Canada invites 503 foreigners through Express Entry for permanent residency
Immigration, Refugees and Citizenship Canada (IRCC) on June 23, 2025, invited 503 candidates to apply for permanent residence under the Provincial Nominee Program (PNP), in the fifth Express Entry draw of the month.
Candidates needed a minimum Comprehensive Ranking System (CRS) score of 742 and must have created their Express Entry profile before May 30, 2025, to be considered.
This draw follows earlier selections this month targeting candidates under the Canadian Experience Class (CEC) and category-based draws for healthcare and social services professionals.
Express Entry activity in 2025
As of June 23, IRCC has issued a total of 38,845 Invitations to Apply (ITAs) through Express Entry in 2025. A majority of these draws have focused on PNP and CEC candidates.

What candidates should do after receiving an ITA
Those invited on June 23 have 60 days to submit a complete application through their Express Entry account. The process involves:
• Collecting documents such as passports, English or French test scores, job reference letters, proof of funds, and police certificates
• Submitting the permanent residence application online
• Paying application fees (around CAD 1,365 per adult)
• Completing medical exams and providing biometrics if requested
IRCC targets a processing time of six months. Approved applicants will receive a Confirmation of Permanent Residence (COPR).
Those already in Canada may complete the process through a virtual landing. Others will need to travel to Canada to activate their permanent residence.
How the Provincial Nominee Program works
The PNP allows provinces and territories to nominate individuals for permanent residence based on regional labour market needs. Each participating province runs its own PNP streams with specific criteria and occupations in demand.
Some PNP streams are aligned with Express Entry, awarding nominated candidates an extra 600 CRS points, which nearly guarantees an ITA in a federal draw.

"After Dr. Khan Suri reaffirmed his needs, he was given a prayer mat, a Quran, and provided a space on a bed in the dorm, outside of the TV room." He was classified as "requiring high security" and had to wear a bright-red uniform. He was told he fell under the category of "with a known criminal group". "Due to his classification and security protocols at the facility, Dr. Khan Suri is only permitted two hours per week of recreation," the petition said. To cope with the difficult conditions at the detention centre, he said, "I would write about them, I would think about them - like when their school bus would come, when would it return, what they do during the day, what they were drawing," he said. "When I saw drawings by kids of other detainees, I felt the love for my children." On the morning of his release, he said, "When they saw me, all three were shouting with joy, hugging and kissing me," he said. "For the twins, I had finally come back from the 'clouds.'"

Officials said the line establishes Mizoram as the fourth northeastern state with its capital city linked to the national railway network. According to the NFR, the line has 48 tunnels covering 12.853 km, 55 major and 87 minor bridges, five road overbridges and nine road underbridges, with one of the bridges numbered at 196 boasting of a height of 104 metres — 42 metres taller than the Qutub Minar. 'The new line will not only bring benefits to the people of Mizoram through improved transportation and accessibility, but also enhance regional mobility, along with boosting local tourism,' the NFR said. 'The path-breaking operation will also stimulate commercial activities, economic development and strengthen train connectivity across the northeastern states, generating employment opportunities and promoting small-business growth near stations and goods sheds,' it added. Talking about the commencement of the project, a senior official said Modi remotely unveiled the plaque for the new rail line from Bairabi to Sairang at a ceremony held at the Maligaon Railway Stadium on November 29, 2014. He added that the complete rail line was commissioned in four phases — Bairabi-Hortoki (16.72 km) commissioned in July 2024, Hortoki-Kawnpui (9.71 km) in June 2025, Kawnpui-Mualkhang (12.11 km) in June 2025 and Mualkhang-Sairang (12.84 km) in June 2025. 'The final stretch of the Bairabi-Sairang new line railway project, from Hortoki to Sairang, was thoroughly inspected by the CRS, Northeast Frontier Circle, between June 6 and June 10. This marks a significant milestone as it completes the entire 57.38-km rail line, paving the way for direct rail connectivity to Aizawl for the very first time,' another official said. The CRS authorised the operation of freight and passenger trains on the newly-laid broad gauge line between Bairabi and Hortoki on August 22, 2024.
