KUALA LUMPUR, July 29 (Bernama) -- The Kuala Lumpur Local Plan 2040 (PTKL 2040) aims to strike a balance between physical development and the preservation of the city's cultural heritage, said Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif.
She said City Hall (DBKL) is working closely with the Department of National Heritage to ensure a dedicated framework is in place to safeguard heritage buildings across the capital.
'When we say the city is for everyone, that includes heritage development. We've included heritage trail routes in the plan, highlighting areas that have been identified as part of Kuala Lumpur's cultural footprint.
'We are continuing efforts to identify and incorporate more of these heritage trails into the plan,' she said in an interview with Bernama Radio today.
Maimunah added that the plan also identifies several heritage villages that will be preserved and gazetted as protected zones, in line with efforts to retain Kuala Lumpur's historical and cultural character.
'If a site is gazetted as heritage, it will remain so. It cannot be altered. This ensures better oversight for all developers operating in Kuala Lumpur,' she said.
She added that PTKL 2040 adopts a balanced approach to development, incorporating key elements such as economic growth, physical planning, environmental sustainability, heritage preservation, creativity, mental well-being and safety.
In a related development, Maimunah said DBKL has applied to join the UNESCO Creative Cities Network (UCCN) in March, with confirmation of receipt issued in April.
The application is currently under review by UNESCO, with a decision expected in October.

(Bernama pic) KUALA LUMPUR : The education ministry has finalised its guidelines for the development of vertical schools, taking into account basic principles for the design, including supervision and student safety. Deputy education minister Wong Kah Woh said the guidelines would be presented to the Cabinet soon. He said the ministry took into account several factors in determining the concept, including vertical movement safety, accessibility for students with special needs, as well as students' emotional and social well-being. 'We also looked into technical aspects such as acoustics, soundproofing, lighting and natural ventilation, emergency routes, building structure, maintenance and strata management,' he told the Dewan Rakyat today. He was replying to Muslimin Yahaya's (PN-Sungai Besar) question about Kuala Lumpur City Hall's (DBKL) proposal to construct a two-block vertical school of between 10 and 17 storeys. To refine the design of these schools, Wong said they had engaged the housing and local government ministry, public works department, fire and rescue department, as well as parents and teachers. He said the housing and local government ministry had proposed three models, namely constructing schools on land specifically earmarked for education purposes; incorporating community facilities such as clinics and libraries; and integrating school buildings with residential and commercial developments. Wong added that the implementation of vertical schools would be subject to assessments by the education ministry and the relevant technical agencies, particularly in areas with populations exceeding one million. DBKL previously proposed the construction of more vertical-concept schools to address land constraints and the growing population in the capital city.

He said the MOE took into account several factors in determining the vertical school concept, including vertical movement safety, accessibility for students with special needs, students' emotional and social well-being, and access to recreational spaces. "We also look into technical aspects such as acoustics, soundproofing, lighting and natural ventilation, emergency routes, the building structure, maintenance and strata management," he said during the oral question-and-answer session in the Dewan Rakyat today. He was replying to a question from Datuk Muslimin Yahaya (PN–Sungai Besar) on Kuala Lumpur City Hall's (DBKL) proposal to construct a two-block vertical school with between 10 and 17 storeys, and the measures taken by the MOE to ensure that basic safety facilities in schools are functioning properly. Wong further said that an engagement session had also been conducted by the Ministry of Housing and Local Government (KPKT) involving the Department of Town and Country Planning (PLANMalaysia), the Public Works Department, the Malaysian Fire and Rescue Department, as well as parents and teachers, to refine the design requirements for vertical schools. He said KPKT had proposed three modules, namely constructing schools on land specifically designated for education purposes; incorporating community facilities such as clinics and libraries; and integrating school buildings with residential and commercial developments. 'School design must be curriculum-friendly, sustainable and flexible, and adhere to the principles of a sense of belonging, attractiveness, safety and ease of maintenance,' he said. Wong added that the implementation of vertical schools would be subject to assessment by the MOE and relevant technical agencies, particularly in areas with populations exceeding one million.
