UK PM Starmer recalls cabinet to discuss Gaza peace plan
Starmer has taken the rare step of recalling his cabinet during the summer holidays to discuss how to deliver more humanitarian aid to Gaza.
In a meeting with US President Donald Trump in Scotland on Monday, Starmer discussed the need for a ceasefire in Gaza and what he called the 'revolting' humanitarian crisis.
Britain is working on the plan with France and Germany after a call between the leaders of the three countries last week.
Starmer has not shared details of the plan, but over the weekend he compared the proposals to the 'coalition of the willing,' the international effort to support Ukraine in the event of a ceasefire in its war with Russia.
Starmer's spokesman said he would discuss the plan with other international allies and countries in the Middle East.
War has raged in Gaza between Israel and Palestinian militants Hamas for the past 22 months. Israel has been facing growing international criticism, which its government rejects, over the humanitarian crisis in Gaza.
With warnings people in Gaza are facing starvation, growing numbers of lawmakers in Starmer's Labour Party want him to recognize a Palestinian state to put pressure on Israel.
British foreign minister David Lammy will attend a United Nations conference in New York on Tuesday to urge support for a two-state solution between Israel and the Palestinians.
Successive British governments have said they will formally recognize a Palestinian state when the time is right, without ever setting a timetable or specifying the necessary conditions.
The issue has come to the fore after President Emmanuel Macron said on Thursday France would recognize Palestine as a state.
Starmer has so far rejected plans to immediately recognize a Palestinian state, saying he was focused on 'practical solutions.'
Last week, more than 200 British members of parliament from nine parties signed a letter Friday calling for an immediate recognition of a Palestinian state.

A global hunger monitor said on Tuesday that a famine scenario was unfolding in the Gaza Strip, with malnutrition soaring, children under five dying of hunger-related causes and humanitarian access severely restricted. The UN estimates that Israeli forces have killed more than 1,000 people seeking food since May, most near militarised distribution sites of the GHF, which employs a US logistics firm run by a former CIA officer and armed US veterans. The GHF denies that there have been deadly incidents at its sites, and says the deadliest have been near other aid convoys. The Israeli military has acknowledged that civilians have been harmed by its gunfire near distribution centers, and says its forces have now received better instructions. Israel accuses Hamas fighters of stealing aid — which the militants deny — and the UN of failing to prevent it. The UN says it has not seen evidence of Hamas diverting much aid. Hamas accuses Israel of causing starvation and using aid as a weapon. Barrot said France would carry out four humanitarian flights carrying 10 tons each of aid from Friday into Gaza in cooperation with Jordan. Cyprus was briefly a staging point for about 22,000 tons of pre-screened aid sent to Gaza by sea in 2024 via a short-lived US-built landing jetty. Some 1,200 tons of aid is still on the island, awaiting delivery when conditions allow, Cypriot Foreign Minister Constantinos Kombos said.

UK govt minister rejects claims by peers that Palestine recognition unlawful
LONDON: A government minister in the UK has rejected claims that plans to recognize Palestine breach international law. It came after an influential group of House of Lords peers wrote to the attorney general warning against the move by Prime Minister Keir Starmer, who had earlier this week pledged to recognize a Palestinian state in September if Israel fails to reach a ceasefire with Hamas, among other conditions. The group of 38 peers wrote to Lord Hermer in a letter that said Starmer's pledge may be unlawful under the 1933 Montevideo Convention. The treaty mandates certain conditions for statehood, which the peers warned a Palestinian state may not fulfill. Business Minister Gareth Thomas, however, told Sky News on Thursday that the UK is not signed up to the Montevideo Convention. 'I respect the views of those lawyers, but in the end, recognition of a state is a political judgment, and we've been very clear that our judgment is that the Palestinians have an inalienable right to statehood,' he said. 'I don't think we are in breach of international law. We're not signed up to the Montevideo Convention. We're clear what needs to happen,' he added. 'The fact that so many other countries have either already recognized the state of Palestine, or are joining our efforts to recognize the state of Palestine, I think is very significant.' Among other conditions demanded by Starmer from Israel are the entry of more aid into Gaza, an end to land grabs in the West Bank, and a commitment to a long-term peace process. The peers' letter claimed that Palestine 'does not meet the international law criteria for recognition of a state, namely, defined territory, a permanent population, an effective government and the capacity to enter into relations with other states.' There is no certainty over Palestine's borders and no single government, they added.
