
PIL seeks urgent action on stray dog menace in Punjab, compensation to victims
The PIL drew attention to the state's non-compliance with the Prevention of Cruelty to Animals Act and its own bye-laws framed in 2020 for the control of stray animals. The petitioner's advocate pointed to the non-establishment of District Societies for Prevention of Cruelty to Animals and the failure to construct cattle pounds across the state, both of which are mandated under Rule 4 of the Punjab Municipal Corporation and Municipal (Registration, Proper Control of Stray Animals and Compensation to the Victim of Animal Attack) Bye-laws, 2020.
Taking note of the petitioner's grievances, the court observed that 'the learned counsel for the State is directed to seek instructions in this matter and may file short affidavit, if so advised, in response to the aforesaid grievances'. The matter will now be taken up on July 14.
In the petition, Kanwar Pahul Singh and co-counsel Rasia Jund listed a series of alarming incidents involving attacks by stray dogs. Singh cited the case of Harjit Kaur, wife of a BSF personnel, who was mauled to death by a pack of stray dogs in Kishanpur village on May 3, 2024, as reported in an English daily. In another horrific case, a six-year-old boy in Ludhiana lost his life in a stray dog attack on March 31 this year. Locals had rushed to save the child, but to no avail.
Supporting his plea with news reports and statistics, the petitioner cited a report published in a Hindi daily, which stated that 770 people had been bitten by stray dogs in just four months of 2024, averaging 62 bites per day. Singh contended that the inaction of municipal bodies, panchayats, and the Animal Husbandry Department had led to grievous injuries and even deaths, violating citizens' fundamental right to life and safety under Article 21 of the Constitution.
The PIL sought immediate intervention by the state government, including the creation of cattle pounds, implementation of sterilisation drives, and provision of compensation to victims of stray dog attacks. It also demanded that officials be held accountable for failing to enforce the 2020 bye-laws.
The petition also highlighted the petitioner's earlier efforts to engage with the authorities. It mentioned a representation submitted on February 26, 2025, which remained unaddressed. Singh further requested that the court waive the five-day notice requirement for the respondents and dispense with advance copy service, citing the urgency of the matter.

CID arrests COO of Falcon Group for ₹792 crore ponzi scheme
The Telangana Criminal Investigation Department (CID) arrested Aaryan Singh, the Chief Operating Officer (COO) of a large-scale Ponzi scheme disguised as an invoice discounting platform. The scheme operating under the name of 'Falcon' has siphoned off at least ₹792 crore of 4,065 unsuspecting investors. Singh, aged 39, was arrested in Bathinda, Punjab on July 4 and brought to Hyderabad on a transit remand. He was produced before a magistrate on Saturday and has been remanded to judicial custody. He is the tenth person to be arrested in the ongoing investigation. The company allegedly used social media platforms like YouTube, Google and Instagram, as well as tele-calling operations, to lure depositors by offering high short-term returns through fake deals with reputed multinational corporations. According to CID officials, Singh, who resided in Banjara Hills, Hyderabad, played a key role in the fraud. As COO, he not only issued receipts and agreements to depositors but was also actively involved in designing the scheme with the company's Managing Director, Amar Deep Kumar. Singh reportedly collected strategic deposits worth ₹14.35 crore from victims and diverted ₹1.62 crore into his personal account. The case was booked by the Economic Offences Wing, Cyberabad and later transferred to the CID for further investigation. Another eight FIRs have been filed against the company and its directors across the country. Following the initial complaints, Singh is believed to have fled to Nanded before moving to Bathinda, where he took shelter in a gurdwara. A CID team, acting on specific intelligence, tracked him down and seized two mobile phones and several incriminating documents during his arrest.

Punjab woman dies by suicide, husband follows suit thinking she eloped
A married couple in Punjab's Patiala district allegedly committed suicide in separate incidents over a misunderstanding, leaving behind three children, police said on Sunday. The 43-year-old man's body was found hanging at his home, police said.(PTI/ Representational) According to police, the husband took the extreme step after suspecting that his wife had eloped with someone. The couple had a quarrel on June 29, following which the woman left home with their three children, aged between 10-20. The woman took the children to a Gurdwara in Fatehgarh Sahib and later sent them to their maternal grandparents' house in Rupnagar district while she went missing. Despite her parents assuring the husband that she did not come to them, he suspected she had eloped, Gurpreet Singh, SHO of Bhadson police station, said. On July 3, the 43-year-old man's body was found hanging at his home. His wife had allegedly ended her life two days earlier, with her body retrieved from the Bhakra canal, but he was unaware of this, Singh said. A case has been registered, and further investigations are underway, Singh added. Discussing suicides can be triggering for some. However, suicides are preventable. Shimla landslide: Yet another complaint against NHAI, this time by HP forest dept
The Himachal Pradesh forest department Saturday filed a police complaint against the National Highway Authority of India (NHAI), accusing it of negligence leading to a massive landslide on the Kaithlighat-Dhalli road stretch in the suburbs of Shimla city on June 30. This is the fourth complaint filed against the road authority in Shimla in the last one week. A five-storey building collapsed in the landslide on Monday. Nearly 8,550 square metres of protected land was damaged and trees were uprooted, causing an estimated Rs 2.14 crore loss along the under-construction four-lane Dhalli road. The complaint, filed by forest officer Ajeet Kumar, followed an inquiry conducted by the forest department, which pinned the negligent and faulty execution of road-cutting work by the NHAI as the main cause of the landslide. The complaint said the calamity could have been avoided if the four-lane road construction was executed after taking due precautions and safety measures. A case has been registered under Sections 32 and 33 of the Indian Forest Act for offences related to protected areas and Section 324 (5) of Bharatiya Nyaya Sanhita for mischief causing damage to property, police said. Earlier, owner of the collapsed building, Ranjana Verma, had registered a case against the NHAI and the company involved in the four-lane road project for endangering life and causing damage to property. Two more cases were filed by local residents against NHAI officials for wrongful restraint, endangering life or personal safety of others, intentional hurt and criminal liability — one each by a group of locals and a gram panchayat member. Notably, all four cases have been registered after Panchayati Raj Minister Anirudh Singh, who is also the local MLA from Kasumpti where the collapse took place, was booked based on a complaint from NHAI employees. In the complaint, NHAI employee Achal Jindal had alleged that Singh, who had been on a visit to inspect the building collapse site, summoned him and his site engineer Yogesh Verma and assaulted them. Singh had denied the allegations, saying that 'the FIR does not mean that I am guilty.' (With PTI inputs)
