2 new OISF battalions to help strengthen industrial security

The decision follows the BJP govt's increased focus on developing port-based industries in Paradip, Dhamara, Astaranga and Gopalpur, leading to new industrial clusters. The expansion, adding to the existing two battalions, will require the recruitment of 1,944 personnel. This move aims to enhance security infrastructure alongside industrial growth in the state, officials said.
Each new battalion will have 675 constables, 128 havildars, 63 assistant sub-inspectors, 27 sub-inspectors and 12 inspectors.
They will have one commander and three deputy and four assistant commanders each, besides clerical and other support staff. "These two battalions will be known as the third and fourth battalions," a notification from the home department read.
It further stated that the expenditure on account of hiring cost of vehicles shall be charged from borrowing organisations. For both the battalions, armourer staff, communication and stenographers will be included.
"The newly created posts will be filled up in a transparent manner following recruitment rules and provisions of the Odisha Reservation of Vacancies (ORV) Act," the notification read.
Paradip port, one of India's major ports on the east coast, which handled 145.38 million metric tonnes of cargo last fiscal, has immense potential for growth, and security could be a huge challenge. With three operational deep-draught ports — Paradip, Dhamra, and Gopalpur — and ambitious expansion plans, the govt is leveraging its 480 km coastline to integrate industrial growth with urban development.

"Industrial security is an emerging challenge now, and the state can't afford to earn a bad name by lagging behind in terms of robust and modern security," said a senior police officer.

In its detailed order rejecting a discharge plea by Walmik Karad, the main accused in the murder of a sarpanch in Maharashtra's Beed district, a special court has said that there is prima facie evidence to show that he is a member of an organised crime syndicate. The plea was rejected on July 22, and the full order was made available this week. Karad – a close aide of former NCP minister Dhananjay Munde – and others have been booked under the stringent Maharashtra Control of Organised Crime Act (MCOCA) for the murder of Santosh Deshmukh on December 9, 2024. 'Validity of prior permission or sanction shall not be doubted at this juncture. Thus the statements of witnesses, material, technical, digital, scientific and forensic evidence prima facie reveal that the offence is committed by the applicant and co-accused persons,' the detailed order by special judge V H Patwadkar said. The prosecution said that between October and December 2024, the accused, including Karad, conspired and demanded ransom from a company to run their business in the district. When Massajog sarpanch Deshmukh intervened, a plan was made to abduct and murder him. Deshmukh was subsequently killed. The prosecution has claimed that the co-accused videographed the act and also made a video call to Karad. The prosecution cited 20 previous crimes filed against Karad, including that of unlawful assembly and attempt to murder, and said he was also convicted in one case. It added that the other accused were following the instructions of Karad, who is a member of the crime syndicate. Karad had filed the discharge plea stating he was falsely implicated for political reasons, and there was no crime syndicate as claimed by the police. He also questioned the validity of the sanction under the MCOCA given in February, claiming that due procedure was not followed while invoking the Act. He said no role was specified when it came to his involvement in the crime. Karad said the police deliberately hid the fact that among the cases cited, he was cleared in almost 15 of them, including the case in which he was convicted, and that the Bombay High Court had acquitted him in the appeal stage. Special Public Prosecutor Ujjwal Nikam submitted that the sanction for MCOCA was taken as per procedure and if it is dropped, the crime syndicate will continue its work, resulting in a grave law and order problem.

Karnataka to divert Rs 11,896 crore SC/ST funds for guarantees, BJP slams move
The Karnataka government has decided to use a portion of the Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) funds for the implementation of its guarantee schemes. Out of the total Rs 42,017.51 crore allocated for SCSP and TSP in the financial year 2025–26, Rs 11,896.84 crore is set to be utilised for five major welfare decision, which has triggered criticism from the opposition BJP, was approved during the SC/ST State Development Council meeting. A high-level review meeting on the matter is scheduled to be held on August 5 under the chairmanship of Chief Minister allocation for 2025–26 includes Rs 29,991.69 crore under the Scheduled Caste Sub Plan and Rs 12,025.82 crore under the Tribal Sub Plan. Of the Rs 11,896.84 crore being diverted, Rs 1,670 crore has been earmarked for Anna Bhagya, Rs 162 crore for Yuva Nidhi, Rs 1,537 crore for Shakti Yojana, Rs 2,626 crore for Gruha Jyoti, and Rs 7,438 crore for Gruha Lakshmi. According to government data, similar reallocation of welfare funds has taken place in the previous two financial years. In 2023–24, Rs 11,114 crore from SCSP/TSP allocations was used for guarantee schemes, and in 2024–25, Rs 14,282.38 crore was allotted for the same strongly to the move, Karnataka BJP president BY Vijayendra took to X to accuse the Congress government of betraying marginalised communities. 'The Congress government, which has consistently exploited the oppressed communities to gain power, is now diverting Rs 11,896.84 crore allocated for the welfare of Scheduled Castes and Scheduled Tribes for the implementation of its five guarantee schemes in the 2025–26 fiscal year. This move, aimed at using welfare funds to run its political agenda, is being condemned as a betrayal of Dalits and a blow to the very foundation of social justice,' he aim at Chief Minister Siddaramaiah, Vijayendra added, 'Chief Minister @siddaramaiah, who often claims to be a leader of backward classes and a saviour of Dalits, has now taken the reprehensible step of diverting funds reserved for Dalit welfare towards guarantee schemes — a decision that deserves strong condemnation.'The BJP leader also recalled similar controversies in the previous year. 'Last year, the @INCKarnataka government misused all allocated funds for ST welfare and even looted the funds reserved for the Maharshi Valmiki Development Corporation. Now, by reallocating this year's SC/ST welfare funds towards guarantee schemes, the government has effectively written off the development of the state's marginalised communities.'He warned that if the decision is not reversed, the BJP would launch protests inside and outside the Assembly.
