and Sharda University, IIT Kharagpur Director Suman Chakraborty said the institute will soon appoint a full-time psychiatrist to support students in crisis, a TOI report stated.
On Monday, a Supreme Court bench of Justices J B Pardiwala and R Mahadevan questioned IIT Kharagpur's counsel about repeated cases of suicide on campus. The court asked, "What is wrong with your IIT Kharagpur? Why students are committing suicide? Have you given a thought to this problem? What steps have you taken?" The court also directed that investigations in both IIT Kharagpur and Sharda University cases should 'proceed expeditiously'.

He added, 'Besides, we will be introducing motivational lecture series for all the students,' which, according to him, will help students facing stress or anxiety.
According to an institute spokesperson, IIT Kharagpur already has a 24x7 counselling service, but it is managed by part-time counsellors, including faculty members and other internal stakeholders.

Efforts to reduce external pressure on students
Chakraborty also said the institute plans to regularly engage with students' parents. He said IIT Kharagpur would speak to parents every alternate month to encourage them not to put additional pressure on their children regarding internships and to get feedback on their child's mental well-being.
At an induction programme last Friday, the director also appealed to parents not to burden their children, noting that the institute itself offers academic support and organises internships.
Four student deaths since January
Since January 12 this year, four BTech students at IIT Kharagpur have been found dead in their hostel rooms. Following these incidents, the institute has set up a fact-finding committee to investigate and suggest preventive steps.

Ray also pointed out that by issuing guidelines for students' welfare in the context of mental health, the court has acknowledged the growing mental health crisis in educational spaces—ranging from anxiety and depression to suicide. This makes schools and universities potentially accountable for creating psychologically safe environments. "The court order represents a cultural shift. When the Supreme Court validates mental health as a constitutional concern, it plays a critical role in destigmatising mental illness, legitimising lived experiences, and encouraging both care-seeking and policy action," she said. Advocate Arush Sengupta pointed out that embedding mental health under Article 21 makes it justiciable. "If someone's right to mental well-being is violated—for example, through institutional neglect, discrimination, or lack of access to care—they can now take legal recourse based on constitutional grounds. This also strengthens the implementation of the Mental Healthcare Act, 2017, which already defines access to mental health services as a right, but until now lacked the direct constitutional force to ensure consistent and widespread enforcement," he said. Psychiatrist Aniruddha Deb felt the ruling has the potential to transform institutional accountability, public funding, and societal attitudes in India. "This is a landmark judgment. Till now, mental illness was perceived as a disability, a dysfunction and looked down upon. Treatment and care were neglected as were rights. People with mental illness were relegated to second-class citizens. They were even denied the right to vote. Being of unsound mind precluded them from holding any office. All that will change now. The moment you equate the right to mental health with the right to life, the whole observation changes," said Deb. Ray added that the moment demands bold, rights-affirming governance, not piecemeal or tokenistic gestures. "The judiciary has spoken. It is now the executive's responsibility to institutionalize this vision into everyday governance so that mental health is not only constitutionally protected, but meaningfully lived," she added. What's Delhi's dog-bite reality that has alarmed the Supreme Court too
"My parents have stopped going for walks outside society due to aggressive dog gangs," a Delhi resident recently posted on social media, thanking the Supreme Court for stepping in after reports of a disturbing surge in rabies cases and deaths in the national July 28, the Supreme Court termed the rising number of dog-bite cases and deaths as "deeply disturbing", especially among children and the elderly. The bench, led by Justice JB Pardiwala, cited a recent Times of India report titled 'City hounded by strays, kids pay price', which documented the increasing menace of stray dogs and the failure of civic authorities to get the crisis under concern gained urgency after the death of a six-year-old girl, Chavi, after a dog attack. She was on her way to her aunt's house when a stray dog attacked her, biting her repeatedly on her leg, arm and being taken to multiple hospitals for treatment, her condition deteriorated. Less than a month later, she passed away. Her family recalls that she had started attending school just two days before the it a matter that required immediate judicial intervention, Justice Pardiwala remarked, "This is the first matter we should take up on the first day of the week."Taking suo motu cognisance, the Supreme Court ordered its registry to register a public interest writ petition under its own motion and directed that it be placed before Chief Justice of India Bhushan R Gavai for further orders and threat posed by stray dogs is not just in Delhi.
