A decade later, and in time for polls, Nitish ‘revives' land allotment scheme
Over a decade after it conducted a survey to allot lands to landless families across the state, the Bihar government has 'revived' its Abhiyan Basera Scheme ahead of the Assembly polls.
According to sources, the new survey – christened Abhiyan Basera-II – is likely to benefit 1.3 lakh families that the government had previously surveyed in 2014 as a part of Abhiyan Basera-I. 'The state government aims to complete the process before the elections and beneficiaries can build houses on the land under the Pradhan Mantri Awas Yojana (PMAY) or any other scheme of the state government,' a source said.
The Nitish Kumar's push for completion of land allotment is part of the NDA's bid to reach out to larger constituencies of OBCs, EBCs, SCs and STs, which collectively make up 85% of the state's population. A source said that 70% of prospective beneficiaries hail from EBC and SC communities. JD(U) chief spokesperson and MLC Neeraj Kumar said it is in line with Nitish's 'commitment towards the poor'.
A source admitted that all efforts were being made to the meet the polls timeline. 'About 36,000 families had been found ineligible for allotment. The government wants to cross-check this data to ensure that the allotment process is completed before the Model Code of Conduct kicks in,' the source said.
Under the first phase, a total of 1.3 lakh families were surveyed, of which 93,000 were allotted five decimals of land (2,178 square feet) each.
Additional Chief Secretary, Revenue and Land Reforms Department, Deepak Kumar Singh flagged the issue in a May 30 order. 'We want a dedicated team to cross-check the surveyed families and submit block-wise data. It is important for concerned revenue officers to fill the 'reverify or reject' applicant form on the government app,' the order, issued to district magistrates of all 38 districts, stated.
The RJD dismissed the survey as 'nothing but pre-poll doles'. 'Why did the state government not do this two-three years ago? The scheme has been timed to ensure electoral gains for the NDA,' RJD spokesperson Mritunjay Tiwari said.

Former MLC and advocate N. Ramchander Rao has been chosen by the central leadership to become the next president of the Bharatiya Janata Party (BJP) in Telangana on Monday. He was the only candidate left in the fray when nominations were closed and is to be formally declared as the president on Tuesday at a special convention. Top party sources said a top BJP functionary from Delhi called up the State leadership and informed about the decision to name Mr. Rao as the next party chief. He will be replacing Union Minister for Coal and Mines G. Kishan Reddy who took over as the chief just before the Assembly polls unexpectedly replacing the then president and now Union Minister of State for Home Bandi Sanjay Kumar. Amid beehive of activity at the State office with leaders thronging with their supporters, there was high drama of Goshamahal MLA T. Raja Singh storming out in protest for 'not being allowed' to file his nomination papers for the party chief and also announced quitting the party. His charge was later denied by the party. Mr. Rao had filed his nomination papers in the evening with election in-charge and Union Minister of State for Labour and MSMEs Shobha Karandlaje. He was accompanied by senior leaders, including Mr. Kishan Reddy, Union Minister of State for Home Bandi Sanjay Kumar, national general secretary Sunil Bansal, MPs – Konda Vishveshwar Reddy, D.K. Aruna and others. A Supreme Court lawyer and former member of Bar Council of India, Mr. Rao has been a contender for the post along with few other MPs, including Malakgiri's Eatala Rajender. The former MLC has risen from the ranks having made his mark as a student leader in Osmania University when he was in the party's student wing ABVP, has been a party general secretary and in charge of the recent membership enrolment programme. Despite a clamour for appointing a Backward Class leader as the president, the central leadership seems to have chosen Mr. Rao, a Brahmin. Last time a person from the community was made party chief has been former Sikkim Governor V. Rama Rao who was the president of the State unit for undivided Andhra Pradesh for two terms in the 90s. Party sources said Mr. Rao had a strong backing from the Sangh and despite hectic lobbying by some MPs including in the social media, the central leadership seems to have kept faith in him, at least till the next Assembly elections. His main opponent Mr. Rajender had his own backers in Delhi but his open praise of former Chief Minister K. Chandrasekhar Rao in more than one instance on the Kaleshwaram project was a give away that he knew what was coming. Though Mr. Kishan Reddy continued to back him, others were not so kind and ensured the word reached the central leadership. Incidentally, he was not present when Mr. Rao was filing his papers. Earlier, Union Minister of State for Industries Shobha Karandlaje told the media that the party chief will be a consensus choice based on her interaction with the cadre. 'Our fight is against the Congress governments in Karnataka and Telangana which have become the 'ATMs' for their party high command having come to power with 'false guarantees', she said 'There is no money for welfare or development in both States. What has Chief Minister A. Revanth Reddy done so far? No money to even repair potholes. Both governments are total failures,' she charged. Mr. Sanjay Kumar too told the media that the high command decides who has to be entrusted with what responsibility and every committed worker has to abide by that decision. 'There is nothing wrong in aspiring to become the president. But the final decision will be made by the high command,' he asserted.

‘Grand-alliance is united, set to form next government in Bihar'
Politics in Bihar are in overdrive with the Assembly elections nearer. The ruling NDA faces the challenge of neutralising incumbency accumulated over the last two decades. The opposition Mahagathbandhan narrowly missed the chance to form the government in the previous election. RJD leader and former Deputy Chief Minister Tejashwi Prasad Yadav feels that he carries the responsibility to ensure that the Mahagathbandhan puts up a strong show in the polls and, if possible, wrest power from the NDA. Yadav spoke with Ramashankar on a range of issues related to his and the INDIA bloc's strategies. Excerpts: As chairman of the INDIA bloc's coordination committee for the Assembly poll, how do you cope with pressures from allies on seat-sharing? I am thankful to coalition partners for selecting me as chairman. We are working in tandem and aware of ground realities. We will resolve all issues, including seat-sharing, amicably. Several subcommittees are at work. I don't see any problem. How optimistic are you about the INDIA bloc's performance in the election? Are you sure about forming the government this time? We are very much hopeful of forming the next government as people are fed up with the ruling dispensation that has failed to meet their expectations. Everybody knows that Chief Minister Nitish Kumar is in 'achetawastha' (an unconscious state), as some retired bureaucrats and select ministers run the government. Even Nitish's close aides are no longer loyal to him, as their growing affinity with the BJP becomes evident time and again. What are the priority issues for the INDIA bloc in the coming election? Our focus will be on raising issues like unemployment, migration, corruption, deteriorating law and order, decrepit health infra, poor quality of education, lack of investments and industrialisation, lack of adequate irrigation facilities and poor condition of farmers. Will your Mai Bahin Samman Yojana make an impact on women when they already benefit from government schemes? NDA will also most probably announce a pro-women scheme before the election. The Yojana will bring about a remarkable change in the lives of women as various problems, including corruption, plague the schemes run by the present government. Our scheme will also have a huge significant impact, as women are becoming increasingly disenchanted with this government. Jan Suraaj Party founder Prashant Kishor is extensively touring Bihar and attracting huge crowds at his meetings. Would this party impact the INDIA bloc's performance? I cannot predict the performance of other parties in the election. Every party is making preparations for the polls. Jan Suraaj Party also has the full right to do so. Only time will tell how its entry into the electoral fray will make an impact. We find that Muslims are agitated over the Waqf Amendment Act, and you are also lending full support to them on the issue. Will it become an election plank? Of course, the opposition will raise the issue in the election. The Act has been brought in to harass a particular section of society, and we will oppose it tooth and nail. The Act has created fear among Muslims as its implementation will have wide-ranging implications. Your elder brother. Tej Pratap Yadav has been expelled from the party as well as from the family—what's your take? RJD chief Lalu Prasad has made the decision, and his decision is supreme. I cannot add anything more to it. Some issues related to a person's personal life cannot be discussed in public forums. What about PM Modi's frequent visits to Bihar? His visits put a huge burden on the public exchequer. We estimate he spends `100 crore on each visit. He has visited Bihar 200 times, and therefore, he must have spent public money worth Rs 20,000 crore on political purposes under the guise of official programmes.

INDIA bloc promises healthcare transformation in Bihar with Rajasthan blueprint
Patna, June 30 (UNI) Ahead of the assembly elections in Bihar, the INDIA bloc today promised to transform the healthcare system in Bihar after forming the government. Veteran Congress leader Ashok Gehlot announced here that a Rajasthan-model healthcare system will be implemented in Bihar to achieve the goal. He said that Bihar's healthcare system has collapsed during the 20-year rule of Nitish Kumar. A recent CAG report has laid bare the extent of this failure. The medical staff shortage is critical. With 59,168 approved positions, only 23,851 are filled—a 60% vacancy rate. He claimed the problem is even worse for Ayush doctors (89% vacant), paramedical staff (79% vacant), and specialist doctors (up to 86% vacant). Gehlot said: 'An INDIA bloc government in Bihar will implement a Chiranjeevi scheme, mirroring Rajasthan's Congress government's initiative, providing up to Rs25 lakh in free medical treatment at both public and private hospitals for all income levels.' As Chief Minister of Rajasthan he had enacted the Right to Health Act in Rajasthan, guaranteeing free treatment for all emergencies. The move had significantly reduced out-of-pocket medical costs for ordinary citizens and explored making health insurance universally accessible and affordable. The Chiranjeevi Bima Yojana provided Rs10 lakh in health insurance and Rs5 lakh in accident insurance. It also covered medication costs for five days prior to and fifteen days after hospitalisation. This plan made Rs5 lakh in coverage accessible to all income levels, a first for the nation. He added: 'We also expanded healthcare by establishing medical colleges, increasing hospital capacity, and boosting the availability of doctors, vaccinations, and maternity services.' AICC Bihar in-charge Krishna Allavaru also criticised the state's healthcare system, claiming the current government has reduced Bihar to a state of crisis. He stated that the people of Bihar are suffering immensely due to the severely deteriorated healthcare services. He further asserted that the government's mismanagement has pushed the state's healthcare system to a critical point, referencing a CAG report acknowledging the dire state of healthcare in Bihar.
