New students, parents to sign anti-ragging declarations: Delhi University issues fresh guidelines
Colleges and departments have been directed to strictly implement relevant rules and regulations, particularly Ordinances XV-B and XV-C, and the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Key Measures Announced:
Mandatory Anti-Ragging Undertaking: All newly admitted students and their parents/guardians must submit an undertaking against ragging at the time of admission through the national portal http://www.antiragging.in, as per the directives of the Hon'ble Supreme Court.
Joint Control Rooms: Two control rooms will operate in North Campus (Tel: 27667221) and South Campus (Tel: 24119832) from August 1 to August 8 to address student concerns and provide immediate assistance.
Observance of Anti-Ragging Week: As per UGC guidelines, Anti-Ragging Day will be observed on August 12, followed by an Anti-Ragging Week till August 18.
Widespread Awareness: Anti-ragging posters in English and Hindi have been displayed at key locations across both campuses.
Restricted Entry and Monitoring: Colleges and hostels are to restrict outsider entry and prominently display anti-ragging rules. They are also directed to form Anti-Ragging Committees and Vigilance Squads with the help of NCC/NSS student volunteers.
Police Pickets and Patrolling: Police pickets will be posted outside every college, with special attention to women's colleges. Regular patrolling will be conducted across campus to ensure student safety.
Deployment of Women Police: Delhi Police has assured the deployment of plainclothes women personnel within and around college premises to prevent ragging and eve-teasing.
Verification of PG Accommodations: Students opting for paying guest accommodations have been advised to ensure that their residences are duly verified by local police authorities.
Online Complaint Mechanism: Police officials emphasized streamlined mechanisms for filing ragging complaints, including online reporting and cybercrime referrals.
Regular Compliance Reports: Under UGC's 2009 anti-ragging regulations, all institutional heads must submit weekly compliance reports for the first three months of the academic year, and monthly reports thereafter. These must be sent to the University Proctor at proctor@du.ac.in.
The University reiterated that any act of ragging or indiscipline would invite serious consequences, including suspension, expulsion, cancellation of degree or admission, withholding of results, or being barred from classes and examinations.

New Delhi: Senior BJP leader and former Madhya Pradesh Chief Minister Uma Bharti on Thursday reacted to the verdict in the 2008 Malegaon blast case, claiming that the theory of "Hindu terrorism" was a fabricated political conspiracy aimed at appeasing Islamic terrorists and consolidating vote banks. Speaking to IANS, Bharti welcomed the acquittal of all seven accused, including former BJP MP Pragya Singh Thakur and Lt Colonel Prasad Purohit, by a special National Investigation Agency (NIA) court "I may not know all the accused personally, but I knew Sadhvi Pragya and Lt Colonel Purohit. From the very beginning, it was clear they were not guilty. There was a calculated plot to create the narrative of 'Hindu terrorism' to please Islamic terrorists and secure a certain vote bank. Congress leaders were blindly following that agenda," she told IANS. BJP leader further claimed the entire episode was politically driven and ideologically motivated. "To appease a particular section and please terrorist sympathisers, the term 'saffron terror' was coined. Innocent people were humiliated, falsely accused, and tortured in custody. I condemn those behind this conspiracy and demand they seek forgiveness from the entire nation," she added. She further accused senior Congress leader Digvijaya Singh of being the father of this narrative. "Digvijaya Singh was operating under the directions of Rahul Gandhi. They popularised the term 'saffron terror' and, to justify it, falsely implicated innocent people. These accused were subjected to mental and physical torture. I had met Pragya in Nashik; she was in a terrible state and had suffered immensely. Yet, she stood her ground, even in the face of death, and refused to name innocent people just to end her own suffering," Bharti said. BJP leader further emphasised, 'There is no colour to terrorism. Terror has no religion, no caste, no identity. To associate it with a faith was a gross injustice.' When asked if Digvijaya Singh should apologise, Bharti responded, 'Not just an apology. There must be legal action taken against him, Rahul Gandhi, and P. Chidambaram. They must be held accountable for what they did to these innocent people.' Meanwhile, the NIA court on Thursday acquitted all seven accused in the Malegaon blast case, citing a lack of sufficient evidence. The court dropped all charges under the Unlawful Activities (Prevention) Act (UAPA), Arms Act, and Indian Penal Code (IPC). The blast occurred on September 29, 2008, in Malegaon in Maharashtra during the holy month of Ramzan and just before Navratri. A bomb strapped to a motorcycle exploded near Bhikku Chowk mosque, killing six people and injuring over 100. The court, which had reserved its judgment on April 19, cited the vast volume of evidence -- over one lakh pages -- and lengthy testimonies from 323 witnesses (34 of whom turned hostile) as factors in the delay. All accused, including Pragya Singh Thakur, Lt Col Purohit, and retired Major Ramesh Upadhyay, had been out on bail. Initially investigated by the Maharashtra Anti-Terrorism Squad (ATS), the probe was transferred to the NIA in 2011.

'Truth has won': Sadhvi Pragya's sister speaks out after Malegaon blast verdict
BJP MP Sadhvi Pragya Singh's sister Upma Singh on Thursday reacted emotionally over the acquittal of her sister and other accused in the Malegaon blast case and said that "truth has won. Tired of too many ads? go ad free now " Speaking on the NIA court's verdict, Upma Singh told ANI, "Truth has won. Sadhvi was with the truth, and that is why she has won... Without proving her crime, she was tortured arbitrarily in a way that cannot be described in words. Only she knows what she suffered." She further spoke about the trauma their family endured during the trial period. "Our mother used to go to the storeroom and cry silently so that her children and husband would not feel sad. When Sadhvi was diagnosed with cancer, our father became very tense due to worry. He suffered a brain haemorrhage due to hypertension. He passed away after being bedridden for a few days," she said. "Bhagwa' has won. 'Hindu Rashtra' has won. 'Sanatan Dharma' has won... Those who wanted the 'Hindu Rashtra' to be declared a terrorist country have failed," Upma Singh said. Mumbai Special National Investigative Agency Court (NIA) on Thursday acquitted all seven accused of being involved in the 2008 blasts in Malegaon, with the court saying the prosecution failed to establish the case beyond a reasonable doubt. A total of seven people were accused, including former MP Sadhvi Pragya, Major (retired) Ramesh Upadhyay, Sudhakar Chaturvedi, Ajay Rahirkar, Sudhankar Dhar Dwivedi (Shankaracharya) and Sameer Kulkarni. Originally, 11 people were charged in the case; however, the court ultimately framed charges against seven. The lawyer representing the victims' families said that he will be challenging the acquittal of the seven people in the High Court.

Delhi High Court seeks NIA's response on MP Abdul Rashid's plea in terror funding case
The Delhi High Court on Thursday (July 31, 2025) sought a response from the National Investigation Agency (NIA) on a plea filed by Baramulla MP Abdul Rashid Sheikh challenging the framing of charges against him in a terror funding case. The court also called for the trial court record in the matter and listed the plea for further hearing on October 6. Mr. Rashid has been lodged in Tihar Jail since 2019 following his arrest by the NIA under the Unlawful Activities (Prevention) Act in connection with a 2017 terror funding case. On March 21, the trial court had dismissed his second regular bail application. In his appeal against the order, the Jammu and Kashmir MP submitted that he had already spent over five years in custody and that the delay in trial, which was unlikely to conclude soon, entitled him to bail. The bail plea also contended that the allegations against him were unfounded, asserting that he had never been involved in secessionist or terrorist activities. 'The appellant is a mainstream political leader of J&K having been elected twice as an MLA and recently as an MP. Due to his passionate engagement in mainstream politics, he became a potential target for those who preached separatist ideologies including militant outfits, labelling him as a traitor,' the plea submitted. 'A mere political comment made on the hanging of Afzal Guru showing disapprobation of the measures of the government or criticising a judgement of the courts cannot be construed to mean as an association with terrorists much less any association which has a nexus with the commission of any unlawful or terrorist activity,' it submitted. Mr. Rashid also sought interim bail to attend Lok Sabha sessions, contending that his presence was imperative as he represented 45% of the Kashmir valley and had been 'assigned the role to act as a bridge between Parliament and the people of his constituency'. The Baramulla MP, who defeated National Conference leader Omar Abdullah in the 2024 Lok Sabha elections, is facing trial in a case alleging that he financed separatist and terrorist groups in Jammu and Kashmir. According to the NIA's FIR, Mr. Rashid's name had emerged during the interrogation of businessman and co-accused Zahoor Watali.
