institutes and courses and for extension of affiliation on the AKTU portal will now be scrutinised by a committee. After the applications are scrutinised, the institute will be inspected by the inspection committee constituted by the university," the letter said. The ACS specified that AKTU-approved applications for new institutes would be digitally transmitted to district magistrates. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo An additional district magistrate will submit verification reports with recommendations online. Subsequently, university-appointed committees will inspect recommended institutions. Regarding new courses and admission capacity modifications, the varsity's inspection committee will assess all submissions according to AICTE guidelines. "For opening new degree-level engineering institutes (except BArch and BPharma) and starting new courses in old institutes, AKTU will geotag all the institutes using Google API. After examining the need for centralisation of institutes related to a particular subject at one place and completing all the formalities, the case will be presented before the Affiliation Committee as per section 23(2) of the Technical University Act-2000, and a proposal will be made available to the govt from the level of AKTU," the ACS told TOI. He said with this the state govt has simplified the procedure. For the first time, the provision to give a minimum of three years of affiliation (and five years to those who are better on quality parameters) has been provided rather than an annual exercise, which is the main reason for the delay in the academic session. "The system now requires only one enquiry report from the district magistrate instead of two," he said.

Shah should clarify delay in Kanhaiya Lal murder case: Gehlot
Jaipur: Former Rajasthan Chief Minister Ashok Gehlot Thursday demanded Union home minister Amit Shah to explain the prolonged delay in delivering justice in the infamous Kanhaiya Lal murder case of 2022. During a press conference held here shortly before Shah reached Jaipur to address a cooperatives and employment festival, Gehlot alleged that BJP's manipulation of the incident contributed to Congress's defeat in the 2023 state assembly elections. The case, which shocked the nation, involved the beheading of Kanhaiya Lal, a tailor in Udaipur, in June 2022. Despite the local police arresting the two accused within four hours, the National Investigation Agency (NIA) took over the investigation the same night. Gehlot said there has been minimal progress in the case since then. "Even basic procedures like recording statements in court remain incomplete," Gehlot pointed out, comparing this case to others where verdicts were reached within three to six months. He emphasised that such delays have led to public scepticism about the govt's competence. The former CM refuted allegations about discriminatory compensation, stating that Kanhaiya Lal's family received the "largest compensation package given to anyone post-independence," including govt jobs for both sons and a Rs 50 lakh package. He accused Amit Shah of spreading misinformation about the compensation amounts, which he claims created a Hindu-Muslim divide that influenced the election outcome. Addressing current law and order concerns, Gehlot highlighted a recent incident involving a Dalit boy in Alwar, expressing worry about the deteriorating security situation in the state.
