Bilaspur (Himachal Pradesh) [India], July 5 (ANI): Union Minister of Health and Family welfare, and Bharatiya Janata Party president Jagat Prakash Nadda chaired a high level meeting here today to review the status and progress of Government of India's initiatives to transform road connectivity in Himachal Pradesh through accelerated development of National Highways and tunnel infrastructure.
Sources said that Union Minister Nadda presided over a detailed presentation by senior officials of MoRTH, during which the status, challenges, and future plans for the development of road infrastructure in Himachal Pradesh were discussed comprehensively.
Himachal Pradesh currently has a total of 25 National Highways with a combined length of 2,592 km entrusted for development and maintenance. Under the guidance of Prime Minister Narendra Modi, MoRTH is implementing critical highway projects across the state, sources said.
According to sources, at present, projects of total length of 627 km are under construction, amounting to Rs 25,600 crore. Apart from this, projects of 416 km length are in pipeline, with an estimated expenditure Rs 25,265 crore. In addition to this, tunnels form an important component of infrastructure under MoRTH. While 19 tunnels costing Rs. 3,200 crore are under construction, 28 tunnels costing Rs 5,400 crore are in the pipeline.
While acknowledging the support and cooperation from the Himachal Pradesh Government in land acquisition and forest clearances, it was pointed out that several critical issues require further collaboration to ensure the timely and effective development of road infrastructure in the state. Underscoring the critical importance of highways and tunnels for the growth, development and progress of the hilly state of Himachal Pradesh, with Nadda urging the state government to resolve these pending issues.
Sources also mentioned certain important projects, including dredging in the Beas River (Mandi-Manali Stretch of NH-3).
'The unprecedented floods of July 2023 severely damaged the Mandi-Manali highway at multiple locations. Despite repeated requests from the Centre, effective dredging of the Beas riverbed has yet to be undertaken. Removal of boulders from the riverbed and enhancing the river's water-carrying capacity are crucial for the long-term safety of the highway and riverside communities,' the source mentioned. While DPR preparation and tendering for permanent highway restoration are in progress, Nadda urged the state government to expedite the dredging work between Mandi and Manali to prevent further damage.
The matter of Himachal Pradesh State Pollution Control Board's recent clarification on April 23, 2024, which categorised highway widening projects under the 'Orange' industrial category was also raised in the meeting.
'This has raised concerns as it could adversely affect ongoing NHAI projects through financial and contractual complications. Nadda, has requested the state government to review this clarification and exempt highway projects, especially those initiated before 23 April 2024, to avoid unnecessary delays,' the source said.
Apart from this, expediting stage-I forest clearance for Sumdo-Kaza Road (NH-505, Package-IV) also needs attention. This project was approved on 15.03.2024 at a cost of Rs 518.90 crore. However, the work could not be initiated due to delays in obtaining Stage-I Forest clearance. Nadda stated that he has discussed this matter with Chief, who has assured that the issue will be resolved at the earliest. He again urged the state govt to expedite the forest clearance.
Sources said that several high ranking and senior officers from Ministry of Road Transport and Highways (MoRTH), and the National Highway Authority of India (NHAI), along with Bilaspur MLA Trilok Jamwal, Sri Naina Devi ji MLA Randhir Sharma, were also present at the meeting. (ANI)

Madhya Pradesh Govt Launches Probe As School Repair Bills Go Viral

The Madhya Pradesh government has initiated an investigation after paintwork bills from two schools in Shahdol district surfaced on social media, revealing suspected fraudulent payments and inflated entries for labour and materials. The bills circulated online show inflated entries for labour and materials, claiming that 168 labourers and 65 masons were deployed to apply just four litres of paint at one school, while 275 workers and 150 masons were assigned to use 20 litres at another. School Education Minister Uday Pratap Singh has directed immediate action following the discovery of suspected fraudulent payments sanctioned under the guise of minor maintenance at Sakandi Government High School and Nipaniya Higher Secondary School, both located in the Beohari Assembly segment of Shahdol district. The scandal came to light after detailed bills circulated on social media, revealing what appear to be inflated entries for labour and materials. — Shalendra Patel (@ShalendraPate20) July 5, 2025 At Sakandi High School, official records claimed that 168 labourers and 65 masons were deployed for a job involving merely four litres of paint. The recorded expenditure -- Rs 1,06,984 -- has raised widespread suspicion. Nipaniya School's records were no less startling: Rs 2,31,685 was shown as approved for the work of 275 labourers and 150 masons, who allegedly undertook tasks involving just twenty litres of paint, installation of ten windows, and four doors. Reacting firmly to the disclosures, the Education Minister ordered the Secretary of the School Education Department and the Commissioner of Public Instruction to carry out a prompt and impartial inquiry. He reiterated the government's zero-tolerance stance on corruption and irregularities within public institutions, emphasising that no leniency would be shown to those found guilty. The revelations have triggered public dissatisfaction and cast a shadow on the credibility of fund utilisation in rural education infrastructure. Many have voiced concerns over how such inflated expenditures went unnoticed, calling for stronger accountability mechanisms and audit practices within local education departments. The controversy arrives at a time when the Madhya Pradesh government is actively promoting transparency and investment across multiple sectors. This incident might serve as a catalyst for introducing stricter audit protocols, digital transparency tools, and decentralised monitoring systems involving local stakeholders.

Rajnath Singh to kick off discussions on defence financial architecture tomorrow

Policy dialogue, strategic review, and institutional innovation are expected to dominate discussions at the Controllers' Conference 2025 of the Defence Accounts Department (DAD) that will be inaugurated by Defence Minister Rajnath Singh on Monday, an official said. The conference, to be held here from July 7 to 9, aims to bring together top leadership from the DAD, civil services, academia, think tanks, and stakeholders across the defence and finance sectors. 'It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness,' said the Defence Ministry in a statement on Sunday. Rajnath Singh will inaugurate the conference in the presence of top military and civilian leadership, including Chief of Defence Staff General Anil Chauhan, the three service chiefs and Defence Secretary Rajesh Kumar Singh. Financial Adviser, Defence Services, S.G. Dastidar, and Controller General of Defence Accounts, Mayank Sharma, will also join the conference that promises to serve as a platform for shaping the future of India's defence financial architecture, the statement said. The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department, repositioning the DAD from a finance and accounts body to a future-ready institution focused on defence finance and economics, it said. This transformation, guided by the strategic vision articulated by the Defence Minister on October 1, 2024, is internally driven, inclusive, and aligned with emerging national security imperatives. The transition is anchored in the DAD's new Mission Statement and Motto 'Alert, Agile, Adaptive' which will be formally released during the event, said the statement. The conference will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of Integrated Financial Advisors in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry. Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, the DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice, said the statement.
