2km arm of Hindon elevated rd to link new township & capital

Time of India30-04-2025
Ghaziabad: A 2km arm of the
Hindon elevated road
may connect the upcoming
Harnandipuram township
with Delhi at UP Gate, Delhi-Meerut Expressway and NH9.
A plan still on the drawing boards, GDA officials said if the 10km elevated road is extended further towards the city forest area from the Raj Nagar Extension (RNE) roundabout to meet the outer ring road abutting villages from where land is to be acquired for the township, it could provide direct connectivity between the eastern and north-eastern parts of the city.
GDA, which has already surveyed areas along RNE roundabout, estimates the road extension project to cost Rs 200 crore. Currently, Hindon elevated road spans from Rajnagar Extension to Ghazipur border. Two ramps on it allow vehicles to access the elevated road from Indirapuram and Vasundhara.
"We conducted a survey to chalk out a possible route from where the elevated road could be extended towards Harnandipuram. According to the proposal, a 2km arm of the elevated stretch from the roundabout on the RNE side abutting Hindon river via city forest area will be constructed, which will be further joined with the outer ring road," GDA vice chairperson Atul Vats said.

"The 45m outer ring road is already connected to Mathurapur, Shamsher, Champatnagar, Bhanera-Khurd and Nangla Feroze Mohan Nagar villages from where land is being acquired for the township, to provide seamless connectivity from the township to Delhi via UP Gate," Vats added.
UP is currently in talks with farmers to decide on the land rates for five villages from which 336 hectares is to be acquired for Harnandipuram township. The rates will be four times the DM circle rate as per the provisions of the Land Acquisition (Rehabilitation & Resettlement) Act 2013.
Under the CM Urban Expansion New City Promotion Scheme, UP has allocated Rs 400 crore for the development of the township. As per one estimate, Rs 15,000 crore will be needed to develop Harnandipuram, and a large chunk will go into acquiring land at mutually agreed rates from the farmers. Out of this, 50% ofcost will be borne by the state govt under the CM Urban Expansion New City Promotion Scheme, with the remaining amount covered by the GDA.
Meanwhile, UP Housing Board, which administers Vasundhara and Sidharth Vihar townships, has recently proposed two cloverleaf interchanges on Hindon elevated road to provide commuters from Vasundhara and Sidharth Vihar direct access to Delhi via UP Gate and RNE. A 24km road—part of it a bridge over the Hindon—is proposed from Sidharth Vihar to the elevated road to allow vehicles to travel towards UP Gate directly. A grade separator and cloverleaf interchange is to let commuters travel towards RNE carriageway of the elevated road.
The board has also proposed to build a 7km link road from Vasundhara's Sector 7 to the elevated road and a cloverleaf interchange further ahead, near the Kanawni culvert, in order to allow commuters to travel to Delhi without exiting the elevated road.

Tribunal raps ED for ignoring due process in launching probe into Pune land deal

An appellate tribunal came down heavily on the Enforcement Directorate (ED) for making a land parcel in Pune a subject of their investigation without following due process and Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act (SAFEMA) Appellate Tribunal quashed the ED provisional attachment orders on land in Pune's Hinjewadi purchased by a trading land, intended for development by Hindavi Swarajya Trading Company, was linked to an ED probe, without the knowledge of the cooperative society and its The tribunal highlighted negligence on the part of the ED and collusion of the investigating/enquiry officer in keeping the director of the company in the case involves land acquisition by Hindavi for a group cooperative housing society, which houses 126 flats. Homebuyers had secured extensive loans from banks to fund their tribunal noted that negligence by the ED has risked public money in the form of home loans from government and private banks to the tune of approximately Rs 30 crore. Despite due diligence by the company, the ED did not inform the director about the attachment tribunal also rapped the ED over its failure to disclose the attachment status during the land purchase diligence, stating, "At this belated stage, when the land is already sold, developed and constructed into flats, and thereafter, the said flats were sold to a large number of owners, the situation cannot be reversed at this stage. Otherwise, it will prejudice the interests of the appellants and buyers of the flats".The tribunal underscored that both the company and the banks had conducted thorough verification processes, and during the intervening period no steps were taken by respondent ED to restrain the development and sale of flats to the counsel for the appellants, Faraz Khan, welcomed the ruling, and said that the decision draws a constitutional boundary by punishing launderers and not honest citizens."Due diligence is not a game of hide and seek. When the State attaches property, it must shout it from the rooftops—register it, publicise it, mark it. The ED's failure to follow this process almost destroyed the lives of 126 families," Khan said."Freezing and de-freezing crores of suspected laundered funds while concealing attachment from an innocent purchaser is not just carelessness, it is institutional failure. This ruling sets a template for all such cases where third parties unknowingly buy into attached properties. It's a victory for every ordinary home-buyer," Khan added.- EndsTune InMust Watch
