MMEA to sail home new naval asset from US, boosting maritime defence

KUALA LUMPUR: Forty-six personnel from the Malaysian Maritime Enforcement Agency (MMEA) will depart for Baltimore, United States, tomorrow to take delivery of the former US Coast Guard (USCG) Cutter Steadfast, which is set to become the agency's latest enforcement asset.
The acquisition is expected to significantly bolster Malaysia's maritime security, particularly in the South China Sea.
MMEA director-general Admiral Datuk Mohd Rosli Abdullah described the mission as a proud milestone for both the agency and the nation.
"This is no ordinary voyage. It reflects international recognition of the MMEA's capabilities and professionalism," he said.
He also urged the personnel to uphold the nation's reputation during their time abroad.
"Maintain integrity and display the highest standards of discipline throughout the mission," he said.
Mohd Rosli expressed his appreciation to the government for approving the acquisition of the vessel from the USCG.
"Without the government's unwavering support, this mission would not have been possible. It underscores the administration's commitment to enhancing Malaysia's maritime security," he added.
Currently, four MMEA personnel have been stationed in Baltimore since May for training and technical inspections of the vessel, as part of preparations for the return voyage.
The ex-USCG Cutter Steadfast is 64.14 metres in length and 10 metres wide, with a top speed of 18 knots. It is expected to arrive in Malaysia by mid-November.

'Our role goes beyond safeguarding the seas. 'We are also committed to serving the people through community-based programmes and targeted outreach efforts,' he told Bernama. The initiative, funded by the Finance Ministry, supports five key projects including repairs to the Sungai Tok Lin jetty, a vital economic lifeline for local fishermen. Other improvements include roof repairs at Al-Mahmudiah religious school, upgrades at the flood relief centre in SK Temerlok, maintenance and repair works at Masjid Al-Mahmudiah as well as cleaning of the mosque grounds and the nearby Muslim cemetery. The mosque also received two air-conditioning units, installed in its meeting room. Mohd Rosli said the agency had previously donated three cows for Aidiladha, with meat distributed to 200 residents. More than 150 MMEA personnel joined villagers in a gotong-royong to clean the village, mosque and cemetery.

Malaysian telcos make solid progress on mobile, fibre coverage

KUALA LUMPUR: Mobile and fibre broadband coverage and quality of service (QoS) in Malaysia have improved significantly between 2020 and 2024. This was largely driven by the Malaysian Communications and Multimedia Commission's (MCMC) Jalinan Digital Negara (Jendela), according to CIMB Securities. The progress is reflected in Malaysia's commendable sixth-place ranking in Asia (ex-China) for mobile services, the firm said. "Although Malaysia ranks a moderate ninth in Asia for fibre broadband, we believe this reflects the plan subscription mix rather than weak network QoS. "Notably, fibre premises passed hit nine million at end-2024, one year ahead of the Jendela Phase 2 target," it added. CIMB Securities believes the substantial progress in coverage and QoS will help the industry mitigate potential material environmental, social and governance (ESG) risks, particularly on the regulatory and reputational fronts. Telcos have met or exceeded the Jendela Phase 1 targets at end-2022. Since then, 4G coverage had further risen to 98.7 per cent with most states at or close to 100 per cent as at end-2024, while fibre premises passed have hit nine million (81 per cent since September 2020), one year ahead of the Jendela Phase 2 target. While there is still room to improve 4G coverage in Sabah and Sarawak, the industry has made significant progress in raising this from 73-74 per cent to 91-94 per cent between 2Q20 and end-2024. CIMB Securities said Malaysian telcos are increasingly expected by the MCMC)and the public to expand their network coverage to provide good and reliable QoS at affordable prices to support digital inclusion. Failure to meet these expectations exposes telcos to material ESG risks. This includes regulatory risk such as fines, licence suspension or reduced chances of success in future spectrum bids, and reputational risk. This may lead to diminished brand equity and increased customer churn to competitors perceived as more socially responsible and inclusive.

Glove makers under Hong Leong Investment Bank (HLIB)'s coverage have declined significantly in the first half of 2025 (1H2025), with share prices down between -47% to -59%. The sector was first weighed down by growing investor risk aversion towards export-oriented sectors in early-2025 in view of the potential unfavourable reciprocal tariffs to be imposed on Malaysia imports by US President Trump post his inauguration. Sentiment was further dampened by earnings disappointments from Hartalega and Kossan in Feb 2025, which missed both our and consensus estimates. This was accompanied by a weak forward guidance from Hartalega, which flagged the possibility of returning to losses in upcoming quarters and raised concerns over Chinese peers' expansion into Southeast Asia (SEA). 'Based on our checks, sales orders for generic medical examination rubber gloves remain subdued since Feb 2025, with the US replenishment cycle guidance continuing to be pushed back,' said HLIB. According to the glove makers, the softness was primarily attributed to US distributors still sitting on the front-loaded inventories, while ex-US markets are facing fierce competition from Chinese players. We believe that the muted US demand faced by Malaysian manufacturers may also be linked to transhipment activities by Chinese peers, who rerouted shipments through Thailand, Indonesia, and Vietnam, before exporting to the US. This is evidenced by the rising market share and imported customs values from these countries, even as total US customs values for imported medical and surgical rubber gloves during March-April 2025 remained comparable to the front-loading period in October-November 2024. For pricing, glove makers have indicated the average selling point (ASP) for generic medical examination rubber gloves will remain in a downtrend due to lower raw material prices and ongoing fierce competition domestically and regionally. Based on our channel checks, there will be about 5-8 bil pcs/annum coming online in Vietnam and c.5bn pcs/annum in Indonesia by end-2025. In addition, we estimated that Intco will add 10 bil pcs/annum from China itself in 2025. On a positive note, there remains potential for a gradual demand shift among US buyers from vinyl gloves to nitrile rubber gloves should the ongoing 90-day tariff negotiations between the US and China end unfavourably. This substitution effect, estimated at an additional 28-38 bil pcs/annum, could help absorb the incoming supply from Intco's expanded capacity, thereby supporting the path toward restoring supply-demand equilibrium by 2026, based on our view. —July 21, 2025 Main image: Reuters
