India opens EV manufacturing doors to global giants with new portal launch under SPMEPCI

In a significant move to position India as a global hub for electric vehicle (EV) production, the Ministry of Heavy Industries (MHI) on Tuesday launched the online application portal for the Scheme to Promote Manufacturing of Electric Passenger Cars in India (
SPMEPCI
). The initiative, seen as a landmark in India's clean mobility journey, opens the door for
global EV manufacturers
to establish a long-term manufacturing presence in the country.
According to the Ministry of Heavy Industries, the portal — available at spmepci.heavyindustries.gov.in — will remain open for applications from 10:30 a.m. on June 24, 2025, until 6:00 p.m. on October 21, 2025. The move follows the notification of the scheme on March 15, 2024, and the subsequent release of detailed guidelines via Notification No. S.O. 2450(E) dated June 2, 2025.
'This initiative marks a defining moment in India's journey towards clean, self-reliant, and future-ready mobility,' said Union Minister for Heavy Industries HD Kumaraswamy, during the portal launch. 'The launch of this portal under the SPMEPCI scheme opens new avenues for global electric vehicle manufacturers to invest in India's rapidly evolving automotive landscape.'
The scheme aligns with India's broader goal of achieving Net Zero by 2070, and is firmly embedded in the government's 'Make in India' and 'Aatmanirbhar Bharat' (self-reliant India) missions.
Key features of the scheme
Reduced Import Duties for CBUs: Approved applicants will be permitted to import Completely Built Units (CBUs) of electric four-wheelers with a minimum CIF (Cost, Insurance and Freight) value of USD 35,000 at a reduced customs duty of 15%, for a period of five years from the date of application approval.
Minimum Investment Requirement: Applicants are required to make a minimum investment of ₹4,150 crore, with mandatory compliance to domestic value addition (DVA) milestones over time.
Global and Domestic Participation: The scheme is open to both foreign and domestic manufacturers, offering a calibrated balance between access to advanced EV technology and the development of indigenous manufacturing capabilities.
Strategic Policy Framework: The policy framework is designed to attract leading EV brands to India, generate high-skilled employment, and advance India's EV ecosystem through investment, innovation, and infrastructure.
The Ministry noted that the scheme 'not only supports our national commitment to achieving Net Zero by 2070, but also reinforces our resolve to build a sustainable, innovation-driven economy.'
Industry observers view the launch as a direct call to global players like Tesla, BYD, and other EV majors to make strategic investments in India, leveraging a favorable policy environment and a massive consumer base.

(AP) Notify me The Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI) will attract new foreign auto manufacturers to invest and bring their electric vehicle portfolio to the country, believes Mercedes-Benz India CEO and Managing Director Santosh Iyer. The German automaker that has been leading the electric vehicle segment in the Indian luxury car market with a wide range of products has introduced two new sports cars in the country, the AMG GT 63 4MATIC and GT 63 PRO 4MATIC Coupe, priced at ₹ 3 crore (ex-showroom) and ₹ 3.65 crore (ex-showroom), respectively. Speaking to PTI about the SPMEPCI, Iyer said that it is a great scheme and a great initiative by the Ministry of Heavy Industries (MHI). "I think it's a great scheme and a great initiative by the Ministry for Heavy Industries (MHI) to really come up with such a forward-looking scheme. But this scheme is primarily for new entrants who have not come into India," Iyer reportedly said. Speaking about Mercedes-Benz's investments in India, Iyer said that the company has invested ₹ 3,000 crore in the OEM's Chakan plant near Pune. 'Today, we are already producing two car models locally at this plant, much before the announcement of the scheme," he further said, while also adding, 'But I think this scheme will surely attract newer players, who are not yet in India, to invest and come with their electric cars." Meanwhile, speaking about the ongoing rare earth magnet crisis, which has hit the panic button in the Indian industry and is fuelling concerns about a possible shutdown in the coming months due to the unavailability of the critical component, Iyer said that in today's time, disruptions happen due to geopolitical issues or supply chain issues, but the company's colleagues involved in the backend are able to manage it quite well. "As of now, we have no disruption in India because of any of these issues," Iyer asserted. Guwahati/Hyderabad: Union Minister for Coal and Mines G Kishan Reddy on Saturday reaffirmed the government's commitment to the development of the North Eastern states during the 2nd North-East Mining Minister's Conclave. Speaking on the second day of the conclave, he emphasized that the Government of India (GoI) would support the mineral- and coal-rich North Eastern states and highlighted plans to strengthen mining infrastructure, expedite project approvals, and promote sustainable mining practices in the region. He stated that the development of the North East was central to the vision of Viksit Bharat 2047, with the eight states—Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim—recognized as Ashta Lakshmi. He remarked, 'While I could merely offer some kind words, it is evident that various ministries, departments, and officials are engaged in the mining sector. Yet, the sector continues to lag behind,' he noted. He inquired about the status of mining sites, current plans, levels of public cooperation, and what the states desire, suggesting that these elements should be incorporated into a vision plan for each state's mining sector to move forward. He emphasized that better coordination between the Centre and states was essential for creating jobs, attracting investments, and fostering inclusive economic growth through the development of the mineral and coal sectors. He mentioned that Central Ministers had visited the North-Eastern states approximately 700 times, underscoring the commitment of the Centre, under Prime Minister Narendra Modi, to advancing the all-around development of these states. He also pointed out the numerous infrastructure projects underway in the North East. The MP indicated that he would be willing to speak with the Chief Ministers of the relevant states regarding the mining and mineral exploration sectors if necessary. During the conclave, representatives from all eight North Eastern states presented their strategies for advancing the mining and coal sectors. Ministers from Meghalaya, Assam, Arunachal Pradesh, and Sikkim, along with the Advisor to the Chief Minister of Nagaland, outlined state-specific goals, achievements, and plans. They discussed progress in block auctions, critical mineral exploration, coal mine revival, minor mineral development, and the adoption of sustainable mining models. The discussions reflected a mutual commitment to balancing environmental safeguards with economic growth. States also called for increased central assistance to overcome regional challenges and realize their full resource potential. On the sidelines of the conclave, Kishan Reddy inaugurated a new regional office of the Indian Bureau of Mines (IBM) in Guwahati. This inauguration was attended by Assam's Minister for Mines, Kaushik Rai, as well as VL Kantha Rao, Secretary of the Ministry of Mines, and Sanjay Lohiya, Additional Secretary of the Ministry of Mines, alongside Piyush Sharma, Controller General of IBM, and other senior officials from the Central and State Governments. The new IBM office is expected to play a crucial role in strengthening regulatory oversight, technical support, and facilitation services for the mining sector in the North East. Earlier, he called on State Chief Minister Hemanta Biswa Sarma and also visited the Kamakhya Temple.
