Government announces reduction in electricity tariffs across country

Pakistan's power regulator has approved a Rs1.71 per unit reduction in electricity prices across the country, including Karachi, under the head of petroleum levy relief, officials said on Thursday.
The National Electric Power Regulatory Authority (NEPRA) approved a federal government proposal to lower electricity tariffs and has forwarded its decision to the federal authorities for implementation.
The price cut will apply for the April to June 2025 quarter and will benefit consumers nationwide, including those served by K-Electric. However, the relief will not be extended to lifeline consumers, NEPRA said in a statement.
The federal government had submitted a request for the tariff reduction last month, following its move to increase petroleum levy on petrol and high-speed diesel by Rs10 per litre.
The government said the power tariff cut was aimed at passing on relief to consumers from the additional revenue generated through fuel levies.
NEPRA held a hearing on the proposal on April 4 and subsequently approved the price reduction.
Previously, electricity tariffs were reduced by Rs1.90 per unit under quarterly adjustments for consumers across Pakistan, including Karachi.
Earlier this month, Prime Minister Shehbaz Sharif also announced a significant electricity tariff reduction for domestic users, up to Rs7.41 per unit, bringing the average rate down to Rs38.37 per unit. For industrial users, a Rs7.59 per unit cut was announced, reducing the average tariff to Rs40.60 per unit.

KARACHI: Rupee gained against the US dollar in the inter-bank market as it appreciated by Rs1.42 or 0.50% during the previous week. The local unit closed at 283.45, against 284.87 it had closed the week earlier against the greenback, according to the State Bank of Pakistan (SBP). The week-on-week gain was 93-week high, AKD Securities said, as a reported crackdown against currency smugglers helped the rupee recover against the dollar. The central bank will continue to build its dollar stockpile but at a slower pace without putting undue pressure on the rupee, according to Citigroup Inc., Bloomberg reported. The foreign exchange reserves held by the SBP decreased by $69 million during the week ending July 18, 2025, as the country made scheduled external debt repayments. According to SBP data, the central bank's reserves fell to $14.46 billion, down from $14.53 billion recorded a week earlier. Prime Minister Shehbaz Sharif decided to continue the remittance incentive scheme, directing the Ministry of Finance to immediately release funds on a priority basis for the Workers' Remittances Incentive Scheme. Open-market rates In the open market, the PKR gained 1.91 rupee for buying and 2.05 rupees for selling against USD, closing at 285.46 and 286.55, respectively. Against Euro, the PKR gained 67 paise for buying and 1.91 rupee for selling, closing at 334.25 and 336.36, respectively. Against UAE Dirham, the PKR gained 99 paise for buying and 1.22 rupee for selling, closing at 77.53 and 78.00, respectively. ISLAMABAD: In a major step towards cashless economy the government has decided that all electricity/ telephone/ gas bills will have printed QR codes, thereby allowing payment through digital means, well informed sources told Business Recorder. This decision was taken at a recent meeting presided over by the Prime Minister, Shehbaz Sharif, which was attended by all the concerned ministries/ organisations. Prime Minister, will launch Digital Payment Index Pakistan next month for which Governor SBP and CEO Karandaaz are to make arrangements. According to sources, a team led by Secretary Petroleum and Natural Resources and comprising, Secretary Power, Secretary M/o IT&T and Chairman Capital Development Authority (CDA) will formulate the mechanism within a month. Digital payments: Pakistan PM forms three high-powered panels Secretary Petroleum and Chairman Oil and Gas Regulatory Authority (OGRA) will devise a mechanism in one month for mandatory acceptance of payments through QR codes, Point of Sale (PoS) terminals, soft PoS to be made available in all petrol stations across the country ( including AJ&K, GB regions) and Motorways as this will be mandatory condition of their licences, the sources added. Chairman CDA, in consultation with the Law and Justice Division is tasked to review legal framework for mandating acceptance of QR codes, PoS terminals, soft PoS, or other approved digital payment instruments and to mandate acceptance accordingly. For the State Bank of Pakistan (SBP), the following revised target, as proposed by the Sub-Committee on digital payments innovation and adoption, were approved: (i) active digital commerce payment points include QR codes- 2 million from existing 0.5 million ;(ii) active merchant- 1 transaction per month ;(iii) the number of mobile/ internet app and digital banking users to be increased to 120 million from 95 million during FY 26;(iv) the number of digital transactions will be enhanced by 100 per cent to 15 billion from existing 7.5 billion ; and (v) remittances to be credited in bank accounts/ wallets ( no cash payments)-100 per cent digital from existing 80 per cent. Secretary Finance and Governor State Bank of Pakistan have been directed to revise annual subsidy allocation ceiling for supporting cashless transactions to Rs 3.5 billion ( 0.5 per cent incentive to banks for encouraging merchants on boarding on Raast). Banks may charge MDR of up to 0.25 per cent from merchants. Any amount in excess of this ceiling to be borne by the service providers. The Government Payment Sub-Committee, in consultation with provincial governments and relevant stakeholders, shall review the proposed timelines for implementation of its proposed recommendations. For submission of plans on State Owned Entities (SOEs) and P2G targets, revised timelines, reduced by at least one fourth will be shared during the next meeting of the Committee. Governor SBP has been directed to ensure that private sector members on the Board of Raast Payment Pakistan shall be renowned experts with a proven professional track record in the field of digital payments. Governor SBP has also been directed to finalise appointment of Chief Executive Officer (CEO) Raast Payment Pakistan by end of September 2025. Secretary Information Technology and Telecom has been asked to make all necessary arrangements for the inauguration of the Islamabad IT Park by the third week of August 2025 without exception. The meeting also decided that Right of Way (RoW) charges will be eliminated beginning with CDA, NHA and Pakistan Railways. Capital Development Authority while granting NOC/ approval to new housing societies shall prescribe a condition that these societies will not impose any Right of Way for development/installation of IT and IT related infrastructure /fiberization. Law and Justice Division to review legal instruments for implementation of this decision. This shall serve as a model for provincial governments to adopt for which consensus will be developed. Listen to article The Pakistani government has imposed a ban on overland travel to Iran and Iraq for Arbaeen pilgrims, citing national security and public safety concerns. Interior Minister Mohsin Naqvi announced that pilgrims will now only be allowed to travel to the holy sites in Iran and Iraq by air. 'Pilgrims will not be permitted to use road routes to Iraq and Iran,' he said in a message shared on social media. 'This decision has been made in view of public safety and national security,' the minister added, stating that the ban was finalised after consultation with the Ministry of Foreign Affairs, the Balochistan government, and security agencies. 'Under Prime Minister Shehbaz Sharif's directive, more flights will be arranged for Arbaeen pilgrims,' Naqvi said, noting that maximum possible flight capacity will be ensured. Pakistan International Airlines (PIA) has announced a special flight operation for Arbaeen starting August 8. Outbound flights from Pakistan to Najaf will operate from August 8 to 11, while return flights from Najaf to Pakistan are scheduled for August 18 to 23. However, many intending pilgrims have urged PIA to reduce the fare and introduce additional flights to meet high demand during the religious occasion. Every year, hundreds of thousands of Pakistani pilgrims travel overland to Najaf via Iran. The sudden ban on road travel is expected to significantly affect travel logistics, especially for those unable to afford air travel.
