The Department of Correctional Services (DCS) says its bakery programme is playing a critical role in reducing costs, promoting self-sufficiency, and providing offenders with skills training and work experience.
Chief Deputy Commissioner Anna Malepo briefed Parliament's Portfolio Committee on the department's ongoing efforts to expand its network of correctional centre bakeries, improve bread production, and address operational challenges.
Malepo said the department currently operates 11 bakeries nationally, which supply bread to 39 correctional centres. A twelfth bakery in Durban was commissioned in June 2025 and is expected to become fully operational in the current financial year.
Malepo stated: 'The purpose is mainly to share with the Portfolio Committee the establishment of bakeries in the department and also the prospective projects in support of self-sufficiency and sustainability.'
The initiative, she explained, is backed by Section 3 of the Correctional Services Act, which requires the department to be as self-sufficient as possible and to operate on business principles. She said DCS is also legally and morally obligated to provide inmates with an adequate diet to promote good health.
The bakeries are run by correctional officials, with offender labour making up a significant part of the workforce. Inmates working in the bakeries receive between R2 and R9 per day and are also trained in baking and operations management.

The Portfolio Committee on Correctional Services noted the steep increase from R13.36 in 2024/25 to R22.95 per loaf in 2025/26. This follows a briefing to the committee by DCS on its use of consultants and an update on the establishment of bakeries in correctional centres, including the cost breakdown on bread supplied by external suppliers versus internal sources. Chairperson Kgomotso Anthea Ramolobeng said the dissatisfaction by members was visible after DCS indicated it is now paying more per loaf for a bulk supply than normal South Africans pay in a retail store. 'It cannot be that we are paying so much. We note and welcome the input by the Minister that the procedure of appointment of contractors is being re-worked, as the price is excessive,' Ramolobeng said. This has led to saving over R27.4 million for the 2024/25 financial year. Ramolobeng said that while they are pleased with this effort, more needs to be done to ensure that all correctional facilities have their own bakeries. DCS currently has 11 bakeries nationwide that are managed by correctional officials. These bakeries not only provide self-sufficiency and sustainability but also job opportunities for offenders, develop their skills, and save on costs. The first bakery was opened at the Kgosi Mampuru II facility in 1992. Since then, additional bakeries have been established across six regions. The Standerton and Pietermaritzburg bakeries were opened during the 2024/25 financial year, and the Durban bakery was commissioned on June 23, 2025, for test baking. When it becomes operational, 12 correctional centres will have bakeries. Some of the bakeries that are in the planning and consultation phases, and the estimated target date of completion: - Nigel (August 30, 2026) - Krugersdorp (March 30, 2027) - Helder Stroom (December 1, 2026) - Brandvlei (October 15, 2026) - Groenpunt (August 30, 2026) - Upington (September 15, 2026) - Overberg (September 15, 2026) - Baviaanspoort (December 1, 2025) The committee heard that in the 2024/25 financial year, 5.27 million loaves of bread were required/ordered from departmental bakeries and just over five million were baked – a shortfall of 270,870.

The DCS also announced that a bakery for Durban was commissioned on June 23 this year, for test baking purposes, adding to the 11 other bakeries that DCS has nationally, which are managed by correctional officials. The Portfolio Committee on Correctional Services on Tuesday received an update from the DCS on the establishment of bakeries in correctional centres, including the cost breakdown on bread supply by external suppliers versus internal supply. The DCS stated that the construction of bakeries and the refurbishment of kitchens support self-sufficiency and sustainability. The DCS also believes that bakeries provide work opportunities to offenders, lead to offender skills development, and cost savings to the DCS. Chief Deputy Commissioner (CDC) Anna Molepo stated that each inmate must be provided with an adequate diet to promote good health, as prescribed in the regulations. She said the first departmental bakery was opened in 1992, at Kgoši Mampuru II. Since then, additional bakeries were established across six regions with the Standerton and Pietermaritzburg bakeries opened during the 2024 and 2025 financial year. Molepo said that offender gratuity ranges between R2 and R9 per day. Molepo said cost savings in the 2025 and 2026 (April and May) financial year totalled R13 million while in the 2024 and 2025 financial year, the DCS estimated a R27 million saving after deducting the cost of producing its own bread with the average cost of bread purchased from external suppliers. Molepo said the bakeries do not come without challenges to the DCS. These include inadequate funding for capital construction of new bakeries and baking equipment. There are also challenges of insufficient funds for maintenance and repair of bakery structure and baking equipment, as well as for training and development along with the late delivery of ingredients. Correctional Services Petrus Groenewald said following complaints about the procurement processes referring to the bread tender, he held meetings with National Commissioner Makgothi Thobakgale and officials.

Correctional Services Minister Pieter Groenewald told the parliamentary committee that he would monitor the department's use of consultants and look 'into the amount of money we can save'. (Delwyn Verasamy/M&G) The department of correctional services is working to significantly reduce its reliance on consultants, using them 'only when necessary' to improve governance and cut irregular expenditure, it said on Tuesday. According to a presentation delivered to parliament's portfolio committee on correctional services, the department's consultant-related spending dropped to R29.2 million in the 2025-26 financial year, down from R119.3 million the previous year. Its historical over-reliance on consultants was driven by governance weaknesses, a shortage of critical skills and the complexity of managing large-scale projects, chief financial officer Lebogang Marumule told committee members. In the past, the department faced recurring issues of non-compliance with procurement prescripts, limited internal capacity and repeated findings from the auditor-general regarding irregular contract splitting. Marumule said that the clearing of irregular expenditure has been 'a very, very tedious exercise with which the department of correctional services has been struggling, with transactions going as far [back] as 2008'. The previous department of correctional services audit committee, he said, had mandated that the management of R6.7 billion in irregular expenditure should be a project undertaken by the department and consultants were sought in this regard. The department had tried to deal with the irregular expenditure itself, 'but we were not successful', he added. The department experienced a massive spike in expenditure in 2020-21 and 2021-22, when the treasury issued an instruction to it, as well as the departments of health and police, that they needed inventory management systems. Correctional services used consultants for this, said Marumule, 'who travelled the whole country'. Expenditure normalised when those contracts came to an end. In 2023-24 and 2024-25 there was another spike, when consultants were used to resolve irregular expenditure investigations and securing contracts. According to the department's annual report for the year ending March 2024, consultants were brought in primarily to support accounting, auditing, engineering and compliance functions. In that report, the department said it was working to reduce its dependence on consultants but acknowledged that internal constraints continued to limit its ability to meet operational requirements without external assistance. Tuesday's report indicated that consultants were engaged to assist in areas such as project management, oversight, translation services and occupational health and safety compliance. Despite repeated findings by the auditor general highlighting concerns around irregular contract practices, the department maintained that the use of consultants remained vital in plugging internal capacity shortfalls. The portfolio committee heard that a sharp increase in consultant spending was recorded in 2021-22, when the department spent R136 million — more than triple the previous year. That figure dropped to R19.4 million in 2022-23 as several contracts ended. But the trend reversed again in 2023-24 and 2024-25, with spending climbing to R61.8 million and R119.3 million, respectively. The department attributed this renewed spike to the advertisement of bids aimed at resolving irregular expenditure investigations and securing compliant contracts. Despite the fluctuations, the 2025-26 forecast reflects a return to cost containment, as several contracts are set to expire by July and August 2025. Highlighting the progress made in reducing its irregular expenditure from R6.7 billion to R788 million, Marumule said that consultants played a role in identifying and rectifying non-compliant financial practices, as well as supporting oversight structures such as the audit and risk committee. The department has since adopted a formal reduction strategy focusing on resource optimisation, capacity development, strategic alignment and skills enhancement. The strategy aims to ensure that external consultants are only used when necessary and that internal staff are equipped with the skills needed for long-term sustainability. Reducing dependence on external consultants by building internal capacity and expertise was now a central goal. But the department also acknowledged that challenges remained, including persistent non-compliance with prescripts, unavailability of contracts and risks of renewed irregular expenditure if internal capacity was not adequately strengthened. Correctional Services Minister Pieter Groenewald told the parliamentary committee that he would monitor the department's use of consultants and look 'into the amount of money we can save'. The department is prioritising internal training and development, while tightening oversight over the procurement of services to ensure alignment with treasury regulations.
