CBI arrests 3 for Rs 3.81 cr cyber fraud using mule accounts

New Delhi, Jul 27 (PTI) The CBI has arrested three persons for allegedly siphoning off Rs 3.81 crore through online fraud in a single day using mule accounts, officials said on Sunday.
The agency has arrested mule account holder Sudhir Bhaskar Palande and agents Yash Thakur and Shaurya Sunilkumar Singh, who have been sent to judicial custody, they said.
Acting on a tip-off, the CBI booked a mule account holder and unidentified cyber scamsters, bank officials and others for allegedly committing cybercrime using a mule account in which Rs 3.81 crore was siphoned off on July 2 from various victims.
A mule account is a bank account used by scamsters to move illicit money.
The crime proceeds were promptly dispersed to more than 100 mule accounts across India in the scheme's first layer, a CBI spokesperson said.
The money was then routed through thousands of additional accounts in a sophisticated attempt to obfuscate their origin before reaching the principal fraudsters.
'During the investigation, CBI unearthed the entire conspiracy of opening of said mule accounts by the bankers and the middlemen without proper KYC norms or customer due diligence or initial risk assessment," the spokesperson said.
She said the actions were in violation of the guidelines issued vide the RBI Master circular.
The CBI searches resulted in the seizure of a trove of incriminating documents and digital evidence, mobile phones, iPads, bank account opening documents, transaction details, KYC documents, etc.
'Identification of individuals, including the middlemen involved in the opening of mule accounts in Mumbai, facilitating arrangements of stay of an account holder in Nagpur and transferring of funds to other mule accounts through agents in Nagpur was done by the CBI," she said.
It was also found that agents in Nagpur and mule account holders received their commission in cryptocurrency which was further distributed among the co-conspirators, the spokesperson said. PTI ABS ARI

A group of men from the Maharashtra Navnirman Sena (MNS) vandalised a dance bar in Panvel late last night, hours after party chief Raj Thackeray delivered a charged speech against such establishments in the Raigad district. According to police, more than a dozen individuals armed with sticks stormed the Night Riders bar, damaging furniture and smashing liquor bottles. Social media videos showed the bar's interior in disarray, with broken tables and shattered glass strewn across the premises. The incident occurred shortly after Thackeray addressed a Kisan Mazdoor Party gathering in Panvel, where he denounced the proliferation of dance bars in Raigad. 'Raigad district has the most dance bars. They were closed, right? So many dance bars in Raigad, who owns them? Only Marathi people? So, if you are being evicted from here, then you are being trapped by making you habituated to dance bars. This is our Raigad. Raigad was the capital of Chhatrapati Shivaji Maharaj," Thackeray said during his speech. Following the remarks, MNS workers allegedly took to the streets and targeted the bar around midnight. Police have launched an investigation and are reviewing CCTV footage and gathering eyewitness accounts. MNS Defends Vandalism MNS leader Sandip Deshpande defended the vandalism, calling it a 'symbolic protest." 'This is a symbolic protest, the bars are illegal, that's why it had to be done immediately. The government should pay attention to this," he said. Over 17,000 cybercrime complaints in two years, but only 244 FIRs registered

Chandigarh recorded an alarming 17,075 cybercrime complaints in the past two years, with the total financial losses amounting to a staggering Rs 95 crore, of which only Rs 14.86 crore, less than 16 per cent, was recovered, disclosed the Chandigarh Cyber Crime Police in an RTI reply, raising serious concerns about the effectiveness of existing investigative mechanisms. According to official data, compiled for the period between April 2023 and March 2025, a total of 17,075 complaints were filed, 244 FIRs were registered, and 200 arrests were made, indicating a large number of complaints never progressed to the FIR stage. The data further reveals a consistent rise in the cases of online cheating, phishing, UPI scams, fake job offers and other forms of financial cybercrimes. March 2024 recorded the highest monthly loss, with over Rs 7.97 crore defrauded, followed by February 2024 (Rs 6.26 crore) and May 2024 (Rs 6.24 crore). However, the recovery continues to remain low. February 2025 saw the highest monthly recovery of Rs 2.58 crore, followed by Rs 1.31 crore in January 2025 and Rs 1.04 crore in March 2024. The data also highlights a trend of low FIR registration vis-à-vis the number of complaints. For instance, 923 complaints were received in July 2024, yet only 26 FIRs were registered. In August 2024, out of 864 complaints, just 6 FIRs were filed. Despite the low number of FIRs, arrests were made in several months — 13 in July 2023, 14 in September 2024, and 11 in December 2024. 'The rise in cybercrime is due to the increasing use of digital payments and the internet in daily life, coupled with a lack of awareness among users,' said Ram Kumar Garg, an RTI activist and the president of Second Innings Association. 'Amount-wise and category-wise, the number of frauds is increasing tremendously. The government should take it seriously and seek international coordination and expert manpower to curtail, if not stop it wholly. Supply of SIM, unauthentic Aadhaar and banks need to be tightened,' Garg added. However, DSP (Cyber Crime) A Venkatesh said, 'In several complaints, complainants get their money back during the preliminary investigation, and then do not pursue their complaints further. So, not all complaints turned into FIRs, as every FIR is registered after a thorough inquiry.'
