No plan to scrap post-matric scholarship for ST/SC students: Centre

New Delhi, Jul 22 (PTI) The Centre has said there is no proposal to discontinue the Post-Matric Scholarship scheme for Scheduled Tribe or Scheduled Caste students. There have been concerns about whether the scheme will continue beyond 2025-26.
In a written response in Lok Sabha, Minister of State for Social Justice and Empowerment Ramdas Athawale said the objective of the scheme is to increase the Gross Enrolment Ratio (GER) of SC and ST students in higher education and that there is no plan to scrap the scheme.
Both schemes are currently being implemented with funding and eligibility parameters approved by the Cabinet and Expenditure Finance Committee, which remain valid from financial year 2021-22 to 2025-26.
The Centre-State funding patterns differ for SC and ST students.
For SC students, the cost-sharing ratio is 60:40 between the Centre and the states, except for the North-Eastern states, where it is 90:10.
The Ministry of Social Justice and Empowerment releases the central share directly to students' Aadhaar-seeded bank accounts via the National Scholarship Portal (NSP), but only after the state has disbursed its 40 per cent share.
For ST students, the fund-sharing ratio stands at 75:25 between the Centre and the states.
The Ministry of Tribal Affairs releases 75 per cent of the amount to state governments or Union Territories, which then contribute the remaining 25 per cent and transfer the full amount to students via Direct Benefit Transfer (DBT) in a single instalment. PTI UZM VN VN

Debt-ridden Himachal turns to lottery to make a quick buck
Kullu: Cash-strapped Himachal Pradesh is trying its luck with lottery to turn its fortunes. The cabinet has allowed lottery operations that were shut down in 1999. Burdened by a Rs 1 lakh-crore debt, it hopes to make a modest Rs 50 to Rs 100 crore annually from sale of lottery tickets. The decision to reintroduce lottery in the mountain state after over a quarter century was taken in a cabinet meeting on July 31. The recommendation came from a cabinet sub-committee set up to give suggestions to boost state revenue. It seems to be inspired by other states that run lotteries. Neighbouring Punjab earned Rs 235 crore through sale of lottery tickets during the 2024-25 fiscal, while the tiny state of Sikkim made Rs 30 crore during the same period. Kerala tops the list — the southern state earned a jaw-dropping Rs 13,582 crore last financial year. Himachal, which is finding it difficult to meet the expenses of rebuilding the damage caused by this year's landslides and flash floods, hopes to mop up some much-needed funds this way. Enough nuke submarines to control 2 deployed by Trump, says Russian lawmaker
Moscow, Aug 1 (PTI) There are enough Russian nuclear submarines in the high seas to tackle two American subs dispatched by US President Donald Trump to counter Russia, a member of the Russian Parliament Duma has said. 'The number of Russian nuclear submarines in the world's oceans is significantly higher than the American ones, and the subs that US President Donald Trump ordered to be redirected to the appropriate regions have long been under their control. So no response from the Russian Federation to the American leader's statement about the submarines is required," a senior Russian lawmaker, Viktor Vodolatsky, was quoted as saying by TASS. Earlier on Friday, Trump wrote on his Truth Social post that he had ordered the redeployment of US submarines 'to appropriate regions" allegedly over 'extremely provocative statements" by former Russian President Dmitry Medvedev, who is also the deputy chairman of the Russian Security Council. 'Let the two US subs sail, they have been in the crosshairs for a long time now," the Russian lawmaker said. 'A fundamental agreement that must be concluded between Russia and America so that the whole world calms down and stops talking about the beginning of World War III," he added.
