State govt committed to providing dignity and protection to senior citizens: Uttarakhand CM Dhami
CM Dhami said that the government is committed to providing dignity and protection to senior citizens. In this sequence, the District Magistrates have been made the presiding officers of the district-level appellate tribunal to resolve the problems of senior citizens, and they have been asked to dispose of the related complaints.
CM Dhami, while giving instructions to the officials of the Social Welfare Department, said that the 'Maintenance and Welfare of Parents and Senior Citizens Act 2007 (MWPSC Act, 2007)', implemented to protect the rights of senior citizens, should be implemented effectively. This Act provides a legal system of maintenance to senior citizens and parents from their children, adult grandchildren or property heirs. To implement this law, a total of 13 Appellate Maintenance Tribunals are functioning at the district level and more than 69 Maintenance Tribunals at the sub-division level in the state, where the amount of maintenance can be fixed at a maximum of Rs 10,000 per month.
The Chief Minister stated that the presiding officer of the District Level Appellate Tribunal is the District Magistrate, so he has the responsibility to provide justice to senior citizens by strictly implementing this law. Also, at the tehsil level, the Sub-Divisional Magistrate has been made the presiding officer of the maintenance related tribunal and the District Social Welfare Officer (DSWO) has been made responsible as ex-officio maintenance officer.
The CM said that under the law, if a senior citizen transfers property on the condition of care, but after this the stipulated conditions are not fulfilled, then the tribunal can declare that transfer invalid and ensure the return of the property. Free old age and disabled housing homes are being run in Bageshwar, Chamoli and Uttarkashi districts where many needy senior citizens reside. (ANI)

The Delhi government has cleared a proposal allowing women to work night shifts in shops and commercial establishments, Chief Minister Rekha Gupta announced on Tuesday. Delhi CM Rekha Gupta emphasised that robust safeguards will be put in place to ensure the safety and welfare of women working during night hours.(ANI) The move aims at increasing women's participation in the workforce and transforming Delhi into a round-the-clock business hub, she said. Calling it a "historic decision", Gupta said the step marks a significant push towards women's economic empowerment and self-reliance. She also emphasised that robust safeguards will be put in place to ensure the safety and welfare of women working during night hours. "Delhi will now join the list of states like Haryana, Telangana, Madhya Pradesh and Tamil Nadu, where women are permitted to work in night shifts," the chief minister said. "This policy is not just about extending work hours but it is a statement of our intent to create a safer, more inclusive working environment for women in the national capital," Gupta said. Under the proposed framework, employers will be required to obtain written consent from female employees before assigning night shifts, according to a statement. Establishments must provide transport facilities, CCTV surveillance, female security staff and all basic amenities including toilets, restrooms and lockers, it said. Formation of Internal Complaints Committees, as mandated by the Prevention of Sexual Harassment (POSH) Act, will also be compulsory, the statement further said. It also mentioned that the decision involves amendments to the Delhi Shops and Establishments Act, 1954, which currently restricts women from working between 9 pm and 7 am in summer and between 8 pm and 8 am in winter. Once cleared by the Lieutenant Governor, the exemptions will formally allow women to work round the clock, it added. As per the statement, to ensure fair treatment of night shift workers, employers must also ensure electronic wage transfers, statutory benefits such as ESI, PF and bonuses, along with weekly offs and overtime pay. "This step will make Delhi a more business-friendly destination while reinforcing our commitment to gender parity at the workplace," the chief minister added.

Govt collected Rs 22.21 lakh crore cess during FY2020-25
The government has transferred Rs 24.29 lakh crore cess proceeds to various designated reserve funds during 2019-20 to 2024-25 as against total collection of about Rs 22.21 lakh crore, the finance ministry informed parliament on Tuesday. Responding to a question by Trinamool Congress MP Sushmita Dev, Minister of state for Finance Pankaj Choudhary told Rajya Sabha that the proceeds of such surcharge and cess go towards meeting certain specific needs such as financing of centrally sponsored schemes. The minister did not explain the excess utilisation of taxes over total collection. However, economists said that the same could be due to borrowings by the central government to compensate the states for losses due to implementation of GST. 'The benefits of such expenditure also percolate to the states,' said the minister to a question if the government is considering including them in the divisible pool of taxes shared with the states. Article 270 of the Indian Constitution excludes the surcharge on taxes and duties and any cess levied for specific purposes under any law made by Parliament from the distribution between the Union and states. The minister tabled a chart in parliament showing various cess and surcharge collected from 2020-21 till 2024-25, and the estimated collection for 2025-26. From 2020-21 to 2024-25, the total cess and surcharge collected was Rs 19.4 lakh crore, a third of which has been collected through GST compensation cess. Road and infra cess, which also includes additional duty of excise on petrol and diesel (which were known as road cess before introduction of road and infrastructure cess), accounted for 30% of the total collection of cess and surcharge, health and education cess, and agri infra development cess accounted for 16% each. Cess and surcharge collected through corporate and income tax accounted for Rs 4 lakh crore during 2020-21 to 2024-25.

MLAs questioned the absence of visa-on-arrival services at both Dabolim and Mopa airports, despite assurances given before the latter became operational. 'European tourists particularly, should get this facility as it will attract high-spending tourists,' said Calangute MLA Michael Lobo. Quepem MLA Altone D'Costa also made a strong pitch for the facility. 'Both the engines are yours. Tell Centre of the need for the visa-on-arrival facility to promote tourism,' he said. Lobo criticised the non-implementation of the tourism master plan, which he said consumed Rs 5 crore and three years of preparation before its completion in 2016. He also said that removing illegal touts, guides, and other unlawful activities from beaches was essential for attracting quality tourists. Poriem MLA Deviya Rane advocated for declaring the Ghodemoddni festival of Sattari as a state festival, as well as for promoting wellness and medical tourism. She stressed the necessity of direct international flights from Goa to elevate beach, medical, and spiritual tourism 'to the next level.'
